Dear Mr. Olt,
I wanted to make contact with you on the matter of the upcoming meeting concerning the
purposed project of Fire Station #12 (Falcon Ridge PUD, lots 15-17).1 am opposed to this station
as it is very close to the house in which I live. My husband and I did not oppose the building of
the approximately 60 houses to the new project directly east of us, because we understand that
development is a part of life in Ft. Collins. With the development, I have withstood noisy rounds
of the carryall removing dirt and leveling. I have had my house shook by blasts, heard pounding
of jackhammers into sandstone and generally had the peace and quiet I have known for 18 years
disturbed. I realized that this noise would not go on forever, so I have tolerated it. But a new fire
station would be an ongoing noise that I do not wish to have in my life. I know there are many
concerns to this issue, but my concern is awakening to the blasts of horns and sirens in the middle
to the night. I have had experience with this problem, because we at one time lived on the corner
of Shields St. and LaPorte Ave., and had horn blasts at our bedroom window. We built on Carl's
parent's property away from the traffic and siren noise. I don't know if I can convey to you how
much I enjoy the peace and quiet I now have. Sure I do get some traffic and siren noise now but it
is muted by the distance we are from the highway. You may call this a selfish view, but I have
lived here longer than the developer has owned the property next to us, and I feel that my way of
life is being dismantled because of any monetary gains he hopes to achieve.

Question: I would imagine that most neighborhoods would embrace having a fire
house close by. Are there any negative issues associated with this?
Answer: We still get complaints about stopping traffic with our lights. When we
run, we run with red lights and sirens (the truck is a 64,000 lbs.
vehicle) and complaints do come. At controlled intersections we run
with lights only and at this station we'd run with lights only at night. We
have done a lighting study for the site.
Question: So you're saying that most of the time the trucks would probably not
have sirens on?
Answer: At night, yes, that is true. During the day when the kids are out playing
and are likely to not be aware of just the running lights we would run
the sirens.
Question: You said that average about 600 calls a year in this part of Fort
Collins?
Answer: Yes, that is correct.
Comment: I'm excited! I'm glad it's going in.
12. Question: Are there City/County agreements? Across Country Club Road from
this site it is in the County.
Answer: The PFA is an intergovernmental agency (serving both the City of Fort
Collins and Larimer County) that covers an area of about 230 square
miles. This would create a dramatic improvement in the service
volume.
13. Question: How far north do you go?
Answer: We respond all the way to the Wyoming border. Both Waverly and
Wellington have small fire stations. If something bad happens it can
take a long to respond now, under the present circumstances.

Comment: I'm concerned about the traffic issue. This site and the access points
are pretty close to Colorado Highway 1.
Response: There will be an advance warning signal at Colorado Highway 1 that
the PFA will control. Also, there may be one at the top of the hill on
country Club Road, east of the fire station. The PFA has done a sight
line study for this site.
Question: How many feet is it from Colorado Highway 1 to the main driveway?
Answer: The distance is about 200 feet.
Question: The lights you are proposing for the access to Country Club Road. Do
other stations have that kind of light control?
Answer: The Harmony station has a solar powered light. All stations, except
station 4, have some kind of light. Also, a strobe light on the truck will
make a stoplight turn green for us.
Question: I'm concerned about your storm drainage. Where will you put it?
Answer: There is a large detention area at the west side of the site that is
approved. We have an adequate amount of storage in the detention
pond.
Question: Do you gave a target date yet for construction?
Answer: We are shooting for the Fall of 1998 to open this facility. It will take
about 10 months to build. This will take some time to process the
development request, as well. Also, we will need 9 new fire fighters
and equipment for this fire station.
Question: You said the firemen will respond to medical calls. Will you have
paramedics there too?
Answer: No, the fireman's role is to stabilize only until paramedics and an
ambulance arrive at the scene,

