9. In the area of the electrical easement, there needs to be some screening to block headlights
from shining on the adjacent duplex. In addition to investigating with Light and Power the
appropriate plant material, it is further suggested that a four foot high solid fence be constructed.
10. Behind existing house #1, there is proposed a six foot solid fence that extends out to the
edge of the sidewalk. It is suggested that this fence taper down at the building setback line so that
it is only four feet high at the sidewalk edge.
11. Staff will be taking slides of the property the week of September 18th. It is suggested that
the rear of the property be cleaned up as much as possible to make a more favorable impression
than the present condition.
This concludes Staff comments at this time. In order to stay on schedule for the September 25,
1995 Planning and Zoning Board meeting, please note the following deadlines:
Plan revisions (3 sets) are due Sept. 7, 1995.
P.M.T.'s, 10 prints, rendered plan, are due Sept. 18, 1995.

Dear Mr. Paget:
Staff has reviewed the request for the Pi Kappa Alpha fraternity, NCB Site Plan Review. The
following comments are offered:
1. Please be aware that electrical services are already installed underground. Please see the
attached easement. It appears that there is a conflict with the five Dwarf Korean Lilac along the
easterly property line and this electrical easement. Please contact Janet McTague at Light and
Power, 221-6700, regarding what plant material will be allowed in this easement.
2. The Public Service company requests that a note be placed under the landscape notes
stating that all trees must be kept four feet away from gas lines.
3. Similarly, the City Water and Wastewater Utility requests that a note state that all trees
will be kept 10 feet from water and sewer services. In fact, it would be helpful to show the
location of all water and sewer services that are contained on the property.
4. Comments from the City's Stormwater Utility will be forwarded to Shear Engineering
under separate cover. If you have any questions regarding these comments, please contact Basil
Hamden, 221-6509.
5. The Poudre Fire Authority cautions that the new fraternity may need to be equipped with
an approved, automatic fire extinguishing system due to size and occupant load.
6. A raised sign will need to be placed in front of the handicap parking space.
7. Please add a note to the landscape notes indicating that the newly installed plant material
will be irrigated.
8. Several of the trees scheduled to be removed have already been removed. The plan should
be reflect this.
