The Poudre Fire Authority expressed concern with regard to the addressing of the units and their accessibility for emergency response. The alley, in effect, becomes a fire lane for its entire length; this is a concept PFA would be opposed to. In general, Roger of the PFA was not sure how to address their concerns at this time. The PFA will need to be included in the utility coordination meeting that Kerrie Ashbeck, of the Engineering Department, will set up. A neighborhood meeting will be required prior to the submittal of any development request involving this land. The Planning Department would make a geographical notification map upon request to proceed with such a project. The developer would be responsible for obtaining the names and addresses of property owners within the mailing area. The developer pays the City fifty cents (50¢) per name for the mailing. The City would set up the meeting and facilitate the discussion. This entire process generally takes three to four (3- 4) weeks to complete. For further information, please contact Mitch Haas of the Planning Department at 221-6641. 4. Parkland Fees of $813 per dwelling unit will be due at the time of issuance of a building permit. The closest neighborhood park to this site is Rogers Park, to the north. For further information, please contact Randy Balok at 221-6364. 5. Existing utilities include a six-inch (6") water main and an eight -inch (8") sanitary sewer main in W. Plum. These mains can be extended to the site at the developer's expense. You would be required to provide complete looping of these lines to and from West Plum Street. There is also an 8" water main in West Elizabeth, but no sanitary sewer. Plant Investment Fees and Water Rights Acquisition fees are due at the issuance of building permit; for information regarding these fees contact Mary Young at 221-6681. Water Conservation Standards for irrigation of the common area will apply. Water and sewer extension plans will need to be coordinated with all other utility and engineering plans. Please contact Roger Buffington at 221-6681 with any questions regarding these comments. 6. The Engineering Department will have to hold you to public street standards on the alley; this requires a twenty-eight (28') right-of-way, sidewalks, curbs, and gutters. You will have to provide a four foot (4') wide sidewalk as well as a curb and gutter for the length of street frontage along Plum Street. Street Oversizing Fees will be $584 per dwelling unit. It was stated that you should incorporate provisions for access to the property to the south, and this should not come off West Elizabeth Street. You will need to submit a traffic study which will address, among other things, alignment of the curb cuts in your parking area with curb cuts on the other side of the street. It was also stated that this proposal is difficult to comment on at this time, as the City really does not have existing standards to review this kind of plan. Consequently, you will need to schedule a meeting with engineering and all the other utility departments (utility coordination meeting) to discuss the various issues involved; this meeting should occur prior to submittal of preliminary plans. The site is located in the Canal Importation Drainage Basin; the Storm Drainage Fee in this basin is $6,181 per acre, subject to the runoff coefficient. Temporary on -site stormwater detention will be required for any development of the site as Master Drainage Plan improvements are not currently in existence. Flows can be released into the street system at no greater than the two-year historic rate. If the parcel on the south is to develop, an easement across the northern parcel will be necessary. Standard Drainage and Erosion Control reports must be submitted; these reports must be prepared by a Colorado licensed professional engineer. Stormwater drainage plans will need to be coordinated with all other utility and engineering plans. You will have to comply with building code requirements for zero -lot line developments, or provide the properly sized access easements between homes. You should also be careful to make sure building, overhangs do not encroach upon setback requirements. CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: November 20, 1995 ITEM: Single family, infill subdivision on the 2600 block of West Plum Street. APPLICANT: Doug Viita Ken Merritt P.O. Box 885 3521 W. Eisenhower Blvd. Fort Collins, CO 80522 Loveland, CO 80537 LAND USE DATA: Request to subdivide a lot of approximately three (3) acres into sixteen single family, detached -unit patio homes. The owner/applicant proposed rear, alley access to the homes, with the alley being dedicated as a public street. There would not be a street/road along the fronts of these homes. The site, in its entirety, is located between West Plum Street (to the north) and Rocky Road (to the west) and Timber Lane (to the east); there is an existing residence, on a two (2) acre lot to the south. COMMENTS: This site is located in the RL, low density residential, District; however, the project will have to be submitted as a Planned Unit Development (PUD) subject to the requirements of the Land Development Guidance System (LDGS). 2. The site is located in the Neighborhood Sign District, thus you will need to follow the appropriate regulations, as found in the zoning code. You will need to provide a handicapped parking space in the visitor parking area. You will also have to provide a bike rack. 3. Electrical power is available in W. Plum. Normal development charges will apply. Standard Utility easements must be provided. Light and Power will not provide street lights in the alley.. There is concern with the width of the alley regarding the proper and needed spacing between power lines and gas lines. Also, there is a strong possibility that there could be conflict between the proposed trees and the existing overhead wiring; it was suggested that fifteen (15') foot ornamental trees might work better for addressing these conflicts while still providing buffering from the existing neighbors. Light and power extension plans will need to be coordinated with all other utility and engineering plans.
