Preliminary Reservation applications will be accepted and acted on by the Board of Directors as follows: Submission Deadline January 17, 1995 May 15, 1995 ' August 14, 1995 Board of Directors Meetings March 23, 1995 July 27, 1995 October 26, 1995 Colorado will use an applicable tax credit percentage rate of 9% for projects eligible for the 70% PV credit, and 4% for projects eligible for the 30% PV credit in underwriting the preliminary reservation applications submitted in January. The rate for future rounds will be announced on the first business day of the month of submission. For the January round Colorado will use an equity factor of .55 on the tax credit dollar to underwrite all preliminary reservation applications unless an owner can demonstrate, at the time of submission, that it has a firm equity commitment at another set amount. The equity factor for future rounds will be announced on the first business day of the month of submission, CHFA will make tax credits available for reservation during the first two submission rounds as follows: January 17, 1994 $3,000,000 May 15, 1994 $1,300,000 Credit will be reserved based on a project meeting a minimum of 76 points In the Qualified Allocation Plan's Project Selection Criteria ranking, and the availability of credit through out the year. Projects receiving a Preliminary Reservation from any round will be required to submit status reports (format prescribed by CHFA) periodically outlining progress toward placement in service. If the owner is unable to demonstrate sufficient progress, credit will be subject to recapture. ("PUD" ). KBMH is requesting the approval of these changes to the PUD be made administratively because the changes meet the statutory requirements of an administrative change and furthermore, the changes to the PUD evidence the proposed project is zoned correctly and construction is imminent. Discussions with members of the City of Fort Collins Planning Department have indicated the Planning Department will approve the administrative changes to the PUD and the approval of these changes to the PUD administratively is legally permitted. An approval administratively will enable KBMH to submit a more competitive application to CHFA on May I5, 1995 for a preliminary reservation of LIHC. To delay these approvals by referring them to city council for a public hearing on May 22, 1995 will cause KBMH to submit an application to CI3FA that is less competitive. As you know, decent affordable housing in the City of Fort Collins is currently in tremendous demand. Collins. Please call if you have any further questions or comments. —�l Our initial request is to modify the existing P.U.D. name from Woodlands Condominiums P.U.D. to Woodlands Apartments P.U.D. In addition, we are requesting to eliminate 4 units in Building A to add a recreation center containing the manager's office, rental office, mail room, kitchen retreat, a party/game/assembly room and an attached laundry room. Such a facility is required to successfully operate a community of 116 units. The original P.U.D. contemplated a unit mix of 60 one bedrooms and 60 two bedrooms. After researching the Fort Collins multi -housing market, which included commissioning an independent market study, we are requesting to modify the original unit mix to 14 one bedrooms, 66 two bedrooms and 36 three bedrooms. The proposed modification to the unit mix will increase the projects number of bedrooms. The increase in the number of bedrooms will increase the number of required parking spaces. The original unit mix required 196 parking spaces. Our proposed modification would change that requirement to 208.5 parking spaces. We are requesting to modify the number of parking spaces to 211.
