21. If the driveway is to be blocked off from Mountain Avenue, please indicate how this
is to be accomplished. If any parking will be allowed, a 5' landscape buffer must be
added to the west property line.
22. If you are proposing any exterior changes to the building, please submit those plans or
show the changes on the elevation sheet (super imposed on the photos is fine). If no
exterior changes are to be made, please add a note to this effect.
23. How wide is the sidewalk you are proposing?
24. Will the play yard be landscaped? If so, please show on the plans.
25. Staff recommends the addition of upright evergreen plantings along the west property
line.
26. Be aware that the Day Care use will have to meet all requirements of the State of
Colorado for licensing. Please contact the Building Department for the details.
27. Provide the following information on the elevation sheet:
Type of building materials, roof materials, building.color scheme, trim type and color,
etc.
This concludes staff comments at this time. In order to stay on schedule for the April 26, 1993
Planning and Zoning Board hearing, please note the following deadlines:
Plan revisions are due April 7, 1993 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due April 19.
Final mylars and other documents are due April 22 by 12:00.
Please be aware that if a development agreement and utility plans are required with this
project, these documents and plans must be signed prior to the Planning and Zoning
Board Hearing. If not, a condition will be placed on the project giving you 60 days to
finalize the plans and agreement, after which time, you must submit a request for an
extension from the Planning and Zoning Board.

PLANT NOTES
1. All plant material will meet specifications of the American Association of
Nurserymen for number one grade.
2. All landscaping will be maintained by the property owner, including
landscaping in the public right-of-way.
3. All turf areas will be irrigated with an (automatic pop-up irrigation system?).
Trees and shrub beds shall be irrigated with (a drip system?)
4. All trees to be balled and burlaped.
5. Mulching will consist of?
6. Edging between grass and shrub beds shall be 14 GA by 4" steel set level with top
of sod.
7. All turf areas to be sodded or seeded with ?
8. A free permit must be obtained from the City Forester before any trees or shrubs
in the public right-of-way, as noted on this plan are planted, pruned, or removed.
9. Minor changes in species and plant locations may be made during construction
as required by site conditions. Overall quantity and quality to be consistent
with the approved NCL plan.
10. All landscaping must be installed or secured with an irrevocable letter of credit,
performance bond, or escrow account for 125% of the valuation of the materials
prior to issuance of a Certificate of Occupancy.
15. Signage, except for flush wall signs, is regulated by the Sign Code and the Building
Department. Please delete all reference to free standing signs on the plans. You will
be required to apply for a sign permit from the Building Department prior to erecting
any signs.
16. Include information about the type of fencing that is being proposed, such as material,
height, color, etc. on the site plan.
17. Please label the distance from the roof overhang to the west property line.
18. Please show and label all existing landscaping on site.
19. Please include a planting schedule on the site plan. This should be in table form and
include the following information:
Type of landscaping (tree, shrub, turf)
Species (common and botanical names)
Size (see attached handout for size requirements)
Quantities
Methods of planting, pruning, transplanting...(see handout)

