Please use this letter in lieu of my presence. I will be out of town on October 24, 1994. Our mission at the Fort Collins Housing Authority is to attend to housing opportunities for low and very low income families, senior citizens and physically and mentally challenged persons. Our programs are, for the most part, geared to providing assisted rental opportunities with federal, state and local grant funding and conventional bank financing. Currently, any new funding allocations from the U.S. Department of Housing and Urban Development focus on Family Self -Sufficiency strategies. Our mission now includes a holistic approach. We assess required education and vocational needs and fill-in gaps necessary to enhance skills in order for them to evolve from dependency on public programs to independence and self-sufficiency. Many of our Fort Collins Housing Authority assisted families have reached the upper end of rent contribution levels. Yet the transition from rent payments to homeownership mortgage payments in Fort Collins is stymied because of stark economic reality. There is a huge gap between rent payments and the possibility of home purchase mortgage payments. Our local conventional lenders have created- minimum down payment mortgage products specifically targeted for eligible income borrowers at 80% of median. If we use $44,200 as median income for a family of four, a family with a $35,360 annua; income (80% of median), cannot hope to access a below $100,000 homeownership opportunity. The Waterglen's proposed development offers responsible working families an opportunity to opt for home equity through home ownership. The benefit to the rental market is such that rental unit occupiers could move up to home ownership and then free up rental units for individuals and families who require subsidized and non -subsidized units. My support and endorsement is for the Waterglen's development concept, as
