the residential uses. This should be clearly identified.
c. The property is in the Residential Neighborhood Sign
District. The locations of the wall signs must be shown
on the building elevations.
d. Where are the loading zone locations for the various pad
sites?
6. A copy of the comments received from the Building Inspection
Department is attached to this letter.
7. The Police Services has stated that caution should be taken to
not over -plant the slopes between the walkways and the parking
lots that would make it unsafe for pedestrian travel and
provide too much concealment for would-be "attackers". This
would not appear to be a problem along the perimeter of the
site and the interior plantings (primarily evergreen shrubs)
can be selected to maintain a height that will not obstruct
visual connection between areas.
The site lighting could/should be of a security type with a
photo -cell on the timers as a safety feature.
8. All buildings over 5,000 square feet in size will have to be
equipped with a fire suppression system or be
compartmentalized to less than 5,000 square feet.
9. The Water/Wastewater Department has forwarded their comments
to RBD Engineers on a red -lined set of utility plans and to
Jim Sell Design on a red -lined Landscape Plan.
10. The Light & Power Department requires a 15, wide utility
easement on West Horsetooth Road and South Shields Street.
Also, they need a 10' wide utility easement along Century
Drive and Arbor Drive.
The street trees need to conform to the City's street
light/tree standards. A preliminary street light layout is
enclosed with the letter to Jim Sell Deisgn.
11. A copy of the comment sheet relative to water conservation
standards from Jim Clark, the City's Water Conservation
Specialist, is attached to this letter.
12. A copy of the comments received from the Engineering
Department is attached to this letter. Also, a red -lined copy
of the Site Plan, with additional comments, is enclosed with
the letter to Jim Sell Design.
13. Where are the locations of the nearest transit stops? Is there
a need for a new turnout and stop with this development?

Dear Jim,
Staff has reviewed your documents for the First Amendment to the
Four Seasons Overall Development Plan, Portion of Parcel H-1 and
the Poudre Valley Plaza P.U.D., Preliminary that were submitted to
the City on June 19, 1995, and would like to offer the following
comments:
1. A copy of the comments received from U.S. West is attached to
this letter.
2. The Streets Department raised a good question: "Will the
common open space areas be maintained by a Homeowners
Association or each individual homeowner?" This indicates some
confusion about the proposed maintenance mechanism for the
development. Project Note 4 on the Site Plan does state that
"common open space areas will be maintained by the owners".
However, the ownership of this commercial/office/residential
plaza is not clearly identified in the planning objectives or
on the Site Plan. Is there to be an overall project owner or
will each pad site be individually owned? This information
should be provided on the Site Plan.
3. The preliminary Site & Landscape Plan does not appear to
contain any significant landscape information. Perhaps this
should be just the Site Plan. There is a separate Landscape
Plan.
4. Project Notes 4 and 5 on the Site Plan should be added to the
Landscape Plan also.
5. The following comments were received from the Zoning
Department:
a. Pad 'A' requires a 5 car length stacking area for the
drive -through facility.
b. The parking provisions under Project Statistics on the
Site Plan refers to 14 garages. Where are these garages
