Zoning Designation/Land Use: IL Limited Industrial District NARRATIVE THE REAL ESTATE SERVICES COMPANY CONSULTANT Koll Telecommunication Joel Hendrickson, Planner 303.807.0018 Western Wireless, PCS III (Western) is proposing to develop a wireless telecommunication site by attaching nine panel antennas to an existing grain silo. The panels are placed on walk -way guard rails located at the top of the silo. The base transmitting units (BTS), the "brains" for the system, will be located at the bottom of the silo. This facility (antennas and BTS) are designed and colored to reduce visual impacts. Each of the panel antennas measure approximately 1.5 feet wide and 5.5 feet high for a total antennas area of just under 75 sq. ft. Antenna placement will not exceed silo height, while still maintaining system clarity and area coverage PCS - Personal Communications Services, represents the latest generation of wireless technology. PCS uses a digital technology instead of the currently available analog technology. Unlike analog services that pick up and send all sound in the area of the phone, digital picks up and sends only message of the sender. This gives PCS user the clarity of land line telephone service and the mobility of cell phones -- the best of both worlds. In addition to the mobility and clarity of PCS the user will now have services commonly associated with land line telephones and on-line computer services. Western's license from the Federal Communications Commission (FCC) permits Western to operate wireless telecommunication services and other services for the benefit of the public. This license also requires Western to provide adequate services to the Larimer County / Fort Collins area. Because of this requirement, it is essential that a cell site be located on this grain silo. Without this location Western's customers will experience a coverage deficiency when traveling in this area. To sum up, Western trusts the City of Fort Collins will agree that locating this facility at this particular site is both an appropriate use and contribution to the welfare of the community. As a key link in the regional PCS system, Fort Collins will become known as a community that is receptive to the needs of developing businesses, and the needs of its residents.
