Box 580 Fort Collins, CO 80522-0580 Dear Mr. Waido: Thank you for the public hearing notification relative to the proposed annexation known as Fox Hill Annexation and Zoning, N36-93A, B. I attended a neighborhood information meeting regarding this annexation on December 1, 1993. At this meeting, I expressed three primary concerns that should be reviewed at your scheduled January 24, 1994 public hearing. Since I may not be able to attend the hearing, I would like to re -address these issues as a matter of public record: Safety 1. County Road 38E shall be widened to include left turn accesses into the proposed 35-acre 2-phase annexation. This is a safety issue that must be resolved to prevent accidents on the heavily traveled County Road 38E when considering the added volume of traffic that will be turning off County Road 38E.into the subdivision. 2. Incorporate 20 MPH speed limit signs along the access road. Environmental Pollution To minimize dust pollution, the N-S access road off County Road 38E along the west side of the proposed annexation shall be asphalted (paved) to both Phase I and Phase II development sites prior to starting any building construction. Water Drainage The area along the west side of the proposed annexation is currently a natural drainage for water runoff. When paving the access road off County Road 38E, an appropriately sized drainage culvert must be included in the road construction. The culvert should be located at the lowest elevation along the access road. During the December 1, 1993 neighborhood meeting, the developer expressed compliance with the above three issues. Sincerely, Harold E. Sutto 2735 West County Road 3.8E Adjacent (west) to proposed annexation
