Waterglen Coordinatioi. --eting September 22, 1994 Page 4 CITY OF FORT COLLINS STAFF COMMENTS: Stormwater Utility: • Love's need to show swale cross sections within the property and at the berm along I- 25. • Glen wanted to know how the buildings in the commercial area were going to be flood protected. He had concerns about the velocities'and the volume of water from Box Elder coming onto the site at the southeast corner of the property. • Love's have an option of elevating these properties 18" above 100-year flood depths or running a floodway model. • The buildings in the southeast comer need to be shown in the HEC-2 model. • Provide for erosion protection for the pond embankment in the southeast comer where Box Elder flows turn west. • Riprap inlets and outlets to ponds to protect overflows from ponds. • Glen requested that a SWMM model be prepared using the City's modified version of the model. Glen also stated that he could not "make" the developer prepare.a SWMM model as the size of the development is below that required (200 acres) for the preparation of this model. • The project will require a 402 Dewatering Permit from the State Health Department. Roadway Design: • Pans need to be 20' wide where crossing perpendicular to traffic flow. • City needs to review soils report prepared by Empire and previously submitted to City in order to comment on pavement section design requirements. • Love's asked what the design requirements were for East Vine Drive. Mike Herzig was not sure and said that he would have Matt Baker contact Gene Morris. If Matt doesn't call Love's are to call Matt at 303-221-6605. • Love's need to know what the requirements are for construction of the box culvert under East Vine Drive at Cooper Slough. Matt is also to answer that question. SUBMITTAL DOCUMENTS: Mike Herzig said that Love's are to submit eight (8) sets of plans to the City as well as a set of plans to Box Elder and ELCO for review on October 5, 1994. Storrrwater Utility stated Love's needed to provide them with one copy on October 5 and once Stormwater approved the drainage, we needed to submit at least three copies (one for Stormwater, one for Planning and one for Love's - if the developer required a signed final copy we would need to submit a fourth set). Waterglen Coordinatio eeting September 22, 1994 Page 3 Each property's sewer stub will need to have a metal farm stake or some other means of marking its location so that the district can locate it later. Dean stated that Box Elder had just completed an I&I study and could provide us with information regarding the fluctuation of the groundwater which is seasonal. He strongly recommended that if we could install any utilities this winter, we should as the groundwater is at its lowest at that time. After approximately May 1 Ith the groundwater becomes unmanageable. There was heavy groundwater inflow into their system in August of this year but this did not occur last August. East Larimer County Water District - Water Utility: • ELCO advised that their Board had recently met and determined that they will no longer, accept a Master Metered System at Waterglen. Each unit will need to be individually metered. This will eliminate the need for duplicate line system and simplify the design. • Once the service has been stubbed via a curb stop to P inside the front easement of the property, ELCO will set the meter and meter pits for each service. The developer's contractor will then bring the service to the house. • ELCO asked whether the units will be owned individually and metered individually. Eldon advised that the units will be individually metered and will in most cases be individually owned, however, there maybe some units that are rentals. • ELCO stated that each unit is to be metered separately but could have two separate lines in one trench and then split off. • Typically, the services will be provided 5' from the side lot line and 5' into the property. • Love's will need to prepare a utility overlay which shows the location of all utilities (i.e. water, sanitary sewer, storm sewer, gas, electric, telephone and cable) in order to determine that no utility conflicts exist. • NEED GOOD RECORD DRAWINGS. • Water and sewer utility companies requested that T-posts or markers be set at service cap locations. • No meters are to be set in driveways - the present meter pit design cannot stand the loadings. ELCO may look into a different meter pit, if necessary. • The 20" transmission line (DIP) should have a minimum of 4' of cover (generally standard should be 4.5'). The ground is very hot on this site and thus requires the transmission line to be ductile iron. Alternate materials will be investigated prior to specification being issued. • The design drawings should profile the 20" water transmission line. • Valves should be placed at each intersection and for isolation. • Love's are to prepare a preliminary utility layout for submittal to the District for review, comment and concurrence. • Love's need to send copies of the utility plans to both ELCO and Box Elder for review as soon as possible. • ELCO enforces the current existing plumbing code. • ELCO stated that their experience is that there is a tremendous amount of groundwater in this area of Fort Collins and it would be prudent to install, at a minimum, the 20" transmission line this fall or early winter when the groundwater was at its lowest time if at all possible. • Love's asked ELCO if a 6" line in a cul-de-sac could deadend with a fire hydrant on the end and ELCO said "yes". 6 Waterglen Coordinatioi. eeting September 22, 1994 Page 2 Gas meters are to be installed opposite the garage side of each building (generally). It was stated that they thought the high pressure gas transmission line that traverses the property east to west carried 900 psi. Any utilities located in the vicinity of the gas line, running perpendicular to the gas line would need to go under the gas line - no utilities would be allowed on top of the transmission line. The high pressure gas line needs to be pot holed. Eldon stated that Mike Blank was investigating this presently. Telephone & Cable Service: • Send copies of Utility Master Plan to U.S. West • Service will be located in 6' rear lot easements or in 6' open space area behind lots. • Lots are to be individually owned, however, some lots may be rentals • Trench and backfill are to be provided by the developer. Trench should be minimum of 24" deep and 4" wide for telephone service. • If Cooper Slough wetlands need to be crossed by phone utility, it will be the responsibility of the developer to obtain amendment to 404 Permit. • Cable TV sometimes shares trench with telephone or electric. • The cable company will provide sleeves to developer's contractor to be installed in all street crossing where needed. • Blue Stakes scheduling will be done for developer by Mike Blank: If any other utility has facilities on the property please advise, otherwise we will assume that there are no other facilities. • US West asked when construction was planned and what kind of phasing would occur. Eldon said that the project would start in the commercial area and develop counter clockwise. Hopefully, construction would begin in March, 1995. However, if at all possible some of the major utilities may go in this fall and winter to take advantage of the lower water table on the site. • US West said that they would provide us with a copy of their standard development agreement in order for us to know what the developer's responsibilities will be for servicing the development. US West wanted the developer to know that he will have to pre -pay for the phone service. Box Elder Sanitation District - Sanitary Sewer Service Dean Smith advised that the sanitary sewer lines will need to have a tracer wire installed in the trenches along with the lines in order for the District to be able to locate the lines at a later date. The District will provide the trace wires to the developer's contractor. • It is very critical to design the system so as not to allow infiltration as infiltration is a major problem for the present system. Infiltration is a BIG CONCERN. • Love's need to provide the District with flow rate calculations. • Dean stated that Box Elder may be interested in up -sizing some lines running east -west through the property to provide services east of 1-25. The cost of up -sizing the lines would be borne by the District. Love's stated that up -sizing through the property could be a problem and crossing of the wetlands could be an issue. • Once the system has been completed the developer's contractor may need to air test the lines. • Dean said that the District would work with the developer should variances occur that need resolution. • Each lot will need to have an individual sewer stub. .r t Associates, Inc. w a e r r e s o u r a a a o n s u I t a n t s 2995 Cantergreen Court South.
