A deed of dedication is needed for the Grand Canyon right-of-way that is located offsite. Also, a deed of deication for the easements is needed and a deed of dedication for the grading and construction. 10. Comments pertaining to the Utility Plans will be forwarded to the consulting engineer under separate cover. 11. Fire hydrants must be located within 400 feet of all dwelling units and capable of delivering a minimum of 1,000 gallons per minute with 20 p.s.i. Hydrants should be located at the intersections rather than at the end of cul-de-sacs. 12. It is suggested that a utility/street tree coordination meeting occur to resolve potential conflicts along C.R. #9. 13. Enclosed please find a memo from Tim Buchanan, City Forester, regarding the treatment of the trees along the arterial. The primary comment is that the first row of junipers closest to the road can be removed due to their poor condition and proximity to new construction. The next row of Green Ash should be preserved as the arterial street trees. It is estimated that this row of Green Ash is 10 feet east of the future curb and three feet lower. The sidewalk should be placed east of the Green Ash with the edge of walk at least four feet from the outer bank of trees. 14. The "Tree Protection Notes", referenced in the City Forester's memo, should be included on the Site/Landscape Plan. 15. The Site/Landscape Plan should indicate the actual location of the Green Ash trees to be preserved. 16. Plant Note #13 must be revised. The City cannot enforce the 60% threshold. The note should simply state that "... prior to the issuance of the first Certificate of Occupancy for any phase." Accordingly, landscape phases should be clearly identified either by narrative or graphically. 17. Please indicate building envelope dimensions and setbacks for the daycare and townhomes. 18. U.S. West is concerned about the eight foot wide gas and water pipe easement along the south side of Lots 59 - 69 which prevents installation of other utilities in hte platted six foot easement. This easement should be shown north of the gas and water pipe easement. 3. A 15' x 30' easement for three large telephone equipment cabinets will be required in the general vicinity of the west central part of the project. Please call Susan Peterson to discuss an exact location for these cabinets. 4. Public Service Company requests that the open space between Lots 59 - 69, between 48 - 58, and between Lots 11 and 12 be designated as utility easements. 5. PSCo also requests that the customer owned gas line in the rear lot of Lots 11, 59 - 69 be abandoned and a new PSCo gas line run into the Shields residence, at the developer's expense. 6. PSCo cautions that trees must be kept a minimum of four feet away from gas lines. 7. The Water and Wastewater Department requests that all trees be kept a minimum of 10 feet and all shrubs a minimum of four feet from water and sewer mains and services. 8. Comments from the Stormwater Utility will be forwarded to the consulting engineer under separate cover. Briefly, the main comments are summarized as follows: A. Stormwater runoff must not flow onto the Thomas' property. B. The backyard swale design is not recommended by the Stormwater Utility due to potential conflicts with private sheds, gardens, etc. that homeowners may install. Experience has shown that most homeowners do not understand what the swale is for and frequent blockages occur. C. Swales with slopes of less than 2% must have concrete trickle channels or underdrains. Please design and appropriate alternative to the unlined channels and inlcude a detailof these channels in hte plans. D. An offshe drainage easement for the detention pond must be provided by separate document. There is also a concern that this pond may be undersized. E. For an unlined channel, the velocity must not be less than 2fps for the minor storm. However, the north, central, and south ditch velocities fall well below this minimum requirement. r and Advance Planning Department City of Fort Collins May 23, 1995 Mr. Eldon Ward Cityscape Urban Design 3555 Stanford Road, Suite 105 Fort Collins, CO 80525 Dear Eldon: Staff has reviewed the request for Woodland Park Final P.U.D. and offers the following comments: The following comments pertain to the plat: A. Please show the relationship of the gas and water easement to the south lines of Lots 59 - 69 and through the open space tract. B. The name of the plat in the legal description does not match the name at the top of the sheet. C. Is the 30 foot wide road along the south property line to be dedicated as public right- of-way or private road? How is this to be dedicated? Please clarify. D. The northwest corner of Section 33, and the set #4 rebars without boxes in County Road #9 do not meet State requirements. E. U.S. West has contacted the Planning Department regarding their utility easement that runs east -west and bisects the property. This easement is not shown on the plat. This easement is ten feet wide. Please contact Susan Peterson, 224-7473, regarding this easement. F. U.S. West requests that open space tracts be described as utility easements. G. A telephone easement should be shown along the west property line of Lot 17 for access to Lot 18. H.
