Topic: Landscape Plans 7 RESPONSE: The future expansion area notes have been removed on all plans 05/29/2019: INFORMATION ONLY: At appears that the area shown as'future expansion' has been deleted for this submission therefore the building location is approved because it is fully sprinklered and only 45ft out of compliance for the 150ft access. >Future expansion is called out on the Landscape planset. Please note that any building planned for the west side will extend the out of compliance condition for access and will likely trigger other requirements. 04/19/2019: FOR APPROVAL: ACCESS >Access is required to within 150ft of all portions of the exterior perimeter of this building. This building is approximately 50ft out of compliance as shown on the provided site plan S1.0 and 125ft out of compliance when the future expansion area is included. RESPONSE: A note has been added to the security gates to include a commercial Knox Box 3200 per the specs received by email 05/29/2019: FOR APPROVAL: The provided site plan shows a card reader for the mechanical gate. Please note that PFA requires a Knox Key switch for emergency access as previously discussed. 04/23/2019: FOR INFORMATION: SECURITY GATES > IFC 503.6: The installation of security gates across a fire apparatus access road shall be approved by the fire chief. Where security gates are installed, they shall have an approved means of emergency operation. The security gates and the emergency operation shall be maintained operational at all times. > IFC D103.5: Gates securing fire apparatus access roads shall comply with all of the following criteria: 1. The minimum gate width for vehicle access shall be 20 feet. 2. Gates shall be of the swinging or sliding type. 3. Construction of gates shall be of materials that allow manual operation by one person. 4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective. 5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. Emergency opening devices shall be approved by the fire code official. Gates must have a Knox Gate Key Switch that fits the Knox Key system for Poudre Fire Authority. 6. Gate design and locking device specifications shall be submitted for approval by the fire code official prior to installation. 7. Electric gate operators, where provided, shall be listed in accordance with UL 325 and have a means of emergency, manual operation during power loss. 8. If not, at least the two southern pear trees in the parkway should be replaced with a suitable shade tree i.e. Kentucky coffeetree, Texas red oak, hackberry etc. Comment Number: 4 06/03/2019: FOR APPROVAL: The rolling security gate is shown extending into the sod area and approximately 5' from the Kentucky coffeetree. Kentucky coffeetrees are great a choice, but they can have a canopy spread of up to 50 feet. A tree species with narrow, upright habits (such as Japanese tree lilacs, gingko etc.) may be more suitable here, in order to ensure that the canopy doesn't require repeated pruning for clearance. RESPONSE: Acknowledged 04/19/2019: INFORMATION ONLY: 2018 IFC CODE ADOPTION - Poudre Fire Authority and the City of Fort Collins (Town of Timnath, Larimer County) are in the process of adopting the 2018 International Fire Code. However, for a total of 27 trees, there should be no more than 33 percentage of one species proposed. Please refer to the diversity standards below and reduce the number of blue spruce. Another conifer species can be incorporated here (ex: mugo pines). RESPONSE: Big Tuna Mugo has been added along the north property line to replace the blue spruce due to the WAPA requirement of trees being no taller than 10' in the transmission line easement 4/22/2019: FOR APPROVAL: List the percentage of each tree species used and check for compliance with the minimum species diversity standard LUC 3.2.1 D3. Please incorporate another ornamental species in addition to the Russian hawthorn. Alternately, on the south side of the property, conifer trees may be a better choice for screening instead of the hawthorns. RESPONSE: The new total tree quantity is 25 and the max percentage of any one species is now 24% due to the substitutions listed above. Additionally, The Russian Hawthorn along the north property line have been replaced with American Plum to meet the WAPA requirement of trees being no taller than 10' in the transmission line easement. This replacement helped address both the diversity issue and the transmission line requirements as well as provides an additional native species to the plant list. Comment Number: 3 6/3/2019: UPDATE - FOR APPROVAL: Thank you for switching the pear trees for hackberries. There is a sanitary sewer line approximately 7' north of the northernmost hackberry proposed (please see redlines). Forestry has been informed that it is preferable to have shade trees be at least 10' from sewer lines. Please shift this tree 3' south of its current location. In this case, it is possible to decrease the distance between the three trees by 1-2' and keep all proposed trees in the parkway. RESPONSE: The trees have been shifted to accommodate the 10' required spacing between trees and the sewer service line 4/22/2019: FOR APPROVAL: The parkway should include canopy shade trees. Currently, the water line is >8' to the east and the gas line is >6' to the west. It appears that the proposed sanitary sewer line may limit spacing for the northernmost tree. We are working with WAPA on license agreement for improvements inside their easement. They have no concerns with the transformer location; however, the City will also need a license agreement. There is no fee for this. Essentially formal and signed verification that ditch lateral is abandoned. RESPONSE: After discussions with City staff, it is believed to be a private irrigation lateral for the following reasons: 1.The ditch company no longer delivers water to this area 2.The current landowner has not seen it been used in the 20+ years he has owned the property 33he ditch is dismantled on either end and filled with debris 3 out with any questions or to review potential revisions, and I'd be happy to set up a meeting or conference call to do so.
