R We recognize that additional rip rap and the extent of the grading will require additional
easement limits. This is not completed at this time. It is being coordinated with the office of
March, Liley & Olive P.C. The revision will be provided immediately upon availability.

Engineering Comments (Stab Project Review)
11. Utility Plans - "Need to indicate the inlet locations on Town Center Drive. Per section
1.02.03.06.e need a vertical curve for both the flowline and the centerline if the grade
change is greater than 1 %. It appears that is what is happening here, therefore a vertical
curve is needed. Or need additional information on what the grades going into the inlets is
that can show that is within standards. "
R Inlet locations are shown in the profiles. The inlets were installed with Hearthfire P.U.D.,
First Filing and are existing. The flowline elevations and the slopes represented are based
on the Hearthfire P.U.D., First Filing as-builts. Apparently, the inlet flowline grades are
lower than the original profile design grades to meet the type R inlet detail where the
flowline drops an additional 2" at the inlet. So our graphic on the profiles represent that
additional drop in the inlet. The profiles have been revised to some extent for further
clarification.
12. "Sheet 22 — Shows CR13 tying into Douglas Road — an improved Douglas Road not
existing Douglas Road The plans that are currently in for review and approval.for
Douglas Road improvements do not include this intersection. Therefore need to show these
improvements in this set if they are to be done OR show how CR 13 improvements tie into
existing Douglas Rd The two additional sheets that were included that show this
intersection — if they are to be included in this set they need to be numbered as a part of
this .set.
R An intersection detail for the intersection of County Road 13 and Douglas Road has been
added to the plan set. The detail shows County Road 13 improvements tieing in to Douglas
Road as it exists today.
13. "Utility Plans Detail sheet - See comments on the mid -block ramp. "
R The mid -block ramp detail comments have been addressed and changes have been made.
Stormwaler Utility (Staff Project Review)
1. 'Please remember that the pending easements included with this submittal must be in final
form and signed before a final hearing on this project can be given. "

6. "This project will also not be taken to hearing until the plans for Douglas Road are
completed and approved You asked why this could not be taken to hearing as you are
working on a solution to the off -site improvements. I am not willing to go in front of
Planning and Zoning Board and the neighbors and discuss how and when this project is
going to have the off -site improvements satisfied until I know that this will occur and how it
is to occur. "

7. Plat - "Update the water supply and storage approval note. I think the attorneys are still
discussing this. I have written in what has been suggested by the City Attorney. "
R Acknowledged. The text has been changed as per your direction.
8. Plat - "Provide reception # 's for existing/off site easements that do not have them listed yet
when these are obtained. "
R Acknowledged. Reception numbers are provided for recorded easements. Additional
reception numbers will be added when easements are recorded and reception numbers are
available.
9. Utility Plans - " Update the water supply and storage approval note. I think the attorneys
are .still discussing this. I have written in what has been suggested by the City Attorney.
This note has been deleted completely. What is up? They need to sign the plans and we
need to agree on the language. "
R Acknowledged. The language provided on the redlines has been incorporated on the plans.
Sorry for the confusion. We are not sure why the approval note was removed. It will not
happen again.
10. Utility Plans - "Showing the outfall pipes cutting across the corner of lot 47 and not
extending under the path. Was this easement processed? If so by who? "
R The recorded easement for Lot 47, Hearthfire P.U.D., First Filing is being provided by
Lucia Liley's office with the response letter prepared by Lucia Liley's office concerning
easements.

it has been determined that the setback reference for this lot is of enough importance to

Engineering Comments (Staff Project Review)
5. This comment discussed the various easements associated with the project. The comment
is rather lengthy and therefore not reproduced here. Please refer to your original text.
R Easement preparation is being coordinated with the developer's attorney, Lucia A. Liley of
March, Liley & Olive, P.C. Please refer to Ms. Liley's response to this comment. Updated
easement packages are being provided with this re -submittal.
R The only easement dedication information not formally submitted here, is the grading
easement that may be required east of Tract E and north of Hearthfire Drive on Tract 2-A
of the Amended Exemption Plat. Attached is an exhibit of our visualization of the potential
easement requirements. For the record, Hearthfire, Inc. owns Tract 2-A of the Amended
Exemption Plat. A grading easement may not be required. We have attached an 8 1/2 x 11
exhibit of the proposed grading and potential line of easement. We would like to further
discuss the easement requirement prior to preparing easement dedication documents.

Dear Mr. Olt,
This is a response to staffs most recent review comments concerning the Final Utility Plans and
Final Plat for Hearthfire P.U.D., Second Filing. These responses will address utility plan and
final plat review comments, as well as written "Staff Project Review" comments dated 06/29/01.
General Discussion
The final utility plans have been updated to remove the proposed sanitary sewer previously
shown in North County Road 13 to the north. The North County Road 13 Sanitary Sewer Plan
and Profile sheet was removed in its entirety. This was removed at the direction of the Boxelder
Sanitation District after a fairly in-depth analysis of the general service area that was not
considered prior. We have been asked to provide service that can eventually extend due west
from the project instead of north.
Town Center Way was noted to be unacceptable by Technical Services. Town Center Way has
been re -named to Turnstone Lane. All references to Town Center Way have been revised
throughout the plan set to reference Turnstone Lane. The final plat and the Site and Landscape
plans have also been revised.
The paving for North County 13 has been extended around the corner so that paving does not
end in the curve. This was revised at the request of Ward Stanford

1. "The big thing is still the required easements. The City has not yet received the final, signed
easements. "
