A neighborhood meeting was held on October 17, 2016, and the following concerns were raised by community members: ■ Bike and pedestrian safety and crossings along Vine Drive — additional sidewalks are planned on the south side of Vine creating improved connections to surrounding neighborhoods. The existing bike lanes on Vine Drive will remain. • Interest in a restaurant/patio overlooking the project — This is a nice idea, but public parks do not include commercial facilities. However, it is possible that future private development in surrounding areas could incorporate these types of uses. ■ Adequate Parking —people expressed concerns about the limited quantity of parking available in this area and worried that visitors may have to park on streets and in adjacent developments. The site plan incorporates adequate parking for whitewater pork's anticipated use, and a potential future parking lot is allowed for in the event that additional parking is necessitated in the future. ■ Flooding —the proposed development will not create a rise in the Base Flood Elevation. In fact, flood elevations will be improved in many areas within the project area and in surrounding areas. ■ Impacts on Wildlife — concerns were raised about impacts to wildlife along the Poudre River. The proposed development meets the intent Division 3.4 Environmental, Natural Area, Recreational and Cultural Resource Protection Standards. An Ecological Characterization Study was prepared for the site. The site and landscape plan details are based on the results and recommendations of this study including implementation of a landscape buffer along the creek, habitat enhancements, and native plant species. (ix) Name of the project as well as any previous name the project may have had during Conceptual Review. Project name used at Neighborhood Meeting and on current PDP application — Poudre River Whitewater Park Project name used during the Concept Review — Poudre River Downtown Park 10 Statement of Planning Objectives Poudre River Whitewater Park December 6, 2016 inclusion under this separate designation rather than inclusion in an adjoining neighborhood or other District designation. The Poudre River Whitewater Park meets this purpose by creating a publicly owned park that is: well connected to the community; provides access to nature; unique opportunities for recreation; and improved flood protection. The proposed use is compatible with surrounding uses, and incorporates a series of trails linking areas north of the river to Downtown. The purpose of the C-C-R zone district is stated as follows: C-C-R Zone District Purpose. The Community Commercial - Poudre River District (C-C-R) is for down to�rn fringe areas in the Cache la Poudre River corridor with both public street frontage and River frontage. This District provides locations for redevelopment or development of moderate intensity uses that are supportive of Downtown, subject to floodplain restrictions. Such redevelopment or development shall be compatible with the scenic, cultural, natural and historical context of the River and Downtown. A main purpose of the District is to foster a healthy and compatible relationship between the River, the Downtown and surrounding urban uses. Any significant redevelopment shall be designed as part of a master plan,for the applicable group of contiguous properties. The Poudre River Whitewater Park meets this purpose by preserving and enhancing portions of the floodplain as open space. (vi) The applicant shall submit as evidence of successful completion of the applicable criteria, the completed documents pursuant to these regulations for each proposed use. The Planning Director may require, or the applicant may choose to submit, evidence that is beyond what is required in that section. Any variance from the criteria shall be described. The submittal includes items required for Project Development Plan submittal as well as other items requested from the Planning staff. (vii) Narrative description of how conflicts between land uses or disturbances to wetlands, natural habitats and features and or wildlife are being avoided to the maximum extent feasible or are mitigated. There are no significant conflicts between land uses. However, fence improvements are planned to screen views of the Xcel Regulation Station, the Kundla property and the Upham property. See description to item ii above. Noise. All sources of noise will be attenuated by the planting of over 200 trees throughout the project. A diverse assemblage of native trees, fruit -bearing shrubs and herbaceous species including graminoids and showy forbs (e.g., milkweeds) will bring enhanced grassland and pollinator habitat opportunities to the site. Significant trees and existing wetlands. Existing significant native trees, wetlands, and other native vegetation will be preserved to the extent possible in order to protect old growth, character, and habitat. Design was influenced by currently significant trees; one example is the staircase on the south bank, which was diverted around a grove of willows. Similarly, pedestrian trails were designed to go around trees instead of removing the trees to accommodate trails. Last, the layout and size of the parking lot and the trail around it were designed to avoid removal of existing spruce, silver maple, chokecherry, and Rocky Mountain juniper, as well as the nearby existing wetlands. Mitigation for the necessary removal of certain individual trees will exceed city requirements. Coy Ditch BMP. The eastern portion of the former Coy Ditch will be modified to create a Low -Impact Development BMP. Re -grading