Gene Chantler of the Poudre Fire Authority (PFA) gave a brief presentation about the site
and the need for a fire station in this location to the residents in attendance. He indicated
that they have needed a "north station" for some time to be able to provide the desired 6
minute response time. After investigating and evaluating numerous potential locations they
have decided that this is the ideal one because it is centrally located to North College
Avenue, Country Club Road, Douglas Road, and the Linden Lake area. The identified need
for this station is based on the fact that 25% of the significant fires and emergency calls are
in the northeast area of Fort Collins. This is out of the entire PFA district. The PFA is now
about 97% done with the negotiations for the purchase of the property.
1. Question: Is there just one access onto Country Club Road for this facility? Is
there one for cars also?
Answer: There will be an access for cars onto Country Club Road that is
separate from the fire truck access.

neighborhood meeting indicated that there were no major concerns for this project and found good

Preliminary/Final P.U.D.
Fire Station #12 is to be located within three lots of the Falcon Ridge P.U.D. located on the corner
of Country Club Road and Colorado Highway No. 1. The building is an approximately 9,560 square
foot, one (1) story with a garden level brick and stucco facility located on approximately 1.09 acres.
In 1995 a strategic plan was developed by P.F.A. to analyze growth for future facilities, particularly
to the south of Fort Collins. In doing this analysis, P.F.A. discovered a significant area to the north
of Hickory Street between College and Lemay Avenues was beyond the department's policy and
capability to meet a targeted response time of six minutes. In addition, 24% of the structure fires
experiencing a loss of $5,000 or more were within these boundaries. It was felt that immediate
action was needed to remedy this deficiency and at the April, 1995 P.F.A. Board of Directors
Meeting, the Board directed P.F.A. staff to pursue the purchase of a site to the north as the location
of the next fire station. The site at Highway 1 and Country Club Road was selected as an ideal
location based upon a computer analysis of response times. It is anticipated that Fire Station #12
will respond to over 600 emergencies in it's first year of operation, slated for completion in the fall
of 1998.
The design calls for two access points from Country Club Road; one access for the fire trucks and
emergency vehicles, and one access for staff off -site parking. It is important that these accesses be
separate so conflicts between vehicles does not arise during an emergency call. Warning signals will
be located at the appropriate locations warning ongoing vehicular traffic on Country Club Road
(Please see traffic study). Studies were performed analyzing site lines from the crest of Country Club
Road which indicated that the fire trucks would be visible.

If this condition is not met within the time established herein (or as extended,
as applicable), then the final approval of this planned unit development shall
become null and void and of no effect. The date of final approval for this
planned unit development shall be deemed to be the date that the condition
is met, for purposes of determining the vesting of rights. For purposes of
calculating the running of time for the filing of an appeal pursuant to Chapter
2, Article ll, Division 3, of the City Code, the "final decision" of the Board shall
be deemed to have been made at the time of this conditional approval;
however, in the event that a dispute is presented to the Board for resolution
regarding provisions to be included in the development agreement, the
running of time for the filing of an appeal of such "final decision" shall be
counted from the date of the Board's decision resolving such dispute.

FINDINGS OF FACT/CONCLUSIONS:
In evaluating the request for the Fire Station No. 12 PUD, Preliminary & Final, staff makes
the following findings of fact:
It meets the All Development Criteria in the LDGS.
The project location is included in the Residential Neighborhood Sign District.
All aspects of proposed signage will be regulated by that section of the Fort
Collins Sign Code that is administered by the Zoning Department.
RECOMMENDATION:
Staff recommends approval of the Fire Station No. 12 PUD, Preliminary & Final - #2-94H
(being Lots 15, 16, & 17 of the Falcon Ridge PUD), with the following condition:
1. The Planning and Zoning Board approves this planned unit development final
plan upon the condition that the development agreement, final utility plans,
and final PUD plans for the planned unit development be negotiated between
the developer and City staff and executed by the developer prior to the
second monthly meeting (January 27, 1997) of the Planning and Zoning Board
following the meeting at which this planned unit development final plan was
conditionally approved; or, if not so executed, that the developer or the City
staff, at said subsequent monthly meeting, apply to the Board for an
extension of time. The Board shall not grant any such extension of time
unless it shall first find that there exists with respect to said planned unit
development final plan certain specific unique and extraordinary
circumstances which require the granting of the extension in order to prevent
exceptional and unique hardship upon the owner or developer of such
property and provided that such extension can be granted without substantial
detriment to the public good.
If the staff and the developer disagree over the provisions to be included in
the development agreement, the developer may present such dispute to the
Board for resolution. The Board may table any such decision, until both the
staff and the developer have had reasonable time to present sufficient
information to the Board to enable it to make its decision. (If the Board elects
to table the decision, it shall also, as necessary, extend the term of this
condition until the date such decision is made.)

