JSD would like to have the option of not having to go back to the board if the commercial part is found to be
not viable. Steve believes if we make every part of the project work with the proper points charts for each part
we should not have a problem.
Steve has stated that Eric Brakke may have some misgivings regarding safety and traffic and that JSD should
give him a call to see how he will express himself at the P&Z hearing. Also JSD should give Rex a call about
the paving of Inverness and Abbotsford Road. Steve also recommended that another neighborhood meeting
should be set up so the interested parties can see the newest ideas. Steve has recommended that JSD submits a
new ODP for the February 26,1996 P&Z hearing and the preliminary site plan be submitted for the March
25,1996 P&Z hearing. The reason for this March submittal is because of routing times and staff comment
feedback times. If JSD and the developers decide this is the way to go JSD needs to get a new preliminary site
plan to Steve by January 31,1996 and a new ODP by February 7,1996.

odor. We can try to get documentation on the complaints made by neighbors of the site regarding odor. Who
would have that information? Whiting Oil, PFA, Peter Burns, County Zoning(Peter Petis)?
-The decision on this criterion is pending depending on research by Steve, JSD, the developers and anyone else
that may have more information. Interpretation of this criterion may be the deciding factor.
-The critical language of this criterion is:
How do you Quantify odor?
What is the state regulations and standards?
A-1.9 Water Quality
-Stormwater may have some issues regarding this criterion. Steve will check.
-Is there potential for leakage of oil into groundwater?
-Wells have been there for 60 years and no reports of water quality problems are known about.
-There are unconfirmed reports that the interior wetlands has been retaining less water in past years. The
reason for this, if true, is unknown.
-Filtration of some sort of the storm runoff before it enters the interior wetlands will be handled by the engineer
per federal/state/city standards.
-There will be a 500-600 gallon containment area surrounding wells.
A-1.12 Residential Density
-This. has been corrected. The problem was a note on the preliminary drawings.
-Steve would recommend yes on this criterion.
A-2.2 Building Placement & Orientation
-There would be good neighborhood integration with the placement of large estate lots on the out -skirts of
Hoffman P.U.D. and the higher densities contained within.
-Steve would recommend yes on this criterion.
A-2.4 Vehicular Circulation and Parking
-With the change in road system and setbacks around oil well there is no longer a problem with this.
-Steve would recommend yes on this criterion
A-2.12 Setbacks
-The setback from the oil well has been determined and respected as stated earlier in the notes.
-Steve would recommend yes on this criterion.
A-2.13 Landscape
-Rob Wilkinson has stated concerns regarding setback from residential lots to interior wetlands
-The main issue of Rob's is item 3 of this criterion which states "Does the landscape plan contribute in a
positive way to the project and to the neighborhood environment by integrating with, and buffering the impact
of the development upon, existing natural areas?
-The recommendation on this criterion is pending on discussions with Natural Resources and JSD.
A-2.18 Hazardous Materials
-If PFA says that a haz. mat. study is not needed, then Steve would be satisfied.
-Steve will probably recommend yes on this criterion.
A-3.2 Design Standards
-Kerrie Ashbeck of Engineering had concerns about streets/pedestrians. Most of these concerns had to do with
the round -about at the oil wells. Since this has been removed, Kerrie should not have a problem.
-The other concern is utilities and the existing oil wells. How will these work together?
-Steve will probably recommend yes on this criterion.
The next part of the meeting briefed Steve on most of the new ideas for Hoffman P.U.D.
JSD will go back to an ODP. The ODP will have two phases. Phase one will be similar to the submitted
preliminary site plan with the exception of the round -about at the oil well and the addition of affordable housing
and possible commercial development. Phase two would be an option of the city accepting the interior wetland
as openspace or the development of that 25 acre tract with multi -family housing to achieve a density of 3 du/ac.
The new preliminary plan will include affordable housing, day care facilities, possible commercial development,

Attending: Steve Olt, Craig Hash, Jim Sell, and Ken Costello
Reliance Energy has been retained by Richard's Lake development Company. Reliance's representative is Dick
Miller. Reliance will address Whiting Oil's concerns regarding oil and gas compatibility with residential
development. Also, the issue of safety and setbacks will be examined. The issue of fumes/gas emissions has
been broached with Dick because of a few comments made by Whiting Oil. Dick thought it was strange the
Whiting did this because the EPA and the state Oil and Gas Commission have strict rules regarding such
emissions. Dick will also do an economic study of the oil field beneath Hoffman P.U.D.. This study will
determine the possible options for Whiting in relationship to the project.
Ron Gonzales (Poudre Fire Authority[PFA]) has contacted Duane Shield (Greeley Fire -Dept.) and brought up
the issue of dangerous gas emissions. Has Ron looked up Whiting Oil's annual report on such emissions? Jim
stated that Whiting is required to submit such reports per state regulations.
The state Oil and Gas Commission, in a letter to Steve, has urged the city to apply the same setbacks it has for
the drilling of a new well near existing residential, which is 150' from dwellings and public streets, to the
location of new residential to existing wells. This setback is larger than PFA requirements of 100' from
buildings and 75' away from streets and railways. The new layout for streets and lots shown to Steve by Jim
respects the setback of 150'.
Jim Sell Design(JSD) intends to berm around the wells(30-2 & 30-14) to reduce the visual impact of the site in
relation to the surrounding proposed residences but still allow an access route for Whiting Oil. Steve agreed
that this would provide sufficient screening and separation between the residential and oil production uses.
Ideally the fence should be within the berming to avoid a visual eyesore. Some sort of device should be used to
block the entrance/access route to wells so only Whiting Oil employees have access. This device should also
allow fire protection vehicles access. Steve believed from the information presented that most of the
issues/concerns regarding the wells have been addressed. He questioned whether a hazardous materials(haz.
mat.) study would be required.
The issue of relocation and granting of easements for the underground lines used by Whiting needs to be looked
at. The map of the existing lines shows them running along Richard's Lake and then north to the tank battery.
These lines will need to be located accurately to determine where and who will be affected. Depending on the
location of these existing lines and the proposed relocation areas for them there may be more than one group of
people effected. If the city acquires the proposed off -site openspace and the lines are placed between Hoffman
P.U.D. and Richard's Lake then Natural Resources and Water Supply and Storage Company(WSSC) will have a
major say in line location. The developers may also have a say depending on how the lines connect to the
existing structures. JSD can show two options for the proposed layout on the preliminary plan, some lots may
need to be modified depending on final solution. The question came up regarding the depth of the existing
lines. Thirty inches(30") seemed to stick in Craig and Jim's mind.
The next part of the meeting was in reference to the fax received from Steve on Jan. 22, 1996 that went through
the All Development Criteria and the criterion he had concerns on.
A-1.4 Mineral Deposit
-This issue had not been totally worked out in previous submittal. Since the revision around the oil well Steve
would say yes to meeting this criterion.
A-1.8 Air Quality
-The potential for the release of hydrogen sulfide was an issue here. Whiting Oil is required to file a report if
such a thing occurs so records should be available somewhere. Jim and Steve recall a commission or committee
with the anacronym of SARI. This is where they believe the records would be found.
-How does the city measure Air Quality in relation to odor? Steve doesn't know if the city has a standard for