will reduce the side slopes of the ditch, thus encouraging a wider variety of native vegetation and improving the passive treatment of waters that drain from Vine Drive and the parking lot. Use and density. Of the eleven (11) total acres across the project area, 1.5 acres will support higher than current activity levels. These higher activity levels will be at the parking lot and at the river between whitewater features. Recreational users including kayakers will be restricted to relatively small areas on - site. Kayakers and others accessing the river will have well-defined access areas that will protect riparian areas not intended for access. Trails are designed to protect existing trees, to minimize the potential for creation of social trails, and also to allow for a substantial riparian margin, i.e., they are not directly adjacent to the river. An exception to this is an ADA path on the north bank that allows direct access to the water. The trail near the Xcel regulator station will be very close to the station's fencing to restrict fragmentation and the overall area of disturbance, and all uses around the pond in the northern part of the project area will be passive. While the south bank of the Poudre does draw high concentrations of users, this is one of the few places along the river corridor where this opportunity exists. The park was designed with the intention of accommodating recreational opportunities along this south bank, consistent with the Poudre River Downtown Master Plan, with plantings of shrubs and trees intended to soften the effect and user impacts. Indeed, the current reach is characterized by a vertical wall, so a combination of hardscaping (trail, overlook, staircase) and strategic plantings will improve both the ecological function and aesthetic of this area. From the standpoint of river management between Shields and Mulberry, providing a concentrated area such as this as a community gathering place should reduce similar demands in other reaches throughout the downtown corridor. Quality of runoff water. The primary sources of stormwater through the site will be from Vine Drive and properties north of Vine Drive. All runoff will be treated with the following features. ■ A BMP feature called a SNOUT (http://www.bmpinc.com), a hooded outlet cover, will pre -treat storm runoff from Vine Drive and the parking lot in the northeast corner of the property by removing floating debris and pollutant -carrying sediment. An Ecological Characterization Study (ECS) is included with the PDP submittal. The following is an excerpt from the ECS. The Poudre River Whitewater Park project is designed to preserve and enhance the ecological character and function and wildlife use of its natural habitat and features, and to minimize and mitigate for development impacts by addressing the features below. Fish passage. Removal of the Coy Ditch diversion and existing concrete flume will improve fish habitat connectivity. While one objective of the project is to provide whitewater kayakingopportunities, an equivalent focus of the kayak course design is fish passage and how aquatic species may benefit from channel modification. Currently fish migration is restricted through this reach; channel modifications will allow fish to resume active migration. Aquatic habitat. Enhancement of aquatic habitat will be achieved by a system of pools, riffles, and runs within the Poudre River channel, and enhanced fish passage in the "north bay" (between the northernmost piers on the north bank) beneath College Avenue. Streambank protection. Increased native woody plantings along the river and retention of some large non-native crack willow will provide streambank protection and improve aquatic habitat (e.g., via moderation of ambient and water temperatures, and leaf litter input). In addition, designated visitor access points will minimize trampling and divert pedestrians from forested areas that may be used by wildlife. Riparian and upland habitat. The riparian zone within the currently overwide channel will be enhanced by terracing the riverbank and reducing the artificially wide channel to allow for more natural riparian habitat. Additionally, numerous non-native species will be removed from the riparian zone and replaced with native riparian trees. This focus on woody species will create an abundance of habitat opportunities for birds, insects, and small mammals in the form of forage, pollination, nesting, protection, and migration opportunities. Note that willow stakes and riparian seeding and plugs will complement the canopy plantings. The existing concrete walls located on the north bank will remain because they provide flood protection for adjacent properties and they are physically and functionally connected to the historic Coy Headgate. The existing concrete walls on the south bank will be removed and replaced. The new wall creates a raised terrace that provides a panoramic vista of the Poudre River and the new whitewater park. ■ This stretch of the river is envisioned as an area that will accommodate visitor use that is higher than adjoining reaches. Wildlife connectivity improvements will be provided along the river banks to the greatest extent possible, although fragmentation will likely remain. ■ Wildlife connectivity is currently provided beneath College Avenue by the bridge's northernmost span and will be enhanced by improving vegetation along the north bank. ■ Improving the backwater and poor fish habitat condition upstream of Coy Diversion Structure by reconfiguring/modifying/lowering the in -stream structures. ■ The river channel is designed to