To the south is an alfalfa field (Tract `B"); south of it is the former Williamson Farm. It is currently under residential/commercial development as the Westchase PUD. ' 4. To the west is Timberline Road; an agricultural field fronts the west side of the road. s A complete investigation of the possible off -site conditions was not within the scope of this ' project. However, Stewart Environmental observed no off -site facilities with a significant potential to environmentally impact the subject site. wi 3.0 RECORDS REVIEW 3.1 Standard Federal and State Environmental Record Sources Environmental Data Resources, Inc. (EDR) conducted a search of standard federal and state environmental records to obtain information concerning the subject site, as well as properties within a minimum search distance, in order to assess the likelihood of migration of hazardous substances or petroleum products from off -site sources. A copy of their report, including maps, is provided in Appendix A. EDR's findings included the following: 1. The subject property was not listed in any of the databases searched by EDR. 2. One Resource Conservation and Recovery Act (RCRA) Small Quantity Generator (SQG) of hazardous waste was identified approximately '%-mile south of the subject property. No violations were found for the RCRA—SQG permit. 3.2 Larimer County Department of Health and Environment Mr. Rich Grossman, Environmental Health Specialist, reported that he was aware of no reported environmental impacts or incidents at the subject site. He reported that Department files contain a report of the remediation of farm dumps at the Westchase PUD, which is located at the former Williamson Farm, 6116 South County Road 11 (Timberline Road). The report is titled, Report of an Assessment and Remediation of Farm Dumps at Westchase PUD, Fort Collins, Colorado, prepared for Willowood Corporation by Stewart Environmental Consultants Inc., dated January 2000. The report contains the following information: Two farm dumps were identified in the drainage that traverses the east property boundary ' of the 160-acre Westchase PUD. The former dump areas were located approximately'h- ' 417-085 Phase I Environmental Site Assessment Page 5of 10 Proposed Timberline Elementary School Site Fort Collins, Colorado Stewart Environmental Consultants, Inc. 1 2.2 Site Reconnaissance Robert Blinderman of Stewart Environmental conducted a site reconnaissance on November 6, 2001 to evaluate the existence of Recognized Environmental Conditions at the property; he was unaccompanied. This report describes Stewart Environmental's observations. ' 2.3 On -site Observations and Information The property is located at an elevation of approximately 4,955 feet above mean sea level; on -site ' topography is relatively flat. Surface gradient in the site vicinity is easterly. Climate in Fort Collins is typical of the Front Range of Colorado with annual precipitation averaging 14.79 inches per year and an average daily temperature of 48.3°F. ' The parcel is unimproved except for an irrigation ditch and grass/alfalfa vegetative cover. No surface impoundments are located on site, and no standing or ponded water was observed. Mail ' Creek Ditch, which was dry at the time of the site reconnaissance, traverses the northeastern x boundary of the property and then flows easterly off site. The main hydrologic bodies in the site vicinity are Fossil Creek Reservoir, located approximately''/z-mile to the southeast, and Fossil Creek located at its closest reach approximately 1'/z-miles to the south. Based on topography and location of hydrologic influences, regional groundwater flow direction is estimated to be southeasterly. During the site reconnaissance, we measured groundwater surface depth at 15 feet below ground surface in a temporary piezometer located at the northeast corner of the site. ' Utilities available to the property include electricity, water, natural gas, and municipal sewer. No overhead power lines traverse the property, and no transformers or other potential polychlorinated biphenyl (PCB) containing equipment was observed. ■ Stewart Environmental perused the site for signs of hazardous waste disposal, such as soil stains, odors, stressed vegetation, and dead animals. No signs of hazardous waste disposal were ' observed; on -site vegetation appeared vigorous. We also perused the site for storage of regulated/hazardous materials; no farm dumps, fuel storage tanks, regulated or hazardous materials, or unidentified substance containers were observed at the property. 2.4 Off -site Observations and Information is During the site visit, Stewart Environmental perused the surrounding neighborhood by walking and driving public roads. The following observations were made during the investigation of ' surrounding properties: 1 1. To the north is an agricultural field and a farm residence. 