Topic: General Comment Number: 3 Comment Originated: 04/16/2013 04/17/2013: As discussed in the staff review meeting, no emergency access/fire access easement is needed per PFA Response: Noted, no action needed. 04/16/2013: There is a separate process to dedicate the fire access easement included with this submittal. A Transportation Development Review Fee of $250 plus recording costs are needed to dedicate this easement by separate document. Response: Noted, no action needed. 04/16/2013: The proposed fire access easement needs to extend to a public street connection for PFA to have access to the property in the event of an emergency. On the current plat, ring road is not dedicated as emergency access. Recommend that this selection be reviewed with some local nursery professionals about their experience with its fire blight resistance. Response: Discussions with local nursery professionals reveal the species has superior disease resistance. Scots Pine may require more insect control than other pines. Response: The campus currently has multiple Scots Pines which are maintained for insect control regularly. Consider using some Austrian Pine to provide increased species diversity Response: Noted, Austrian Pines have been added to the plant palette. Topic: Landscape Plans Comment Number: 2 Comment Originated: 04/17/2013 04/17/2013: Please identify species and size (DBH) of trees to be transplanted. Response: Noted and added. Add a Landscape Note that that says in effect: Method of transplanting and after care for all transplanted trees to follow a qualified and experienced tree transplanting contractor’s recommendations on all of the following items. Recommendations from the qualified and experienced tree transplanting contractor shall be provided to the City Forester prior to transplanting. Response: Owner and design team met with Jim Garcia and Tiana Smith from City of Ft. Collins Light and Power Engineering on March 3rd to confirm incoming power requirements. Existing utility duct bank north of the building has spare capacity for new 13.2kV cables serving the west annex. New switch and primary meter equipment will be located north of cooling towers adjacent to duct bank. Team will remain in contact with Jim/Tiana as design progresses and loads are confirmed. Comment Number: 02 Comment Originated: 04/16/2013 04/16/2013: ROOF ACCESS Per prior discussions with Avago representatives, a protected stairwell with roof access will be provided on the west side of the building. Stairway access to the roof shall be in accordance with IFC 1009.12. Such stairways shall be marked at street and floor levels with a sign indicating that the stairway continues to the roof. Response: Will be provided as noted at the NW stairwell. As such, the Fire Marshal will accept this pre-existing condition with the understanding that the proposed access road to the north side of Bldg. 4 conform to current fire lane standards as previously discussed. Concern is if the relocated parking is at a location that may cause access roadway issues spilling back onto public roadways. Response: The displaced parking areas are vacant, unutilized spaces today. The required parking spaces for the Call Center that uses this parking lot will be maintained with no change from today’s conditions. Comment Number: 3 Comment Originated: 04/16/2013 04/16/2013: Traffic Op's has mild concern regarding traffic circulating around the "coveted" 84 spaces by the addition that might cause a blockage of entering traffic from Ziegler spilling back onto Ziegler. Highly doubtful but need to make note of the concern. Response: Again, the parking spaces that will remain, as shown on the plans, are adequate for the needs of the usersof this lot. The 84 parking space will be accommodated within the remaining lot. Department: Transportation Planning Contact: Emma McArdle, 970-224-6197, emcardle@fcgov.com Topic: General Comment Number: 1 Comment Originated: 04/16/2013 04/16/2013: According to LUC section 3.6.5, new development shall "adequately accomodate existing and planned transit service by integrating facilities designed and located appropriately for transit into the development plan." Transfort operates 2 routes on Harmony Road adjacent to this site. A bus stop is utilized at the northwest corner of Harmony Road and Technology Parkway, it is not ADA accessible and does not meet our transit design standards. In accordance with the LUC, this development shall upgrade this stop to at a minimum meet ADA accessibility. Because this is a challenging site, I think it would be best to plan a brief site visit to discuss how this can be accommodated. Please get in touch with me to plan a visit. Department: Zoning Contact: Noah Beals, 970-416-2313, nbeals@fcgov.com Topic: General Comment Number: 1 Comment Originated: 04/10/2013 04/10/2013: Land Use Code (LUC) 3.2.4(C) Lighting levels for loading and unloading docks is minimum average of 5 foot-candles. Plans will need to be revised. Response: Plans have been revised showing additional lighting in the immediate area around the loading dock in order to bring the minimum average illuminance to 5fc. Light fixture Z4 appears to be up-lighting. Please provide details that indicate that the light will be locked into a down directional position. Response: Note has been added to light fixture schedule indicating Type Z4 fixture is used for temporary maintenance only. The fixtures will be adjusted so they remain locked in a downward direction. Comment Number: 2 Comment Originated: 04/10/2013 04/10/2013: Based on the proposed plans it is expected that some asphalt that currently exists will be removed. Where the asphalt is removed these areas will no longer be allowed for any vehicle use or storage. Please indicate on the plans on vehicles use and storage will be restricted from the landscaped area. Response: A curb has been added along the parking area in question. A note has been added stating no storage or vehicle use shall be allowed in the landscape areas. Comment Number: 3 Comment Originated: 04/10/2013 04/10/2013: Please indicate the color of the cooling towers. Response: The cooling towers will be painted to match the building, and the color has been indicated on the Architectural Elevations. Additional trees or screening are needed to screen the cooling towers and utility yard. Response: Additional trees have been provided on the berm as well as on the north property line. Comment Number: 4 Comment Originated: 04/10/2013 04/10/2013: Where is the trash and recycling enclosure? How are the increased trash and recycling needs of the addition being handled? Response: Trash and Recycling will be handled in existing facilities within the “Corporate Yard” east of the building. There is enough capacity to handle the new building needs. Department: Current Planning In preparation for the May 16, Planning and Zoning Board hearing, please provide a revised Site and Landscape Plan that indicates the height, length, width, slope and landscaping of the berm located north of the building. Response: An illustrated site plan will be provided for the Planning and Zoning Board Hearing.
