4. Neighborhood Compatibility:
All three Junior High Schools are located within established
residential neighborhoods. Relative to the size of the existing
schools, the additions are very small. For example, the following
table compares the present size of each building with the size of
the proposed science lab addition:

Staff finds that the proposed science lab additions are within the
character of the existing Junior High facilities and fit
comfortably within each campus. The additions do not impose
themselves onto the adjacent residential properties. The closest
lab to a residential structure is at Blevins Junior High School.
The setback, with the lab addition, will be 80 feet. Staff finds
that the three science lab additions have a negligible impact on
the surrounding residential character and are compatible with the
existing neighborhoods.
5. Design•
Each addition will be attached and contiguous to the main building.
There will not be any separate entrances to the labs. The exterior
materials will match the existing buildings and the additions will
be one story in height.
RECOMMENDATION:
Staff finds that the request for science lab additions at three
Junior High Schools complies with the permitted uses allowed by the
Low Density Zone District. The designs are compatible with the
existing structures. There are no impacts on the existing
neighborhoods associated with these additions. Staff finds that
the design, location, and character of the science lab additions
are appropriate and meet City plans and policies. Staff,
therefore, recommends approval of Poudre R-1, Junior High Science
Lab Additions at Lesher, Blevins and Boltz, Site Plan Advisory
Review #7-93.

the science lab locations) are as follows:

2. City's Right to Advisory Review:
The City's right to conduct an advisory review of school facilities
can be found in two sections of Colorado Revised Statutes: Section
22-32-124, and Section 31-23-209. Under these sections, the
Planning and Zoning Board is authorized to make a finding as to the
location, character, and extent of the public buildings and
structures relative to the adopted Master Plan of the City.
3. Land Use•
The science lab additions to the three Junior High Schools are
considered to be complementary and compatible with the purpose and
function of the role of a public school. According to the Zoning
Code, public schools are considered to be a permitted land use in
the R-L, Low Density Residential Zone. Public schools enhance the
stability of neighborhoods and serve as focal points for
neighborhood identity and activity.

PROJECT DESCRIPTION:
This is a Site Plan Advisory Review to add science labs to three
Junior High Schools. The schools and size of the additions are as
follows: Lesher - 3,183 sq. ft., Blevins - 3,327 sq. ft., and
Boltz - 3,710 sq. ft. All three schools are located in the R-L,
Low Density Residential Zone District.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The science lab additions at three Junior High Schools are reviewed
by the City as per two specific state statutes. Public schools are
permitted uses in the R-L, Low Density Zone. Allowing public
schools within residential areas promotes neighborhood stability
and identity. The impact of the additions relative to the size of
the existing structures is negligible. There are no impacts on
surrounding properties. The location, character, and extent of the
three science lab additions is appropriate and meets City plans and
policies.