but during the day it is necessary to run with both sirens and lights for visibility
reasons. Children out playing during the day will probably not be aware of the lights
on the trucks but will be aware of the noise from the sirens.
A copy of the minutes from the neighborhood meeting are attached to this staff report.
5. Transportation:
This facility will have two access points from Country Club Road:
Fire truck and emergency vehicle entry approximately 250' east of the intersection
of Country Club Road and Colorado Highway 1 (Terry Lake Road).
Automobile and passenger vehicle entry approximately 125' east of the intersection
of Country Club Road and Colorado Highway 1 (Terry Lake Road).
There will not be vehicular access from the fire station into the Falcon Ridge PUD, to the
south, or direct vehicular access to the site from Colorado Highway 1, to the west.
The City Transportation Department believes that this facility can operate adequately and
safely in the existing street network. An advance warning sign, with yellow flashers, will be
placed at the intersection of Colorado Highway 1 and Country Club Road to warn
northbound and southbound traffic on the highway as they approach the intersection.
There may be a second advance warning sign on the westbound lane of Country Club
Road, east of the fire station, if it is determined to be necessary. There will be "emergency
vehicles entering roadway" signs, with red flashers, on Country Club Road in both
directions as a motorist, bicyclist, or pedestrian approaches the fire station. The flashers
will be activated at the time emergency vehicles are leaving the station. All of this warning
signage is being provided to mitigate the situations when emergency vehicles must leave
the facility in a hurry.
6. Storm Drainaoe:
The required storm water detention for this facility will be provided in the detention pond
at the southwest corner of this site that was approved with the Falcon Ridge PUD. The
pond has been modified with this development request to accommodate both the
residential development and the fire station.

Landscaping:
There will be a planting bed at the entry to the site that will contain ornamental trees, an
upright evergreen, deciduous shrubs, and flowers. Building foundation plantings will consist
of ornamental trees, deciduous and evergreen shrubs, and a mix of flowers and
ornamental grasses. There will be deciduous and evergreen shrubs for screening of the
parking area and shade, ornamental, evergreen trees and deciduous shrubs for screening
between the paved truck turnaround area and the single family residences to the east and
south.
Parking:
There will be a three -stall garage for the fire equipment and a large turnaround area in the
northeast portion of the site for the fire and emergency vehicles. Also, there will be a total
of 18 parking spaces (that includes one handicapped space near the front pedestrian entry
to the building) at the west end of the site for vehicles belonging to on -duty fire personnel,
City of Fort Collins Police and Larimer County Sheriffs Department personnel, and visitors
to the facility.
Signage:
This property is in the Residential Neighborhood Sign District and the signage on -site must
be in compliance with the requirements of that section of the City of Fort Collins Sion Code,
which is administered by the Zoning Department.
4. Neighborhood Compatibility:
A neighborhood information meeting was held on August 14, 1996 at the Farm at Lee
Martinez Park. In addition to a representative of the Poudre Fire Authority, their planning
consultant and architect, and representatives of the City Planning Department, there were
three residents of the area in attendance. The primary concerns expressed at this meeting
related to the distance separation of the access to this facility from Colorado Highway 1,
the type of emergency warnings that would be provided, and how noise and lights from the
fire trucks would effect the neighborhoods.
Please see Section 5. Transportation of this staff report for information on the
locations of the access points and emergency signalization and advance warning
that will be provided with this facility. Also, as stated in the neighborhood meeting
minutes, The PFA has had complaints in the past about their sirens; therefore, they
run their trucks with sirens only when necessary. At night they run with lights only