create riffles and pools similar to those present in the river upstream and downstream of this reach. ■ This area contains a significant amount of non-native vegetation. Over time, non-native vegetation will be replaced with native species. ■ Historically, the John G. Coy Ditch flowed through two small ponds in the Gustav Swanson Natural Area. However, water is no longer being diverted at the Coy Diversion, and as a result the amount of water passing through the ditch and the ponds has been greatly reduced. The west pond/wetland will be disturbed as little as possible, and the Coy Ditch and the east pond will be filled and these areas will be restored to blend with the surroundings. Recreation and Access Specific issues and potential opportunities associated with recreation and access include the following: ■ Approximately 9 feet of fall exists within the channel between College Avenue and the Burlington Northern Santa Fe Railroad Bridge making it a very suitable location for a whitewater play park. The master plan includes two whitewater wave features, each having 1.5 to 2 feet of fall. ■ Potential interpretive/educational topics for this section of the river include: historic power generation techniques, geothermal, coal, demonstration water wheel, in -stream flow measurements, Coy ditch, irrigation, the grotto, old water works facility (Gustav Swanson), etc. The City and the design team are currently working with the Poudre Heritage Alliance to develop ideas for the interpretive features. ■ The proposed site plan accommodates a future trail connection to Gustav Swanson Natural Area under the north side of BNSF Railroad Bridge. However, this trail will not be constructed as part of this project. 3 Statement of Planning Objectives Poudre River Whitewater Park December 6, 2016 features will be designed to allow fish passage creating aquatic connectivity that hasn't existed in this reach of the river since the Coy Diversion was constructed. Additional space on the river banks, created by narrowing the river channel, will incorporate: a river overlook; terraced seating areas on the south river bank; ADA river access; put-in/take-out areas, habitat enhancements; and a pedestrian bridge over the river. Flood Mitigation and Bank Stabilization Specific issues and potential opportunities associated with flood mitigation and bank stabilization include the following: Currently, 100-year flows overtop College Avenue. Removal of the Coy Ditch Diversion structure and the boat chute, while lowering the channel bed through this reach, would eliminate overtopping of College Avenue during the 100-year flood (provided adequate real-time maintenance is provided at the UPRR Bridge upstream of College Avenue). Currently, 100-year flows spill east along Vine Drive, requiring the definition of a regulatory split flow path from Linden Street to Dry Creek, near Lemay Avenue. It appears that by removing the Coy Diversion and the boat chute, as well as implementing a combination of additional improvements (which include opening up the north overbank under the BNSFRR Bridge and reducing the floodplain constriction at Linden) it would be possible to eliminate the 100-year flow split along Vine Drive or reduce the split to nuisance/non-regulatory flood levels. ■ Bank stabilization and improvements include revegetation portions of both banks along with either rock riprap toe protection or, where banks are near vertical, stacked boulder toe protection. Habitat/Ecological Restoration and Protection Specific issues and potential opportunities associated with habitat/ecological restoration and protection include the following: ■ The Coy Diversion structure and boat chute significantly impact fish passage and create a large upstream pool within the river. In addition, these structures are unattractive and visually dominant features in the landscape. Fish passage and aquatic habitat improvements will be integrated into the recreational improvements when both the Coy Diversion and boat chute are removed. 2 'Statement of Planning Objectives Poudre River Whitewater Park December 6, 2016 Project Overview This proposed Poudre River Whitewater Park project embodies the character and vision of City Plan, the Downtown River Master Plan, as well as the P-O-L Zone district. This project also adds to the vibrancy and character envisioned in the C-C-R Zone district. The proposed Poudre River Whitewater Park is located east of College Avenue and north of Downtown Fort Collins, and is surrounded by considerable urban development. Consequently, the river and its floodplain are highly altered and influenced by structures including bridges, two railroads, concrete flood walls, a diversion structure and adjacent private development. Channelization of the river is extreme between College and the BNSF Railroad Bridge. Likewise, limited riparian forest habitat and a minimal corridor for wildlife movement reflect the most acute confinement on the river's 12-mile journey through Fort Collins. The Poudre River Downtown Master Plan (October 2014) envisions a major remodel of this river reach, creating an active and vibrant setting where people are encouraged to engage with and play in the river in an urban setting. The transformation will begin by removing the existing Coy Ditch diversion structure and boulder -lined "boat chute". After removing these structures, the river channel will be narrowed to a more natural, sustainable width and deepened by implementing a variety of terraces to improve natural river function, increase flood capacity, to provide additional space for bank improvements and riparian