Below are the comments, in Italics, and our response is in bold. All comments are also reflected as revisions on the Site Plan (Sheet PDP1), Site Details (Sheet PDP2) and Exterior Elevations (Sheets A1 & A2) dated 7.1.13 along with the Civil documents provided by North Star Design, Inc., the Landscape design provided by The Frederickson Group, LLC and the Photometric provided by R.J. McNutt. Comment Summary: Department: Current Planning Contact: Courtney Levingston, 970-416-2283, clevingston@fcgov.com Topic: General Comment Number: 1 Comment Originated: 05/30/2013 05/30/2013: In the conceptual review, it was noted that the code requires a minimum of 4 bike parking spaces with at least one of them enclosed. The plans do not provide detail on how this standard is being met (LUC 3.2.2(C)(4)). An exterior bike rack is located near the main entrance of the addition. This will serve (3) bikes. An enclosed bike parking area will be located in the existing north building. Comment Number: 2 Comment Originated: 06/03/2013 06/03/2013: Please include a note that conduit, meters, vents and other equipment attached to the building or protruding from the roof will be painted to match surrounding building surfaces (LUC 3.5.1.(I)(3)). All exposed equipment will be painted to match the surrounding surfaces. Please refer to the "General Exterior Elevations Note". Topic: Lighting Plan Comment Number: 1 Comment Originated: 05/30/2013 05/30/2013: A photometric plan showing the lighting levels of the parking lot is required. The minimum foot-candle for parking areas is 1.0 and all lights are required to be concealed and fully shielded. Please note on the photometric plan a light loss factor of 1. A photometric plan of the parking lot will be issued to the planning department. A minimum of 1.0 FC average will be designed. Light loss factor will be 1. Comment Number: 2 Comment Originated: 05/30/2013 05/30/2013: The Code requires fully shielded, sharp cut-off lighting. Please make a note that the LED wall packs should have the full cutoff shield accessory to meet the Code. (Section 3.2.4 (D)(3)). Please make a note on the elevations All existing exterior lighting is not code compliant and will be removed. All new exterior light fixtures shall be full cutoff and Dark Sky compliant. Topic: Modification of Standard Comment Number: 1 Comment Originated: 05/30/2013 05/30/2013: A modification to section 4.27(D)(2), Secondary Uses, will need to be formally requested. The building footprint is 28% of the gross development area and only 25% is allowed. Please provide a written justification utilizing the criteria contained in Section 2.8.2(H). Refer to Modification Letter Topic: Site Plan Comment Number: 1 Comment Originated: 05/30/2013 05/30/2013: Will there be any doggy day care/ outdoor uses associated with this use? Section 4.27(E)(1)(c) states that, " except for off-street parking and loading areas, all veterinary hospitals and all industrial uses (except commercial composting) shall be carried out entirely within completely enclosed buildings or structures." This clinic does not provide a day care or outdoor services. Comment Number: 2 Comment Originated: 05/30/2013 05/30/2013: The parking summary on the right hand side of sheet A1 states that there are 14 parking spaces, however there are 17 shown on the plans. Please correct this number. Acknowledged. The Site Plan was revised to fix this conflict. Please provide the Driveway detail in the details. This runoff will need to discharge from the site in a location other than the driveway. Consider modifying grades and providing a Sidewalk chase on one side of the Type I Driveway. See revised Topic: Site Plan Comment Number: 2 Comment Originated: 06/05/2013 06/05/2013: The additional 1' of Right of Way will need to be dedicated by separate document which will be $250 to submit. Please submit the legal and exhibit for review. Will provide prior to final approval Comment Number: 3 Comment Originated: 06/05/2013 06/05/2013: The sidewalk along Lemay should be built with the back of sidewalk on the Right of Way line. Please shift the sidewalk to the east accordingly. This will also align the existing walk on the south side with the proposed walk. The sidewalk was moved. Please refer to the Site Plan, Sheet PDP1, civil sheets and landscape plans. Comment Number: 4 Comment Originated: 06/05/2013 06/05/2013: Provide a label and dimension of the distance from the existing Flowline of Lemay Ave to the back of the new Right of Way. This will help in demonstrating the distance from Flowline to the proposed parking stalls on site. Please refer to the Site Plan, Sheet PDP1. The dimension