10. New Belgium will meet with Poudre Fire Authority to review access requirements, need for Hazardous
Materials Impact Analysis, etc.
11. Facility will be fenced for security/liability. Vinyl -clad chain link is allowed.
12. Anticipated review schedule:
- neighborhood meeting (Ted will schedule)
- submit documents
- 3-4 week city review (round one)
- 2 weeks for plan revisions
- 3 week city review (round two)
- schedule administrative hearing (requires 2 weeks notification)
- administrative hearing
- submit final compliance plans (may require 3 week review)
- submit final mylars for signature and recording
Building permit review and Development Construction Permit review are also required, but can occur
simultaneously with the above process, likely during or after the second review round. Results are 11 to
15 weeks from date of submittal to receipt of construction permit. No construction is allowed prior to
final permit (including grading).

Pie -submittal meeting
We met to discuss the changes in the proposal for the Process Water Treatment Facility proposed for the New
Belgium Brewery site, and the submittal process required. The following items were discussed:
1. Facility is proposed as a series of raised ponds with a smaller process and chemical storage building.
Chemical storage must be located above the 500-year floodplain elevation. Either entire building must
be raised, or a separate chemical storage building should be built.
2. The ponds and associated fill can be located within the 500-year floodplain.
3. A Floodplain Use Permit is required ($25 fee). Include letter from Stuart and Associates and
architectural elevations showing elevation of chemical storage in relation to floodplain.
4. New Belgium should contact Larry Snyder with City Streets Facility to see if a shared chemical storage
area might be feasible.
5. Connection to sewer should occur at existing manhole. Contact Dave Meyer regarding requirements for
sampling at sewer connection.
6. Type I review is required. Ted will schedule a neighborhood meeting to present both the ODP and the
treatment facility. Ted will also schedule the ODP for the next available meeting (likely May 17, 2001).
7. A plat or replat may be required. BHA will check with JR engineering to see if recorded plat exists for
this property.
8. An updated traffic study will be required illustrating the impacts caused by the facility. Dave Ruble will
also contact Sheri directly regarding comments from the ODP traffic study.
9. If trips impacts are low onto Buckingham Street, the street should not need improvements with the
addition of the treatment facility. The development agreement for the project would likely commit
Conceptual Review Letter and Comment Rebuttal.
We had a conceptual review meeting for the ODP plan which brought up issues
concerning the wastewater treatment plant. Since then we have had two
resubmitted meetings with city staff to discuss the wastewater treatment plant,
Minutes from the last meeting have been included.