habitat. The improved channel will be stabilized by constructing four in -stream sloping rock features, two of which incorporate whitewater wave features and "holes". This expansion was not included in the traffic memo completed for the project and the additional 30 spaces were not factored into the analysis. Since then, Traffic Operations has taken a new look at the original study and re -ran the numbers to see if any of the conclusions of the study would change with a potential total of 65 spaces versus 35 spaces. The conclusions do NOT change. The buildout of 65 spaces does not trigger APF at Vine/Lemay, and does not trigger a warrant for further review or variance for an EB right turn lane. The roadway edge improvements as currently shown on the plans (Vine Drive curb, gutter, sidewalk, parking, and center turn lane) are adequate whether the lot is 35 spaces or 65 spaces. Additionally, the assumptions in the original study are very conservative (lot 100% full, and turnover of ALL spaces every hour), and the peak hour of the lot does not overlap with peak hour of roadway. Therefore, we're comfortable with the project going to hearing with the recommendation of approval for up to 65 parking spaces. Regarding future construction, the expanded parking lot is considered a component of the P.D.P. and the Final Plan and, therefore, will not require a Minor Amendment should the need arise to merit its construction. Neighborhood Meeting: A neighborhood information meeting was held on October 17, 2016. Since it was an open house format, the comment cards are attached. Findings of Fact/Conclusion: In evaluating Poudre River Whitewater Park P.D.P., Staff makes the following findings of fact: A. The P.D.P. complies with the overall vision of City Plan and the Downtown River Master Plan. B. The P.D.P. complies with both the P-O-L, Public Open Lands and C-C-R, Community Commercial — Poudre River zone districts per Article Four. C. The P.D.P. complies with the applicable General Development Standards per Article Three. RECOMMENDATION: Staff recommends the Planning and Zoning Board approve the Poudre River Whitewater Park #PDP160039. Item # 2 Page 8 Agenda Item 2 The Ecological Study indicates that of the proposed 11 acres, only 1.5 acres will experience higher than current activity levels. Notable findings of the E.C.S. include: • Improvements: In general, some environmental aspects will be improved over existing conditions while in other areas, impacts will be mitigated. For example, by removing the concrete diversion and boat chute, both the fish passage and the aquatic habitat will be improved. In addition, the artificially wide river channel will be reduced by the terracing along the south bank so instead of a large pool, the river will flow more naturally. Designated visitor access points will discourage trampling plants and social trails. Mitigation: As noted, the project includes a Tree Mitigation Plan approved by the City Forester. The remnants of the Coy Ditch will be re -graded to reduce the side slopes thus encouraging a wider variety of native vegetation and improving the passive treatment of stormwater from Vine Drive and the parking lots. Other stormwater best management practices that are required of new development on a city-wide basis will be retrofitted into the existing conveyance and detention systems. Wetlands: The existing wetlands south of the Quonset Hut will be preserved and continue to receive stormwater runoff and acting as a water quality feature. J. Section 3.4.7 — Historic and Cultural Resources: On February 15, 2017, the Landmark Preservation Commission voted 6 — 0 to recommend approval based on the finding that the P.D.P. is compatible with the character of the project's area of adjacency. The L.P.C. letter is attached. K. Section 3.4.8 — Parks and Trails: As noted, the development of the Poudre River Whitewater Park complies with the vision of City Plan and the Downtown River Master Plan. L. Section 3.6.4 — Transportation Level of Service Requirements: A Transportation Memorandum was submitted with this P.D.P. and is attached. The Memorandum concludes: • The weekday trip generation is expected to be random, sporadic and modest. • The weekend trip generation will be highest during high water flows associated with the Spring runoff which is expected to be from mid -May through July/August. • An individual kayak activity during Spring runoff is anticipated to last an average of one hour. With 35 parking spaces, assuming that turnover would occur hourly, the highest possible peak hour trip generation is 35 ingress and 35 egress vehicles. • Based on a trip generation relationship using parking spaces as the variable for another recreational land use, it is likely that the actual peak hour trip generation rate would be no more than 0.4 trip ends per parking space. • Using this variable would result in 14 trip ends per hour. Item # 2 Page 7 Agenda Item 2 F. Section 3.2.2(C), (K) and (J) — Bicycle and Vehicle / Handicap Parking: There are no metrics for bicycle and vehicle parking for community parks. Rather, the number of spaces is estimated based on past practice and anticipated usage. There will be eight bike spaces on the north bank and 11 on the south bank. Phase One parking includes 35 spaces and three loading zone spaces. Phase Two includes 27 spaces and would be constructed on an as -needed basis subject to available funding. Both phases each include two handicap parking spaces. G. Section 3.2.4 — Lighting: On the north bank, specific parking lot lighting is provided at the level typically associated with parks. Also, lighting