is 21.3' from the flowline to the new R.O.W. Comment Number: 5 Comment Originated: 06/05/2013 06/05/2013: Is an emergency access easement required for the PFA access? If so, it will need to be dedicated by separate document. No access is required. Street trees changed to Skyline Honelocust. Please place street trees generally in these locations. Not planting right in front of the Austrian Pine allows for future growth and maturity of the pine and for the new street trees. Trees need to be at least 6 feet from the water or sewer service lines and 8 feet from a driveway or curb cut. Street trees are adjusted per recommendations below. North street tree around 6-10 feet north of the north water line Middle street tree 6 feet to the south of the south water line South street tree around 8-10 feet from the curb cut Comment Number: 2 Comment Originated: 06/11/2013 06/11/2013: Tree Mitigation: Two upsized mitigation trees would be required for the 11 inch diameter hawthorn tree to be removed. This tree is listed as a Tatarian Maple in the Existing tree list on sheet L2. Please correct the species on sheet LS an list 2 mitigation trees. Mitigation trees need to be 3 inch caliper shade trees or 2.5 inch ornamental trees or 8 foot conifer trees. Existing tree species is corrected. Plant list and plan are showing (2) upsized trees for the removal of the Hawthorn. Two of the Skyline Honeylocust to be planted as street trees can be upsized to 3.0 inch caliper to account for the mitigation. Mitigation upsizing was applied to (2) Red Oaks. We need to add additional trees throughout the site for the existing parking area. I didn’t want to upsize just 2 of the 3 street trees for consistency. Comment Number: 4 Comment Originated: 06/11/2013 06/11/2013: New sidewalk along South Lemay needs to be adjusted to be 5 feet away from the outer bark of the existing Austrian Pine as it passes by this tree. Show accurate location of the Austrian Pine on the Utility/Engineering Plans. Location of the pine tree was measured in the field and adjusted on the plans. The sidewalk is revised so that it is a minimum of 5 feet from edge of walk to outer bark of the existing pine tree. Department: Internal Services Contact: Russ Hovland, , Topic: General Comment Number: 1 Comment Originated: 05/30/2013 05/30/2013: The addition cant be built over an existing property line unless a 1-hour fire wall with no openings and a parapet are provided on each side of the property line, or a county recorded legal agreement is provided to show both are in common ownership and will remain so if sold. The existing 1-hour CMU wall , located on the north property line, will remain between the existing building and the addition. Two new rated door openings will also provided. This wall will also act as our area separation that complies with the 5,000 SF maximum PFA requires for un-sprinkled buildings. Also, please refer to the recorded, legal document that provides an agreement between both properties. The primary for this transformer runs along the North side of the building from Lemay Ave. This primary will be in direct conflict with the building expansion. Contact Light & Power Engineering @ 970-221-6700 early in the process to discuss options. Any relocation or modification to the existing electric facilities will be at the owners expense. Existing 25 kVA, 120/240V, 1PH transformer will be removed during the expansion. Electrical Engineer shall contact Light & Power Engineering during design to discuss. Comment Number: 2 Comment Originated: 06/03/2013 06/03/2013: The existing car wash @ 808 is currently fed by a 150KVA 120/208v 3-phase transformer at the NE corner of the lot. This location could possibly be used to provide a 3-phase service to the new building. Contact Light & Power Engineering to discuss power needs and options. The expanded building will be designed for 120/208V, 3PH, 4W, service. It is not clear at this time if the existing 150 kVA transformer will be large enough for the new service load. Electrical Engineer shall contact Light & Power Engineering during design to discuss. This easement should be shown on the site plan. The full easement is indicated on the Site Plan, Sheet PDP 1. Comment Number: 4 Comment Originated: 05/21/2013 05/21/2013: The 15' drive aisle width behind the building and between the south side of the building and the parallel parking spaces along the south lot line is only wide enough to allow one-way vehicular circulation. The site plan needs to show how this one way ciruclation will be striped and appropriately signed. Directional markings are shown along with signage. Refer to the Site Plan, sheet PDP1.
