The future short range analysis year was determined to be 2006.
Figure 3 shows the short range background peak hour traffic at the key
intersections. The background traffic includes development of the
Timberline Village retail center north of Harmony Road, but does not
include development of the Harmony Lifestyle Center. The Harmony Lifestyle
Center is not likely to be built and occupied by the year 2006. Table 2
shows the operation at the key intersections using the traffic shown in
Figure 3. The key intersections are expected to operate acceptably.
Calculation forms are provided in Appendix B.
Figure 4 shows the short range total peak hour traffic at the key
intersections. The site generated traffic was added to the background
traffic to develop these traffic forecasts. Table 3 shows the operation at
the key intersections using the traffic volumes shown in Figure 4.
Calculation forms are provided in Appendix C. The key intersections will
operate similarly to that shown with just the background traffic.
Discussions with City staff indicated that pedestrian connections to
the adjacent neighborhoods were important for the PVHSHC. Appendix D
contains a graphic showing the pedestrian destinations within 0.25 miles of
the proposed PCMOB. There are three residential areas within 0.25 miles of
this site. The existing buildings within the PVHSHC are also within 0.25
miles of the site. The Pedestrian LOS Worksheet for the PCMOB is also
provided in Appendix D. This site is in the Transit Corridor Area Type,
even though there are no current transit routes on Harmony Road. It is
also in the School Walking Area Type, even though there will be little
pedestrian affinity between schools and the PCMOB. The minimum levels of
service for both of these area types are B for all factors, except for
visual interest and amenities, which is C. Some of the service factors
cannot be achieved. It is recommended that a temporary asphalt path be
constructed connecting to destinations 1 and 2. Destination 4 will be
connected with completion of the loop drive. The desired pedestrian level
of service cannot be reasonably achieved for the mobile home park. The
City staff will need to grant an exception with regard to this pedestrian
destination.
By definition, there is only one bicycle destination with 0.25 miles
of the PCMOB. This is the Traut Core Knowledge School. However, there
will be little affinity between the PCMOB and the school. wheT the
recommended temporary asphalt path is built between Timberwood Drive and
the PCMOB, bicyclists will be able to utilize this facility. It should be
wide enough to accommodate pedestrians and bikes. The Bicycle LOS
Worksheet is provided in Appendix D.
There is no existing transit service within one mile of this site.
When transit service is introduced to the Harmony Road Corridor, patrons
will be able to use the transit stop built with the existing portion of the
PVHSHC.

A primary care medical office building (PCMOB) has been

proposed on the Poudre Valley Health System Harmony Campus (PVHSHC).
It will be located east of future Snow Mesa Drive, approximately 500
feet south of Harmony Road. The site plan is shown in Figure 1. The

private loop drive is intended to be extended to Snow Mesa Drive. A

portion of Snow Mesa Drive will be built south of Harmony Road. A

scoping conversation was held with Eric Bracke, Fort Collins Traffic

Engineer. This proposal was presented to the Fort Collins

engineering and planning staff. There will be on -going discussions
regarding the access to Harmony Road. Given all of the previous
information provided regarding the PVHSHC, a technical memorandum was
agreed upon.
The proposed PCMOB will be 22,500 square feet. Using Trip
Generation, 7th Edition, ITE, this building is expected to generate
approximately 710 average daily trip ends, 56 morning peak hour trip
ends, and 77 afternoon peak hour trip ends. Based upon current
traffic counts and review of previous transportation studies for the
PVHSHC, the trip distribution is expected to be 40% to/from the west,

30% to/from the north, 15% to/from the east, and 15% to/from the
south.

Mesa intersection signal analysis (File: 0363ME10)
oThis memorandum addresses signal warrants at the Harmony/Snow
N Mesa intersection under a given level of development of the Poudre
o) Valley Health System Harmony Campus (PVHSHC) and the connection of
(9 Timberwood Drive from Snow Mesa Drive to Corbett Drive. Along with
o the existing building in the PVHSHC, the following buildings were
rn assumed to be built and occupied: the Primary Care Medical Office
w Building, east of Snow Mesa Drive; and the Medical Office Building
o II, just east of the existing building. The purpose of this analysis
= is to determine whether signal warrants would be met at the
a
Harmony/Snow Mesa intersection.
Typically,, traffic signals are not installed at any
intersection unless one or more signal warrants are met according to
the Manual on Uniform Traffic Control Devices (MUTCD). A warrant
analysis involves obtaining traffic count information at a given
intersection in accordance with procedures in the MUTCD. However,
the south leg of the subject intersection does not exist. Therefore,
the following analysis relies on traffic forecasts. Specifically,
this analysis utilizes peak hour traffic, since that is the most
predictable. This exercise involved conducting trip generation, trip
distribution, and trip assignment for the future buildings proposed
at the PVHSHC. Along with the peak hour traffic from these
buildings, traffic that would use Timberwood Drive when connected to
Snow Mesa Drive was also considered. This involved a reassignment of
Z some of the traffic currently using the Harmony/Corbett intersection
F to the Harmony/Snow Mesa intersection. Figure 1 shows the forecasted
W
W peak hour traffic at the Harmony/Snow Mesa intersection at a short
z
a range future year (approximately 2006). Appendix A contains the peak
Z hour warrant analysis sheet for a street (Harmony Road) where the
W
Z posted speed is greater than 40 mph. From this exercise, it can be
o concluded that the peak hour signal warrant would be met in the
morning and afternoon peak hours. It is likely that this
cc intersection would also meet the Four Hour Warrant criteria from
CLMUTCD, since the proposed uses generate significant traffic during
Z the course of the day, not just at the peak hours. At school
Fes- dismissal time, it is likely that the minor street left turns will be
o- increased also.

SUBJECT: Poudre Valley Health System Harmony Campus (PVHSHC) -
Healthy Living Center Transportation Impact Study

Due to time constraints, a detailed transportation impact study
(TIS) could not be prepared for the building known as the Healthy
Living Center (HLC) on the PVHSHC. The previous TIS' for the Primary
Care Medical Office Building (2/3/04) and the Medical Office Building
II (3/30/04) provided intersection operation information with a
limited turn access to Harmony Road (no signal). These memorandum,
without their appendices, are provided in Appendix A of this
memorandum. These TIS' also addressed alternative modes. The key
intersections were shown to operate acceptably. In a memorandum
dated April 22, 2004 (attached in Appendix A), the Harmony/Snow Mesa
intersection was evaluated with signal control. With signal control
at the Harmony/Snow Mesa intersection, the other key intersections
will operate better than shown in the previous TIS', since some
vehicle trips will be reassigned to other traffic movements which
were shown to be operating at a higher level of service.
The HLC will be located adjacent to the Medical Office Building
II. It will be a specialized health club facility. This land use
was shown as a proposed land use in the trip generation table in the
"Poudre Valley Hospital South Campus Transportation Impact Study,"
July 1998. The trip generation table is shown in Appendix B. In
that TIS, all of the key intersections were shown to operate
acceptably.
Given the time constraints, the consistency of development on
the PVHSHC, and the acceptable operation of the key intersections, it
is respectfully requested that further transportation analyses for
the HLC be waived at this time.
