A copy of the comments received from the Stormwater Utility is . attached to this letter. 11. A copy of the comments received from the Engineering Department is attached to this letter. Also, a red -lined copy of the Site Plan, with additional comments, is enclosed with the letter to Architectural Horizons. 12. The Natural Resources Division has stated that it would be preferable that the European Mountain Ash be replaced with a non-invasive ornamental in the residential area, and native species in the "Active Open Space" near Spring Creek. These trees are invading some natural areas in Fort Collins, and could pose future maintenance of water flow problems in Spring Creek. 13. What is the surface of the bicycle path to Spring Creek going to be? The 8' trail width seems sufficient. What is the trail setback from the east property line? There will be cost to the developer for the trail provision. 14. The planting plan for the "Active Recreation Area" appears to be a little weak. 15. How are the stormwater crossing under the bike path, along the east and west sides of the property, going to function? The points of stormwater outfall into Spring Creek must be aesthetically pleasing. 16. The new bike path connection to the Spring Creek Trail must intersect at 90 degrees or be flared in some manner.. 17. The owner of the ditch lateral to the north end of the property will need to sign the subdivision plat and utility plans. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the followincr dates and deadlines to assure your ability to stay on schedule for the July 24, 1995 Planning and zoning Board hearing: ****************************************************************** Plan revisions are due no later than the end of the working day, July 5, 1995. Please contact me for the number of folds revisions required for each document. PMTIs (photo reduction of Site Plan to 8.511. x 1111), rendering (one colored full size Site Plan), and 8 folded copies of. final full size Site Plan revisions (for the Planning and Zoning Board packets) are due by 3:00 p.m. on July 17, 1995. ****************************************************************** e. The .legal description should go around the "excepting parcel". f. This plat is too incomplete. Please redo and resubmit. A red -lined copy of the plat is enclosed with this letter. 5. The following comments have been received from the Light & Power Department: a. Note the attached Light & Power estimating guide. b. If Ukiah Lane is a dedicated City street, the Light & Power development fees could increase by approximately $10,000 versus being a private street (not dedicated to the public). C. Street lighting would not be provided by the City if this were a private street. 6. The Water/Wastewater Department comments have been forwarded to your engineer on a red -lined set of utility plans and to Architectural Horizons on a red -lined Landscape Plan. 7. The following comments have been received from the Parks & Recreation Department: . a. Replace the proposed European Mountain Ash with Willows or Cottonwoods along the bike trail. b. Maintain a 16' clear zone from the centerline of the sidewalk - no trees or shrubs. C. A red -lined construction detail sheet 5 of 8 in the utility plans, with concerns regarding the bike trail, has been forwarded to your engineer. A red -lined Landscape Plan, with comments, is enclosed with this letter to Architectural Horizons. 8. A copy of the plant list, with recommendations from the City Forester for species changes, is attached to this letter to Architectural Horizons. Also, please add a note to the Landscape Plan that reads: All existing trees will be pruned to City Forestry medium prune standards. 9. This is a relatively tight single family project. A Planning Department observation --- It would be a nicer project if the cramped garage/ street scape were countered with an open view down to Spring Creek, with no homes at the south end (meaning the elimination of two homes). Commv--'ty Planning and Environmental '-rvices Current 1 —aning June 16, 1995 Bob Sutter Architectural Horizons 4730 South College Avenue Fott Collins, CO. 80525 Dear Bob, Staff has reviewed your documents for the Prospect Greens P.U.D. - Final that were submitted to the City on May 22, 1995, and would like to offer the following comments: 1. The following comments have been received from the Zoning Department: a. Some of the lot dimensions shown on the Site Plan do not agree with the subdivision plat. b. It is too hard to tell what the building envelopes or the setbacks are from the Site Plan information. C. When will the common areas landscaping be completed? It is very difficult to tell from Note 4 on the Landscape Plan. 2. A copy of the comments received from the Building Inspection Department is attached to this letter. 3. The City Right of Way Agent has requested that you make sure the necessary language is on the final subdivision plat concerning the required easement(s) for the Spring Creek trail (see attached Exhibit A). 4. The following comments have been received from the Mapping/Surveying Department: a. This is a duplicate subdivision name. b. There are missing lot dimensions. C.