is provided for the north -south bike/ped path that connects to the new bridge over the river as well on the bridge itself. On the south bank, lighting is provided in the picnic area and along the Poudre River Trail. In general, illumination has been kept to those areas where there is expected to be a higher level of activity. In areas of less activity, illumination has been reduced to protect the natural character of the area. All fixtures will be fully shielded and down -directional. Since LED will be the light source, Kelvin temperatures will not exceed 3,000 degrees to reduce harsh glare. H. Section 3.3 — Engineering Standards: A portion of the site is in the Poudre River Floodway. Consequently, a Floodplain Use Permit showing no rise in the base flood elevation will be required from the City's Floodplain Administrator and the following will be required as the project moves forward: • The proposed improvements in the Poudre River floodway and flood fringe must go through a CLOMR/LOMR process to analyze impacts to the regulatory floodplain and floodway. The CLOMR must be fully approved by both the City and FEMA prior to construction. • The bathroom structure is proposed to be located outside of the 100-year floodplain after the site and channel work is complete and the LOMR to revise the floodplain boundary has been approved by the City and FEMA. A building permit for the bathroom structure cannot be issued until after the LOMR is fully approved and the floodplain boundary is modified; otherwise, the structure must be designed to meet the floodplain requirements based on the current effective floodplain. I. Section 3.4.1 —Natural Habitats and Features: An Ecological Characterization Study was submitted for this P.D.P. This Study included an analysis of the following: • Fish passage; • Aquatic habitat; • Streambank protection; • Riparian and upland habitat; • Significant trees • Wetland protection; • Coy Ditch — best management practice; • Use and density; • Quality of stormwater runoff; and O • Noise. Item # 2 Page 6 Agenda Item 2 development on the north bank consists primarily of a new parking lot, concrete paths, changing room and handicap accessibility improvements. New development on the south bank consists of natural stone terracing, pergola and picnic facilities. A. Section 3.2.1 — Landscaping. The P.D.P. provides for an extensive amount of new landscaping along both banks to replace invasive species and general degradation due to neglect. The main point of emphasis is to re-establish a more natural character that is normally associated with a river riparian zone. Plants are drought -tolerant and the planting scheme is deliberately informal. B. Section 3.2.1(E)(4) —Parking Lot Perimeter Landscaping: In keeping with the naturalistic theme, the landscaping around the parking lot is arranged informally. Between the parking lot and E. Vine Drive, existing trees will be preserved and new shrub beds will be installed. C. Section 3.2.1(E)(5) —Parking Lot Interior Landscaping: The parking lot consists of 35 spaces, a turn -around and three spaces for unloading and loading kayaks. There are no more than 15 consecutive spaces without a landscape island. The amount of landscaping for parking lots with less than 100 spaces exceeds the required 6%. D. Section 3.2.1(F) —Tree Mitigation: On the north bank, the design of the parking lot and concrete walkways are designed to account for existing trees and wetland. On the south bank, the design of the stone terrace avoids an existing grove of Willow trees. The site has been inspected by the City Forester and the existing vegetation is divided into two categories: individual trees and groves of trees. Existing vegetation has been.evaluated and trees that are healthy, or provide good habitat value, will be preserved to the maximum extent feasible. Trees that are in poor condition, or do not provide habitat value, will be removed. Mitigation trees are provided in accordance with the standard in terms of quantity or up -sizing. Finally, the focus of the Mitigation Plan is on establishing a new under -story of small trees and large shrubs to promote upland and riparian habitats. Currently, there is no shortage of large trees but under -story vegetation is sorely lacking and the natural habitat would benefit significantly from the re-establishment of these types of plants. E. Section 3.2.2 — Access, Circulation and Parking: The new parking lot, both Phase One and Phase Two, are as close to Vine Drive as possible to avoid impacting the existing natural features. As noted, a new bike/pedestrian path will link E. Vine Drive to a new bridge over the river to the existing Poudre River Trail on the south bank and Heritage Park, Aztlan Center and the skateboard facility. This spur to the Poudre River Trail intersects Vine Drive near the tee intersection with Jerome Drive offering a direct connection to Old Town North neighborhood and future residential development planned for north of Suniga Road. In addition, the walking paths connect to the public sidewalk along N. College Avenue on the west and loop back to the parking lot on the east. This path allows for handicap access along the river. College Avenue and Legacy Park The area has historically been relatively undeveloped with uses being limited to irrigation ponds and infrastructure and the Xcel Gas Pressure Regulating Station. Existing development includes various commercial and industrial activities located along the south side of E. Vine Drive all of which were developed decades ago under prior law. 2. City Projects — Article Two — Section 2.17: This section requires a City Project to be reviewed by the Planning and Zoning Board. The process requirement is as follows: "Development project for which the City is the applicant shall be processed in the manner described in this Land Use Code, as applicable, but shall be subject to review by the Planning and Zoning Board in all instances, despite the fact that certain uses would otherwise have been subject to administrative review." 