2. This list of non -scope considerations is not intended to be all-inclusive. ➢ Radon ➢ Asbestos ➢ Lead -based Paint ➢ Urea Formaldehyde Insulation ➢ Drinking Water Quality ➢ Regulatory Compliance of Facility ➢ Floodplains/Floodways ➢ Stormwater ➢ Indoor Air Quality ➢ Sick Building Syndrome ➢ Electromagnetic Fields ➢ Threatened and Endangered Species ➢ Historical Preservation, Landmark Buildings, and Archeological Sites 2.0 SITE INFORMATION 2.1 Site Description The proposed Timberline Elementary School site (Tract "A") is an irregular -shaped, 11.434-acre, vacant, undeveloped, agricultural parcel located approximately 0.3 miles south of the intersection of Timberline Road and Larimer County Road (LCR) 36 in the southeast portion of Fort Collins. Surrounding properties are either agricultural or under residential development. The geographic location of the site is in the South V2 of the Northwest'/4 of Section 8, Township 6 North, Range 68 West of the 6' PM, County of Larimer, State of Colorado. The site location is depicted on Figures 1 and 2. Photographs of the site are provided as Figure 3. Page 3 of 10 Stewart Environmental makes no representations as to the condition of the site subsequent to the time of its investigation. Stewart Environmental used reasonable diligence and its professional judgment consistent with industry standards in order to detect possible contamination at the site. However, no environmental site assessment can wholly eliminate uncertainty regarding the potential for environmental conditions in connection with a property. Performance of this Phase I Environmental Site Assessment is intended to reduce, but not eliminate, uncertainty regarding the potential for environmental conditions in connection with the property. Therefore, Stewart Environmental cannot be held accountable for conditions or information that remained unknown at the time of this report. In addition, nothing in this report should be construed as a legal opinion. If legal advice is required, an attorney at law should be consulted. 1.5 Scope of Services The following tasks were completed during the investigation: ➢ Reviewed records to help identify Recognized Environmental Conditions in connection with the property and area properties. ➢ Performed a site reconnaissance to attempt to identify Recognized Environmental Conditions, such as the presence of any hazardous substances or petroleum products, on the property. The site reconnaissance also included visual observations of the general type of current uses of properties in the surrounding areas as observed from public thoroughfares. ' ➢ Conducted interviews with persons knowledgeable of the property. ➢ Contacted local government officials to obtain information on environmental conditions at the property. ➢ Reviewed standard historical use sources to develop a history of the previous uses or Ioccupancies of the property and surrounding area in order to identify those uses or occupancies that are likely to have impacted the property. ➢ Prepared a report of the findings of the site assessment, including Stewart Environmental's opinion of the impact of Recognized Environmental Conditions in connection with the property. 417-085 Phase I Environmental Site Assessment Proposed Timberline Elementary School Site Fort Collins, Colorado Page 2 of 10 1 Stewart Environmental Consultants, Inc. 1.0 INTRODUCTION 1.1 Authorization In October 2001, Ms. Tammy Simpson of Poudre School District R-1 authorized Stewart Environmental Consultants, Inc. to perform a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Standard Practice E 1527-00 of the proposed Timberline Elementary School site, Fort Collins, Colorado. 1.2 Purpose A,. Environmental assessments are conducted to assist in identifying recognized environmental ' conditions in connection with a property. "Recognized Environmental Conditions" refers to the presence, or likely presence, of any hazardous substances or petroleum products on a property under conditions that indicate an existing, past, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. Phase I Environmental Site Assessments performed in conformance with the scope and limitations of ASTM Standard Practice E 1527-00 are conducted to permit a user to satisfy one of the requirements to qualify for the Innocent Landowner Defense to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liability; that is, the practices that constitute all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary practice as defined in 42 USC 9601(35)(B). ' 1.3 Exceptions to ASTM Standard Practice E 1527-00 This investigation included no known exceptions to the Standard Practice. 