2. Land Use:
This is a request for preliminary and final PUD approval for a 9,560 square foot fire station
and associated parking at the southeast corner of Colorado Highway 1 (Terry Lake Road)
and Country Club Road. This request will replace and replat Lots 15, 16, 17 for the fire
station and replat Lots 14, 18, 19 of the approved Falcon Ridge (residential) PUD to
implement minor changes to these three lots.
This development request was evaluated against the All Development Criteria of the
LDGS. This use is not addressed by any of the Land Use Activity point charts in the LDGS,
and, therefore, no point chart was used to evaluate this request. However, the proposed
use is considered to be centrally located to and compatible with the existing and proposed
residential uses, thereby providing good access and response time to the surrounding
areas.
There will be one small office space in the facility that will be shared by on -duty officers
from both the City of Fort Collins Police and the Larimer County Sheriffs Departments.
This office space will serve as a satellite station for these two law enforcement agencies.
This concept is in effect and successful in the Fire Station No. 10 facility at Timberline
Road and Vermont Drive.
3. Design:
Architecture:
This fire station is an architectural duplicate of the existing Fire Station No. 10 at the
southwest corner of Timberline Road and Vermont Drive. Differences will be in the color
and materials to allow this building to be in context with this site and the surrounding area.
The maximum height of the building, in appearance, will be 32'-0" (from the base of the
west elevation, near the entry, to the peak of the roof above the parking garage portion at
the east end). This is because the site slopes from east to west. The actual maximum
height of the building [standing] at any given point is 27'-0".
The materials will be a brick veneer (earth tone color) on the majority of the building, a tan
synthetic stucco on the second level of the eastern '/z of the building, and a Type - A
asphalt shingle (weathered wood blend color) roof.

1. Background:
The surrounding zoning and land uses are as follows:
N: R - Residential in Larimer County (residential acreages)
S: rp; single family residential (Falcon Ridge PUD)
E: rp; single family residential (Falcon Ridge PUD)

The property was annexed into the City with the Sherman -Lawler First, Second, and Third
Annexations in February, 1994.
The Planning and Zoning Board approved the Falcon Ridge PUD, Preliminary on June 6,
1994 for 60 single family residential lots on 19.17 acres (3.13 D.U.'s/acre) with two
conditions: 1) Staff and developer explore the question of an additional access point onto
Country Club Road before the proposal gets to Final; and 2) the Board get some sketch
plan elevations, since the neighborhood has requested that, prior to the Final.
The Planning and Zoning Board's decision on the Falcon Ridge PUD, Preliminary was
appealed to the City Council by two separate appellants on June 20, 1994. The grounds
of the appeals were that the Board abused its discretion, in that its decision was arbitrary
and without the support of competent evidence in the record; that the Board failed to
conduct a fair hearing in that it considered evidence relevant to its findings which was
substantially false or grossly misleading; that the Board failed to conduct a fair hearing in
that it improperly failed to receive all relevant evidence offered by the appellant; that the
Board failed to properly interpret and apply relevant provisions of the Code and Charter.
City Council heard the appeals on July 19, 1994 and upheld the decision of the Planning
and Zoning Board. However, they did add a requirement that the developer provide the
subdivision plat and appropriate PUD documents, signed by the property owners of record
(with the plat being certified by an attorney), to the City prior to going to the Board for a
decision on the Final PUD.
The Planning and Zoning Board approved the Falcon Ridge PUD, Final on August 22,
1994 for 61 single family residential lots on 19.34 acres (3.15 D.U.'s/acre) with the
standard development agreement condition.

PROJECT DESCRIPTION:
This is a request for preliminary and final planned unit development (PUD) approval for a
9,560 square foot fire station and associated parking at the southeast corner of Colorado
Highway 1 (Terry Lake Road) and Country Club Road. This request will replace Lots 15,
16, 17 and replat Lots 14, 18, 19 of the approved Falcon Ridge (residential) PUD. The
property is in the rp - Planned Residential Zoning District.
