Topic: Erosion Control Plans Number: 57 NORTHERN Created: 3/23/2007 [3/23/07] Specify what sheets are being used as erosion control plans, label appropriately, provide erosion control standard notes, schedule and details. Provide erosion control efficiency talcs, and escrow. Use tru dams in parking lot inlet. Provide silt fence along disturbance in the channel. Response: The erosion control was placed on the Overall Grading Plan and noted in the title. Erosion Calcs are in the Drainage Report (Appendix F). Topic: Grading Plans Number: 56 NORTHERN Created: 3/23/2007 [3/23/07] Clean up text make it scannable. Response: We may need to make pdf's for you. There is a lot of information in some areas, and it is difficult to separate it out. Add concrete pans to swale at less than 2 % at eastern edge of parking lot, as well as to the bottom of the detention pond. Response: Pans were added to the pond and swale bottom. Add notes that require that the channel disturbance will be limited to the delineated construction area. Response: A note has been added to restore channel to predevelopment conditions. Grading on USDA property will require an easement from that property owner. Response: No grading will be done on USDA property. Be sure and return all of your redlined plans when you re -submit. Response: We did not receive the comments in red -line form. Please label the property lines on the Lighting Plan. Response: Property line has been more clearly defined. CEI 18. At the northeast comer of the site, the expanded parking lot is bordered by two residential projects in Rigden Farm. While foot-candle levels appear low in this area, it is difficult to evaluate the impact on the two abutting residential projects without a clear property line demarcation. Even though the property line is not discernable, please consider reducing the five double -headed poles in this area to single -headed. The lamps of the east -facing heads will be visible from these properties and may be considered an inappropriate intrusion. Since the last rows of parking in this area are remote, and may not even be used during the night, illumination levels can and should be lowered when directly abutting residential dwelling units. Response: Single head poles have been used as requested and the photometrics show the revised illumination levels. CEI 19. The Lighting Plan would provide better illumination if the fixtures were staggered or offset from each other. The alignment of fixtures directly aligned across from each other is not the most efficient or comfortable lighting for the user. Small target visibility (children) is improved with staggering. Response: New lighting poles have been adjusted to create a staggered pattern as requested to the extent that we can, given the original layout. NOTED 20. Please note that due to scheduling conflicts, the City's Environmental Planner has not yet reviewed the Lighting Plan. Additional comments may be forthcoming with regard to the potential impacts on the Foothills Channel. Department: Stormwater-Water-Wastewater Issue Contact: Basil Harridan Topic: Demolition Plans Number: 54 NORTHERN Created: 3/22/2007 [3/22/071 Please indicate what will be done to the existing tiles/pipes that are located within the future construction area. These should be called out to be abandoned and removed if no longer in use, otherwise, they should be tied back into any subdrain system they may be serving. Response: The removal/abandonment of the pipes has been show on the demolition plan. Indicate which existing storm sewers are to be protected in place. Response: A note has been added to the plans to protect the existing storm. Indicate any existing trees that will be protected, specifically in the channel area. Response: We will not be affecting any trees In the channel area. Topic: Details Number: 55 NORTHERN Created: 3/23/2007 [3/23/07] Please use the updated water quality outlet detail, there is one new revision to the detail used. I can email you a copy of the latest detail, if you send me a request at bhamdan(cDfcgov.com Response: The outlet structure detail has been replaced. Please turn on the layer for the inlet detail. Page 10 9. On sheet 4, please describe how the Loading Dock is to be screened. Will a screen wall be provided or is screening relying solely on plant material? If only plant material, please be sure that it is of sufficient mass and opacity to be effective. Unless there is a screen wall, the proposed shrubs may be ineffective. Reference: Plant material has been revised to provide better screening throughout the year. BHA 10. On sheets 4,5 and 8, please describe the existing condition on the strip of land north of the drive immediately north of the proposed addition. Response: Existing plantings have been added to landscape plans to provide better understanding of existing site conditions LARSON 11. Regarding the architecture of the proposed auditorium, Staff is concerned that, in general, the exterior materials selected for the proposed addition lack depth and texture. Given the massive scale of the building, there is not enough relief. For example, there is an over -reliance of "stucco" which we believe to be E.I.F.S_ on large walls. This results in a bland and non -articulated structure. Response: The building design will be reviewed when a more specific design proposal is made in the future. Currently, the design is too conceptual to get specific with materials. Only building massing is proposed, and future design will be subject to review as such point in time. LARSON 12. The north wall should be enhanced with elements that provide additional horizontal and vertical relief. The height of the "stone" (cultured?) base is minimalist compared to the height of the wall. This base should be raised to provide effective relief. Response: When the design is developed, horizontal and vertical relief will be an objective. At present, only the massing is proposed, with the design subject to review when developed. LARSON 13. The east and west walls could be enhanced by repeating the angled roof line with reveals or texture change in materials. Such reveals or textural changes should be of sufficient depth to create shadow lines. This will help break up the mass and offset the heavy use of the aluminum curtain wall. Response: Same as above LARSON 14. The colored rendition of the building indicates, perhaps unintentionally, a surprisingly lack of color contrast in the materials. Perhaps a darker stone base could be used. In addition, please consider a color change for the modules protruding off the east and west walls. This will allow the sloping roof to stand out with more emphasis. Response: Same as above CEI 15. On the Lighting Plan, please modify the Point -by -Point Illuminance Plot by using maximum initial installed illumination, not a light loss factor of 0.75. Response: Point -by -Point has been modified to show initial lumens with no light loss factor. CEI 16. On both of the Schedule of Luminaires, be sure that the selected fixtures match the existing used on the site. The lamp and wattage should match. The manufacturer, pole height and color should match. Response: Schedules have been revised to match existing luminaire wattage and a note has been added for contractor