1.4 Limitations ' This report was prepared for the exclusive use of Poudre School District R-1. The use of this report and information contained herein by others, in whole or in part, is not authorized without the written mutual consent of Poudre School District R-land Stewart Environmental. This investigation was performed in substantial conformance with the scope and limitations of ' ASTM Standard Practice E 1527-00; it is based strictly upon field observations made by Stewart Environmental during the project, information provided by persons interviewed, and information contained in records pertaining to the site. The findings and conclusions drawn from this ' environmental assessment are based on conditions observed at the time of the assessment. Larimer County Department of Health and Environment ' records show that the Department issued a No Further Action letter to Willowood Corporation in February 2000 in association with the completed cleanup of the two farm dumps. rlBased on remediation of -the dumps and a southeasterly groundwater gradient, it is Stewart Environmental's opinion that the former dump sites have no significant potential to environmentally impact the subject site. ' 4. None of the following were observed on site: underground storage tanks, transformers or other potentially polychlorinated biphenyl (PCB) -containing equipment, signs of hazardous waste disposal, regulated/hazardous materials, farm dumps, unidentified ' substance containers, or environmental impacts or incidents from use of agricultural chemicals. 5. This assessment has revealed no evidence of significant environmental impairments in connection with the subject site. Based on the findings of this assessment, no further investigation regarding environmental conditions at this property is recommended at this time. However, environmental regulations are in a constant state of change. Consequently, routine.environmental site assessments and/or compliance audits should ' be conducted to protect the value of the property. 6.0 ASSESSOR QUALIFICATIONS Stewart Environmental has performed environmental consulting services for more than 2,900 different clients since 1980.Over 1000 of these services have been Phase I Environmental Site Assessments. With a staff of 22 professional engineers, scientists, and technicians, Stewart Environmental is qualified to perform environmental site assessments. ■ The following is a list of key Stewart Environmental personnel and their responsibilities on this project: ' ➢ Richard G. Blinderman, REPA -- Environmental Scientist a t� Mr. Patterson (registered professional engineer) provided overall project administration and project review. Mr. Blinderman (M.S. Natural Sciences, M.S. Industrial Science, registered environmental property assessor, and certified asbestos building inspector) performed the records ' review, site reconnaissance, interviews, local governmental official contacts, and standard historical use source review and prepared the report of the findings of the site assessment. 417-085 Phase I Environmental Site Assessment Page 9 of 10 Proposed Timberline Elementary School Site Fort Collins, Colorado ' Stewart Environmental Consultants, Inc. properties located approximately 0.3 miles south of the intersection of Timberline Road and Larimer County Road 36 in Fort Collins, Colorado. The Phase I assessment was performed in substantial conformance with the scope and limitations of ASTM Practice E 1527-00 and included a site reconnaissance, regulatory agency database review, personal interviews, investigation of surrounding properties, and site history review. Any exceptions to, or deletions from, this Practice are described in Section 1.3 of this report. The purpose of the assessment was to identify potential environmental liabilities associated with the site. r Based on the findings contained in this report, the following conclusions have been drawn and ' opinions and recommendations made: Findings, Conclusions, Opinions and Recommendations 1 1. The proposed Timberline Elementary School site is an irregular -shaped, 11.434-acre, vacant, undeveloped, agricultural parcel located approximately 0.3 miles south of the intersection of Timberline Road and Larimer County Road (LCR) 36 in the southeast portion of Fort Collins. Surrounding properties are either agricultural or under residential development. The geographic location of the site is in the South '/2 of the ' Northwest'/4 of Section 8, Township 6 North, Range 68 West of the 6' PM, County of Larimer, State of Colorado. The site location is depicted on Figures 1 and 2. ' Photographs of the site are provided as Figure 3. 