CONCLUSIONS ' This study assessed the impacts of Fossil Creek Park on the short range and long range street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: ' - The development of Fossil Creek Park is feasible from a traffic engineering standpoint. At full development, Fossil Creek Park ' will generate approximately 1900 daily trip ends, 388 morning peak hour trip ends, and 500 afternoon peak hour trip ends. ' - In the short range future, given full development of Fossil Creek Park and an increase in background traffic, the Lemay/Fossil Creek Park Access and Fossil Creek/Fossil Creek Park Access intersections will operate acceptably. - In the long range future, given full development of Fossil Creek Park, the Lemay/Fossil Creek Park Access and Fossil Creek/Fossil Creek Park Access intersections will operate acceptably during the peak hours. The short range and long range geometry is shown in Figure 10. Provision of a channelized T-intersection at the Lemay/Fossil Creek Park Access intersection will improve the operation at this intersection. The City should consider this type of control in place of potential signalization. Acceptable level of service is achieved for bicycle and transit modes based upon the measures in the multi -modal transportation guidelines. With regard to pedestrian level of service, gaps in the sidewalk system should be filled in by adjacent property owners. 19 was developed in Larimer County, and as such, sidewalks were neither required nor built. It is incumbent upon the adjacent property owner to build sidewalks where they do not currently exist. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of Fossil Creek Park. Fossil Creek Park will have direct connectivity to bike lanes on Lemay Avenue and Fossil Creek Parkway. The bicycle LOS worksheet is provided in Appendix D. Transit Level of Service Currently, there is no transit service in the area. In the future, transit service will be improved. In the future, there will be 30 minute transit service on Lemay Avenue. It is anticipated that the level of service will be in the D category with implementation of the City's Transit Development Plan. The analysis results provided in Tables 2 and 3 show the operation of the Lemay/Fossil Creek Park Access intersection as a conventional T- intersection and as a channelized T-intersection. The operation of the minor street left turns will be much better (less delay) with the channelized T-intersection. This is especially evidentin the long range future. However, if the City chooses to implement a channelized T-intersection at this location to mitigate forecasted long range delays, the decision should be made for the short future, since it has cross sectional implications on Lemay Avenue. No auxiliary turn lanes are shown at the Fossil Creek Parkway access to the site, based upon criteria contained in the "Intersection Channelization Design Guide," NCHRP279, TRB. Pedestrian Level of Service Appendix D shows a map of the area that is within 1320 feet of Fossil Creek Park. There will be five pedestrian destinations within a quarter mile of Fossil Creek Park. These are all residential areas that are around the park: 1) Miramont, 2) Southridge Greens, 3) Pheasant Drive, 4) Huntington Hills, and 5) Fossil Creek Estates. This site is in an area type termed "other." The Pedestrian LOS Worksheet is provided in Appendix D. The minimum level of service for "other" is C for all measured categories. The Fossil Creek Park will provide pedestrian connections in all directions. The only area of discontinuity is in the Fossil Creek Estates area. Figure 4 shows the trip distributions used for both the short range and long range analysis futures. Background Traffic Projections Figures 5 and 6 show the respective short range and long range background traffic projections. Background traffic projections for the short range and long range future horizons were obtained by reviewing the NFRRTP, the Huntington Hills Apartments traffic study, and contacting Fort Collins Transportation Planning staff. The traffic forecasts reflect the connection of Fossil Creek Parkway between College Avenue and Lemay Avenue. Trip Assignment Trip assignment is how the generated and distributed trips are ' expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Figure 8 shows the total (site plus background) short range peak hour traffic at the key intersections. Figure 9 shows the total long range morning and afternoon peak hour traffic at the key intersections. Sight Distance An intersection sight distance analysis was conducted at the primary access to Lemay Avenue, since there is a crest vertical curve to the south. For an arterial street, the minimum corner sight distance is 500 feet. The sight distance at the proposed intersection is in excess of 900 feet. