Only turning movements related to the existing site driveway were counted at the access. The existing access serves some uses to the south, such as the McDonald's Restaurant. Raw count data is provided in Appendix A. This intersection operates acceptably as indicated in Table 2. Calculation forms are provided in Appendix B. This area is served by Transfort Routes 2, 3, and 11. Each route provides 30 minute headways. Routes 2 and 11 operate about 12 hours a day and Route 3 operates about 16 hours a day. There are transit stops on many nearby corners within 1320 feet of the site. Appendix C show the LOS Worksheets for the bicycle and pedestrian modes. Future level of service for these modes will be acceptable. Existing transit level of service is D, however, future level of service will be B. A calculation sheet is provided in Appendix C. Figure 2 shows the site plan for the Lofts at Campus West. As shown, access to the site will be from City Park Avenue. This is an existing, paved driveway. There are two accesses from this driveway which serve the commercial area to the south, primarily the McDonald's Restaurant. The trip distribution used in these analysis is shown in Figure 3. Figure 4 shows the site generated peak hour traffic at the key 'intersections. Figure 5 shows the short range background traffic at the key intersections. Figure 6 shows the short range total peak hour traffic at the key intersections. This is the sum of the site generated plus the background traffic. The key intersections will operate acceptably with background and total traffic as indicated in Tables 3 and 4, respectively. Calculation forms are provided in Appendices D and E. Figure 7 shows the long range background traffic at the key intersections. Figure 8 shows the long range total peak hour traffic at the key intersections. Tables 5 and 6 show the long range background and total peak hour operation. Calculation forms are provided in Appendices F and G. The key intersections will operate acceptably. It is concluded that the Lofts at Campus West will meet acceptable levels of service for transit, pedestrian, bicycle, and motor vehicle transportation modes. The Lofts at Campus West will consist of 26 N n residential condominiums. Access to the site is proposed from N City Park Avenue at a location approximately 400 feet north N of West Elizabeth Street. Given the low trip generation from the proposed use, a brief technical memorandum rather than a detailed transportation impact study was deemed to be appropriate. The proposed use will generate traffic that will be over the 50 daily trip threshold that requires a traffic study. This threshold is extremely low compared to industry standards. The trip generation for the proposed use was calculated using data contained in Trip Generation, 5th Edition, ITE. LV Residential Condominium/Townhouse (code 230) was used in this analysis. Table 1 shows the calculated trip generation for Q. a this use. The expected trip generation is 155 daily trip Z ends, 11 morning peak hour trip ends, and 14 afternoon peak " W w hour trip ends. During the site visit (10/21/97), it was noted that W z o there are two through lanes in each direction on Elizabeth Q F Street with separate left -turn lanes at City Park Avenue. o City Park Avenue has one lane in each direction with separate y left -turn lanes at Elizabeth Street. This intersection is a signalized. All approaches at the City Park/Plum intersection have a single lane. This intersection has all -way stop sign W ~ a�j control.