2. Research of historic property uses indicates that the subject parcel has never been ' developed. The only identified use of the property was agricultural; no previous on -site improvements were identified. Prior use of adjoining properties was also agricultural. 3. The database search of available ("reasonably ascertainable") standard federal and state environmental record sources identified no recognized environmental conditions on the subject property. ■ Within the ASTM 1527-00 search radius of the subject property, one Resource Conservation and Recovery Act (RCRA) Small Quantity Generator (SQG) of hazardous ' waste was identified approximately''/8-mile south of the subject property. No violations were found for the RCRA—SQG permit. No other recognized environmental conditions were identified in the database search of federal and state environmental records and contacts with regulatory agencies. The RCRA-SQG permit was related to cleanup of two farm dumps in the drainage that traverses the east property boundary of the 160-acre Westchase PUD on the former Williamson Farm. The former dump areas were located approximately''/s-mile and %- mile east and southeast, respectively, of the subject parcel. The dumps were remediated 417-085 Phase I Environmental Site Assessment Page 8 of 10 Proposed Timberline Elementary School Site Fort Collins, Colorado ' Stewart Environmental Consultants, Inc. 1 4.2 USGS Topographic Map ' Stewart Environmental reviewed the USGS topographic maps, Loveland Quadrangle, Colorado - Larimer County, 1962, photorevised 1984 and Fort Collins Quadrangle, Colorado - Larimer ' County, 1960, photorevised 1984. The maps indicated that no improvements existed at the subject property from 1960 through 1984. We detected no evidence from the maps of land uses that could adversely affect the site. 4.3 Historic Aerial Photographs ✓� Historic aerial photographs were reviewed to provide an historic perspective of the site. The photos were obtained from the Larimer County Planning Department and were photographed in ' 1974, 1981, and 1987. In each of the photos, the site appeared to be in agricultural use. The photos indicate the site and surrounding properties appear much as they presently exist. No evidence of activities that could adversely affect the site was detected from the photographs. 4.4 City Directories Stewart Environmental reviewed Fort Collins Street directories in approximate 5-year intervals from 1940 to the present to determine past occupants and uses of the site. The directories were reviewed at the Fort Collins Public Library. Since the site has never been developed, it has no street address and therefore is not listed in the directories. Until recently, the site was located beyond the city boundaries and properties in this area were not listed. Therefore, no information ' was obtained from the directories. 4.5 Fire Insurance Maps ., Environmental Data Resources provided the following information: ' "This document reports that the larges and most complete collection of Sanborn fire insurance maps has been reviewed based on client -supplied information, and ' fire insurance maps depicting the target property at the specified address were not identified [The document states], NO COVERAGE. The dumps were remediated during the winter of 1999. Larimer County Department of Health and Environment records show that the Department issued a No Further Action letter to Willowood Corporation in February 2000 in association with the completed cleanup of the two farm dumps. ' Based on remediation of the dumps and a southeasterly groundwater gradient, it is Stewart } Environmental's opinion that the former dump sites have no significant potential to environmentally impact the subject site. Item 2 in Section 3.1, above, relates to the remediation of the farm dumps. The owners of the Williamson Farm were required to obtain a RCRA-SQG permit in order to dispose of material excavated from the dump. 4.0 HISTORICAL USE INFORMATION b 4.1 Interviews Mr. William Owen, former owner of the subject site, reported the following: ' ➢ He owned and farmed the subject property from 1956 until 1999. The subject site, along with the 24-acre Tract "B" to the south, were parceled out of an approximate 80-acre parcel. He still owns the remaining land north of the subject site. ' ➢ He was aware of no prior development of the property. ., 1 ➢ He was aware of no past environmental law violations or liens on the subject property. ➢ No past or pending lawsuits or administrative proceedings were filed against him with regard to the release of hazardous substances or petroleum products. ➢ He was aware of no historic spills, releases, or other sources of environmental contamination or environmental impacts/incidents at the site.
