Appendix A contains the Pedestrian LOS Worksheet for Registry Ridge as it relates to this existing neighborhood. Registry Ridge is in a Pedestrian District termed "other." The minimum pedestrian level of service for this district is C for all factors. Given the assumption that all streets within Registry Ridge development will be built to Fort Collins standards, the pedestrian level of service will be acceptable. There are no bicycle "priority destination areas," as described in the "Multimodal Transportation Level of Service Manual" within 1320 feet of Registry Ridge.It is assumed that all streets within Registry Ridge will be built to the appropriate street standard. Therefore, all interior streets will have bike lanes where appropriate. It is expected that Shields Street and Trilby Road will have bike lanes as required for arterial streets. Therefore, the Registry Ridge development will connect to future east -west and north -south bike facilities. Appendix B contains the Bicycle LOS Worksheet for Registry Ridge. The minimum base connectivity is level of service C. With future bike lanes on both Shields Street and Trilby Road, the proposed bicycle level of service will be A. With completion of an interim bicycle 'lane along Shields Street to the north of Trilby Road, the bicycle level of service will be C for the short range future. This is acceptable. There is no existing transit service in this area. According to the 2015 Transit System Map, both Shields Street and Trilby Road will have 30 minute feeder route transit service. By definition, the future transit level of service will be D, which is acceptable. Conclusion It is concluded that the trip generation for the Registry Ridge, 2°d Filing is slightly less than that for the same area in the comprehensive traffic study and subsequent memoranda. The 2"d Filing is located w within the Registry Ridged development in Fort Collins, Colorado. As Cc 0)p c0 shown in Figure 1, the 2 Filing is located west of Shields Street, between.the future Truxton Drive and future Bon Homme Richard Drive. aor- The site plan for the 2"d Filing is shown in Figure 2. Since a = rn comprehensive traffic study was already performed ("Dalco PUD Site w z Access Study," June 1995) and numerous subsequent memoranda, the s scope of this exercise provides a comparison of the trip generation N d of the former and currently proposed land uses, and an alternative modes analysis. When the cited traffic report was prepared, an N alternative mode analysis was not requirement of the City of Fort Collins. In the cited traffic study and memoranda, the land uses on the parcel which is the 2"d Filing consisted of a retail/office use, a gas/convenience store use, a day care use, and 59 apartment dwelling units. The trip generation for the 2"d Filing was: 2955 average weekday trip ends, 231 morning peak hour trip ends, and 307 afternoon peak hour trip ends. The land uses on the parcel which is the 2"d Filing are expected to be the same as that shown on the previous plan, except that the buildings dwelling units is different. Table W size of or number of 1 shows the expected daily and peak hour trip generation from the 2nd Q. Z Filing using Trip Generation, 6th Edition, ITE as the reference w document. Land use codes 814 (Specialty Retail), 846 (Gas/C-store w w/ car wash), 565 (Day Care), and 220 (Apartment) were used in the V z a trip generation analysis for the 2nd Filing. The trip generation for z the proposed land uses in the 2"d Filing is less than that for the J W same land uses from the cited traffic study and memoranda. It is W z O expected that the proposed land uses in the 2"d Filing would generate: p < 2500 average daily trip ends, 210 morning peak hour trip ends, and 0 253 afternoon peak hour trip ends. a Z Figure 3 shows the location of the Registry Ridge, 2"d Filing a and a radius of 1320 feet from the outer boundary of the parcel. Per F- the "Multimodal Transportation Level of Service Manual," there is one W ad existing "destination area" within this radius. This is an existing V neighborhood located in the northwest quadrant of the Shields/Trilby LL I ntersection. This neighborhood is not within the City Limits of Fort Collins.