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Based upon the long range peak hour traffic forecasts, a signal may be warranted at the Lemay/Fossil Creek Park Access intersection. However, this is not a desired location for a signal. Therefore, this intersection was analyzed as a channelized T- intersection. As the name implies, this solution is only considered at T-intersections. It allows minor street left turns to enter a median refuge lane with minimal conflicts, and then enter the northbound through traffic lanes in a merging maneuver. PROPOSED DEVELOPMENT Fossil Creek Park is proposed to be an "active" park, located west of Lemay Avenue and south of Fossil Creek in Fort Collins. Figure 3 shows a site plan of Fossil Creek Park. The short range analysis (Year 2003) includes development of Fossil Creek Park and an appropriate increase in background traffic. The long range analysis year is considered to be 2020. The site plan shows two public accesses to Fossil Creek Park. The primary access will be from Lemay Avenue at a T- intersection, approximately 400 feet south of the access street to Southridge Greens Golf Course. Approximately 80% of the parking areas will be accessed from Lemay Avenue. There will also be an access to Fossil Creek Parkway just south of the future bridge across Fossil Creek. This access will serve 20% of the parking area within Fossil Creek Park. A right-in/right-out access to Lemay Avenue is shown approximately 900 feet south of the primary access. This is not intended to be a public access, but will serve the maintenance area. There are numerous pedestrian and bike access locations around the perimeter of the site. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 6th Edition, ITE is normally used to estimate trips that would be generated by the proposed/expected uses at this site. However, the trip generation information was deemed to be unreliable for the type of .park intended. Fossil Creek Park will be an "active" park with ball fields, tennis courts, and a recreation center. It will be similar, in function, to Rolland Moore Park. Conversations with Fort Collins Parks and Recreation staff indicated that it was expected that the traffic expected at Fossil Creek Park would be approximately 75% of that generated at Rolland Moore Park. Therefore, in order to conduct a conservative analysis, signal design volumes for the Shields/Rolland Moore intersection were obtained from the Fort Collins Traffic Operations staff. These volumes were factored (75%) and are shown in Table 1. The daily traffic was estimated using the ratio of afternoon peak hour trip generation versus daily trip generation from Trip Generation, 6th Edition, ITE. EXISTING CONDITIONS The location of Fossil Creek Park is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily recreation and residential. Southridge Greens Golf Course is adjacent to the site to the east, across Lemay Avenue. Residential uses exist or are planned in all other quadrants. The center of Fort Collins lies to the north of Fossil Creek Park. Roads The primary streets near the Fossil Creek Park site are Lemay Avenue and Fossil Creek Parkway. Lemay Avenue is to the east of Fossil Creek Park. It is a north -south street designated as an arterial in the Fort Collins Master Street Plan. In this area, Lemay Avenue currently has a two-lane cross section. It is expected that Lemay Avenue will be widened to its full arterial cross section with the Fossil Creek Park development. Widening will likely occur on the west side of Lemay Avenue. This will minimize the existing horizontal curve on Lemay Avenue. It will also maximize the distance between Lemay Avenue and the 14t" hole on Southridge Greens Golf Course. Fossil Creek Parkway is west of Fossil Creek Park. It is an east - west street designated as a collector on the Fort Collins Master Street Plan. Currently, it is has a two-lane cross section with a wide raised center median east of College Avenue. West of Lemay Avenue, it has a two-lane collector street cross section. Currently, Fossil Creek Parkway is not completed between College Avenue and Lemay Avenue. The bridge across Fossil Creek is under construction. By/before the short range (2003). future, it is expected that Fossil Creek Parkway will be opened to traffic. Existing Traffic Recent peak hour link volumes are shown in Figure 2. These counts were obtained for the "Huntington Hills Apartments Transportation Impact Study," November 1998. Pedestrian Facilities Pedestrian facilities in this area are sporadic. Sidewalks exist along Lemay Avenue to the north and south of the Fossil Creek Park site, but not in the segment that will be adjacent to the site. There 2 I. INTRODUCTION This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed Fossil Creek Park. Fossil Creek Park is located west of Lemay Avenue, south of Fossil Creek in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project planning consultant (BHA Design), the Fort Collins Parks and Recreation staff, the Fort Collins Transportation Planning Staff, and the Fort Collins Traffic Engineering Staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines.