to match existing. Response: No wall signs are planned at this current time Comments from Current Planning: Br _: Al 1. The information provided describing the Major Amendment should be revised. There needs to be a clear indication of what is existing, what was done for the Minor Amendment and what constitutes the Major Amendment. This information should be provided in an easy -to -read table on both the site plan and in the Planning Objectives. Also, the Planning Objectives should be expanded to provide a description or a compare -and- contrast analysis of what is changing. For example, please state or depict that as a result of this Major Amendment (and the recently approved Minor Amendment) that four accessory buildings and a soccer field are being removed in favor of an expanded parking lot. A more concise and thorough description of the magnitude of changes will help the Planning and Zoning Board understand the project. Response: Information has been revised on the site plan and in the planning objectives BHA 2. Please provide a legal description on sheet one. Response: Legal description has been added BHA 3. In the lower right corner of sheet one, please provide the title "Timberline Church Major Amendment' in large font. Then, in smaller font, state "Being an Amendment to Timberline Church P.U.D. — approved on November 18, 1999." Response: Title has been added BHA 4. On sheet one, please provide a smaller vicinity map that will scan and reproduce and an Index of Sheets. Response: Vicinity map has been revised BHA 5. The minor amendment includes phase 2 and some parking changes on the south, including trash dumpster locations. However, the major amendment also shows parking and trash changes on the south, but they are different from those shown on the minor amendment. Which plan is correct? If it's the major amendment, then should the minor amendment be withdrawn? Response: The Major amendment will supersede the minor amendment but we would like the minor amendment to proceed. Will large numbers of private passenger vehicles be able to yield to emergency vehicles, if the private vehicles do not enter or exit (particularly exit) the parking lot other than at the traffic signals? Response: As we discussed in our meeting, the Church would like to help inform members of the best ways to exit services at the end of a service. The goal is to inform of the bestlmost efficient ways to leave the site while reducing congestion. If this is so, then the traffic study needs to be revised to analyze the queues for the SB left turns into the site to determine if there will be an impact to the SB through lanes. The fire lane shall be located so that it provides unobstructed access to the Fire Department (automatic sprinkler) Connection. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval PRIOR to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. Have appropriate maintenance agreements that are legally binding and enforceable. Be designated on the plat as an Emergency Access Easement. Maintain the required minimum width of 20 feet throughout the length of the fire lane. 97UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1 Response: Northern has met with Carie. We have included with this submittal the exhibit and description for the Fire Lane. Number:8 NORTHERN Created:3/6/2007 [3/6/07] WATER SUPPLY: Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter. If possible, a fire hydrant shall be located within 75 feet of the Fire Department Connection. 97UFC 901.2.2.2 Response: Northern met with Carie and discussed the existing hydrant locations and the minor relocation. Number:18 LARSON Created:3/6/2007 [3/6/07] AUTOMATIC FIRE SPRINKLERS: The proposed additions (Phases 2 and 3) shall be equipped with automatic fire sprinklers; this sprinkler system shall form a single system with the existing sprinkler system. Please note on the site plan, the location of the FDC. 97UBC Table9-13 (City of Fort Collins Amendment). Response: The existing building is equipped with an Automatic Fire Sprinkler System. Future additions shall alos be provided with Automatic Fire Sprinkler systems. A variance request should be submitted addressing this. I don't foresee a concern with its approval, but it should at least be submitted for evaluation. (Note: This observation is based upon the present design submitted with a right turn lane that extends along the CSU property.) Response: See the response to comment 38. Number:37 NORTHERN Created:3/14/2007 [3/14/07] The construction of the right turn lane appears to have a substantive impact on the CSU property. Sheet 13 of the construction plan set even shows a proposed contour line cutting through one of the buildings and a 25% grade from the sidewalk to that building. What is the plan for mitigating the impact to CSU? Will a building be removed? A letter of intent is required from CSU prior to a hearing. Response: See me response to comment 36. With the assumption that the minor amendment will be approved prior to the major amendment, please add a note at the time of mylars for the major amendment indicating the approval date of the minor amendment. Response: A shaded gray area is used to differentiate the minor amendment from the major amendment area. The approval date of the minor will be added at the time of mylars. Response: The minor amendment was not faded on the civil drawings because the site contractor will be building from the plans and we didn't want to cause confusion on what was to be included. The Limits of Development (LOD), once established, shall be show on all of the plans referenced above. Response: Northern has incorporated the LOD provided by BHA and has indicated the top of embankment for the Foothills Channel. The channel embankment was shown on the grading plan only, because of the amount of information on other sheets (to avoid excess clutter on sheets). Number:27 BHAINORTHERN Created:317/2007 [3/7/07] The Demolition Plan sheets show many existing trees to be removed. There is no mention whether or not any of the removed trees will be saved and eventually replanted as part of the Landscape Plan. The potential removal of this many trees will impact the amount of solar radiation coming off of the paved surfaces and the visual quality of the site. At a minimum, contact Tim Buchanan, the City Forester to address this issue. Tree protection standards need to be added to the Demolition plans for the trees shown to be protected, per Section 3.2.1(F), of the LUC. Response: Existing trees will be transplanted or protected - see landscape plan for new locations. Response: Northern has indicated that tree relocations must be coordinated with Landscape Plans. First, a site visit is necessary to determine if an Ecological Characterization Study will be needed per Section 3.4.1(D) of the LUC. Second, until the feature (the Foothills Channel) has been physically defined, the location of the buffer cannot be established. After the location of the buffer has been established per Section 3.4.1(E)(1) and the Buffer Zone Table of 3.4.1(E), a determination will be made on the size of the buffer. Third, the landscape material within the buffer as shown on the landscape plan does not meet the standards as articulated in Section 3.4.1(E)(1)(e) and (g).