14. Include the following information in the form of notes:
GENERAL NOTES (fill in blanks where applicable)
1. The existing zoning is NCL.
2. All portions of the exterior walls of the first story of all buildings will be
located within 150' of an access roadway in which emergency fire equipment can
be maneuvered or the buildings will be provided with an approved automatic
fire extinguishing system.
3. All current building codes for schools and day care centers will apply, including
sprinklers and fire containment areas.
4. Trash areas will be enclosed with a 5' high opaque screen, fence, or wall.
5. If constructing sidewalks in the public right-of-way, all sidewalks must conform
to City Standards.
6. Refer to the utility plan/paving plan for details on the alley paving. The alley
paving must be complete prior to issuance of a Certificate of Occupancy.
7. No part of the building will exceed 40' in height.
8. Proposed exterior lighting will consist of:
9. All signs will conform to the City of Fort Collins Sign Code.
10. All mechanical equipment will, be either enclosed within the buildings or
adequately screened with approved screening.
11. The building will comply with the minimum Colorado Energy Code
requirements.
12. Traffic impacts have been anal"yzed by the City Transportation Department.
Refer to the Traffic Impact Analysis, submitted with this proposal.
13. The driveway on the west side of the property will be permanently removed or
disabled so that no traffic or parking occurs on the west side of the property,
unless a 5' landscaped buffer strip can be accommodated.
14. A loading zone will be established along the west side of McKinley Street to
facilitate drop off and pick up of students.
15. Information on staggered arrival and departure times should be addressed (ie.
refer to your plan for carpooling, staggered times,... and explain how this will be
accomplished and enforced.)
16. Children attending Oakwood School will either be inside the building or in
supervised small groups when outside.
Spring Park. The use of park playgrounds by private schools puts a burden on the Parks
Department and can limit use by other citizens (who are very verbal in their
complaints). Please contact Leslie Bryson at Parks and Recreation (221-6367) to discuss
this issue.
Please include in the Planning Objectives how you will mitigate this impact on the
parks (donation of equipment, cleanup days, etc.?). In addition, include a note on the
plans explaining how recess and outdoor recreation time will be organized. How many
children will be outside or at the park at one time? How often will students use the
park and what kinds of activities will occur? Will students use the playground
equipment daily or will there be other organized activities which would use the large
passive recreation areas and fields at the park rather than the playground equipment?
What time of day would the park be used? Have you looked into other schools, day care
centers, etc. who use the park to coordinate timing? Please look into this and submit
this information in the revised Planning Objectives.
6. Staff was under the impression that this project was being submitted as an NCL-Site
Plan review, not as a PUD. There is no reason to review this as a PUD, as the land use
is allowed in the zone, subject to a NCL-Site Plan review. Please change the title to
Oakwood School NCL- Site Plan and add a large title to the top of the site plan.
7. Typically an NCL Site Plan review is conducted as a one time review for final approval.
Therefore, this is the time to have all documents in final form. If you need more time,
we can continue the project to the May 24th Planning and Zoning Board hearing.
8. Plans for paving the alley were not submitted to Planning. These should be submitted
as soon as possible if this project is to move forward.
9. Signature blocks are required on the site/landscape plans (see attached sample).
10. On the site plan of the building, label the lot size and the building square footage.
Please number the parking spaces.
11. Please label the alley and give width dimensions. Indicate existing surface material.
12. Label the surrounding land uses, ie, existing single family residences (to the north, east,
and south of the site plan), within 150' of the property (excluding public right-of-way).
Include existing fencing, trees and major features of landscaping. Show the Mountain
Ave median and houses and garages to the east and south.
13. The proposal needs to be clearly defined on the plan in the form of both notes and a
land use table. The following information should be added to the plan in the form of
a table:.

Dear Mr. Hill,
City Staff has reviewed your submittal for Oakwood School NCL Site Plan Review,
Preliminary and Final, and offers the following written comments:
This building will require a change of use certificate of occupancy to convert from an
assembly use to a school. All relevant building and fire code requirements will apply.
Please contact the Building Department at 221-6760 for detailed information.
2. You will need to coordinate any increase in electrical load or any increase in electrical
panel size with Light and Power. Please contact Bruce Vogel (221-6700) if you have
questions.
3. Transportation has requested a traffic impact analysis be prepared by a certified
transportation engineer (see attached list) and submitted before this project can move
ahead. The analysis does not have to be a full blown traffic study, but it does need to
look at trip generation to and from the site, distribution to existing roads, and how
these roads will operate.with the proposed use.
A certified transportation engineer has national figures and local traffic counts and
figures to project traffic and circulation patterns. They will also incorporate the
information you provided with the submittal. This is an important element in the City's
review of impacts on the surrounding neighborhood. Without this information, staff
can not accurately determined what the impacts will be and what mitigation measures
will be required.
If you have questions about the traffic analysis, please contact Rita Davis at 221-6608.
She is expecting your call and is willing to work with your transportation engineer to
spell out the scope of the analysis that the City requires for this project.
4. In the Planning Objectives narrative it states that children will either be inside
the ... building or ... outside for drop-off and pick-up. Is this only during drop off and
pick up? I assume that the outdoor play area will be utilized by the students at
sometime during the day and that the groups will be small and supervised as well.
Please clarify this in the narrative and with notes on the plan and resubmit Planning
Objectives, as I will be sending copies to the Planning and Zoning Board.
5. Parks and Recreation has a concern with the use of the park playground by private
schools. They have experienced some problems with Rivendell School located next to