3. Section 4.13, P-O-L Zone District Parks and recreational open lands, (except Neighborhood Parks), are permitted in the P-O-L subject to Administrative Review. As a result, the project team conducted extensive outreach with City staff and adjacent property owners during the initial phases of the preliminary design to identify the typical road cross section that would be utilized for this project. The proposed cross section that was agreed upon with input from the Engineering and Transportation Departments is a hybrid of the standard arterial and collector street sections and includes the following: • Travel lanes : a 3-lane section with 11 ft through/turn lanes • Bike lanes : 8 ft wide bike lanes (5 ft bike lane with 3 ft buffer) • Parking lane: 8 ft parallel parking lanes • Parkway: 8 ft parkway • Sidewalk: 6 ft detached walk The proposed typical cross section for Vine Drive along the project's frontage is identified on the attached figure, which was presented at the project's neighborhood meeting in October as required by the PDP process. Since this cross section does not meet current standards, this variance request is being submitted for the attached cross section to be adopted for the portion of Vine Drive between College Avenue and approximately 240-feet east of Jerome Street, where the street improvements associated with the Inverness/Innosphere development terminated. Furthermore, as shown on the attached figure, the project is requesting a variance for the meandering of the sidewalk along the eastern and western portions of the project site. The meandering of the sidewalk is being proposed to reduce the impact to, and potential removal of, existing trees along this frontage. The project looks terrific! Our standards require that any project that takes a new access off of an arterial to provide a traffic review. So I think we'll need to include something, but we can likely minimize the effort. In looking at the concept drawing, is the access to the parking lot directly across from the existing Innosphere access? If so, that is good, because there is a two-way left turn lane in that area, which would have been a question since Vine is technically an arterial. �My recommendation is that you ask Matt to provide just a memo that outlines what you're doing, how many trips it will generate (he'll have to assume an occupancy and turnover for the spaces) by day and peak hour, and then detail that a left turn lane exists, and the volumes don't warrant a right turn lane. The site is east of College Avenue and south of Vine Drive. The scope of this TIS is outlined in an email in the Appendix. The site plan is provided in Figure 1. The PRWP will consist of various on -site improvements and river features on this parcel. The site is approximately 11 acres. The primary active use at this park will be kayaking in the river feature. Other than the kayaking active use, this park is considered to be an urban open space. The other uses within the park will be relatively passive. The park is just north of the Fort Collins Central Business District. There is an expectation that the PRWP would attract workers and visitors already in the downtown. It is likely that a significant number of these park visitors would be pedestrians. The Poudre Trail is on the south side of the Cache la Poudre River, passing through the PRWP. There will be sidewalks/paths within the park and a pedestrian connection to the Poudre Trail, including a pedestrian bridge across the river. There are bicycle lanes on College Avenue and Vine Drive. A parking lot (35 spaces) is proposed with access on Vine Drive across from the west driveway to the Rocky Mountain Innosphere building. The curb -cut to the proposed park parking lot currently exists. The access to the parking lot is in a location on Vine Drive where there is a continuous two-way left -turn lane (CTWLTL) between the two driveways that serve the Rocky Mountain Innosphere building. Recent (5/4/16) peak hour traffic at the Vine/Jerome intersection is shown in Figure 2. Vine Drive is classified as a Two Lane Arterial Street in this area. The trip generation for this type of land use was estimated based upon discussions with the project team. The weekday use of the PRWP will be random/sporadic and modest. It is likely that weekends would be busier. One of the primary activities is kayaking in the river feature. This would occur during the higher water times (May through July/August). Due to the equipment necessary for this activity, it is likely that the parking lot would be used by the kayakers. An individual kayak activity would last an average of one hour. Assuming that the parking lot would turn -over hourly, the highest possible peak hour trip generation would be 35 ingress and 35 egress vehicles related to the parking lot. This is not likely to occur every day or every hour daylight hour the day. However, it does present the highest motor vehicle activity at the parking lot. Based upon a trip generation relationship using parking spaces as the variable for another recreational land use, it is likely that the actual peak hour trip generation rate would be no more than 0.4 trip ends per parking space.
