Based upon City design criteria, the design speed for a collector street is 40 mph. it :will be posted at:30-35 mph. The corner sight distance is 400 feet in both,directions from the intersection. This segment of. Fossil Creek Parkway does not currently exist. However, from available plan:: and profile drawings for this street, the corner sight distance at the proposed access exceeds 400 feet. There appears to be a ^mound" on the west side of Fossil Creek Parkway, just to the south of the proposed access. This mound may need to be modified in order to have proper sight lines when the access is built. This should be further evaluated as the site plan is refined. The design drawing for Fossil Creek Parkway shows that the roadway is 40 feet wide at the proposed access. This width provides for one travel lane in each direction and 8 foot bike lanes on each side of the street. There is no provision for a center -turn lane on Fossil Creek Parkway. This access goes into a 137 space parking lot. No evaluation of the need for a southbound left -turn lane on Fossil Creek Parkway has been conducted. This evaluation would be made as part of the traffic study for Fossil Creek Park. However, be aware that if a left -turn lane were needed on Fossil. Creek Parkway, it would extend across the proposed bridge over Fossil Creek. The bridge, as shown on the design drawings, is not wide enough to accommodate the width of a center -turn lane. The accesses are: • r (O N 1. A full -movement intersection on the west side of Lemay > e Avenue, located approximately 400 feet (on -centers) south of Muirfield way (access to Southridge Greens Golf �j Course). 2. A right-in/right-out intersection on the west side of 2 Lemay Avenue, located approximately 1400 feet (on- centers) south of Muirfield Way., This provides access to 0 the park maintenance area and, as such, will not be used N (L by the public. C N 3. A full -movement intersection on the east side of Fossil N Creek Parkway (future), located approximately 150 feet south of the bridge across Fossil Creek. Lemay Avenue is classified as an arterial street. Based upon City design criteria, the design speed for an arterial street is 50 mph. It will be posted at 35-45 mph. The corner sight distance is 500 feet in both directions from the intersection (stopped vehicle). From available site plans, the corner sight distance at the proposed full -movement access to Lemay Avenue exceeds 500 feet. The crest of the hill to the: south of this access is greater than 500 feet from the access. It is my understanding that widening of Lemay Avenue in this area will occur on the west side of the current Lemay Avenue Ld alignment. It is expected that the cross section of Lemay Avenue in a;n this area will be the same as the existing cross section to the ? north. As such, there will be provision for a northbound center w :W left -turn lane on Lemay Avenue approaching this access. There will _. not be left -turn conflicts.at any nearby intersections. The proposed (� location of the proposed full -movement access to Lemay Avenue is s W acceptable. It is not likely that traffic signal warrants would be J met at the proposed full -movement access to Lemay Avenue. However, W;z o at the times when there is a mass exit from a large park event, there will be delays to traffic exiting to Lemay Avenue, particularly left turns from the park to northbound Lemay Avenue. The average delay • 7 can be calculated from the forecasted traffic analysis as part of the a traffic study for Fossil Creek Park. BOO fo W The proposed right-in/right-out access is shown at/near the W crest of the hill on Lemay Avenue. The corner sight distance to the 'U right (north) should be 500 feet. From available site plans, it appears that the sight distance exceeds 500 feet. The site plan jr— shows some landscaping on the west side of Lemay Avenue to the north Q :~ of the proposed access. This location and size of the landscaping should be evaluated in greater detail as the site plan is refined.
