Landscaping_ • Appropriate landscaping will be installed in the parking area, around the building, and at the entrances. Circulation: The two existing Timberline Road access points, and the existing accesses from Illinois Drive and Iowa Drive to the north will continue to be used. A north bound right turn lane is proposed at the southern access on Timberline Road for improved access. Wetlands and Natural Areas: • There are no wetlands or natural areas on the church property. However, the Foothills Channel borders the southeast edge of the site. (iii) Proposed ownership and maintenance of public and private open space areas. • The owner will be responsible for the maintenance of the site. (iv) Estimate of Number of Employees for Commercial and Industrial Uses • Timberline Church currently employs more than 90 people including approximately 50 full-time and 40 part-time personell. The number of employees will grow as the church expands, but it is difficult to determine the ultimate number of employees at buildout. (v) Description of rationale behind assumptions and choices made by the applicant • This project will comply with applicable city standards in an effort to create a satisfactory addition to the city. (vi) Variances • There are no variances being requested at this time. (vii) How Conflicts Between Land Uses are Being Avoided • There are no wetlands or natural areas on the site, and the project exceeds the minimum buffer requirements to the adjacent Foothills Channel. (viii) Neighborhood meeting • Per meeting with Ted Sheppard on 10-30-06, a neighborhood meeting is not required for this project. (ix) Project name and previous project names. • The project name is Timberline Church PUD. Statement of Planning Objectives Page 2 of 2 4b w Timberline Church PUD Property Owners within the Boundaries of Development Timberline Church 2908 Timberline Road Fort Collins, CO 80525 General and Limited Partners and/or Officers Daryl Northrop Benjamin I Brack Sr. Statement of Planning Objectives (i) Statement of appropriate City Plan Principals and Policies The proposed Timberline Church major amendment is consistent with the City's Comprehensive Plan as per the following: • The church property is located within the LMN zone district. Section 4.5(B)(3)(b)4 lists "Places of worship or assembly with a building footprint exceeding 25,000 SF" as a permitted use subject to review by the Planning Commission. Public improvements include a proposed right -turn lane on Timberline Road as well as some utilities within the property. The church building will be expanded in two phases and associated parking will be added in the south and east portions of the site. Traffic flow patterns within the church property are being modified in order to improve circulation. Bicycle and pedestrian access within the site as well as connectivity to trails and other properties in the area are an integral part of the design. There are no natural areas or hazardous materials on site, but the Foothills Channel borders the southwest edge of the church property. (ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and Natural Areas Open Space: • A new detention pond will be created in the west portion of the site for water storage and quality. Buffering: • Landscaping will be installed around parking areas to buffer them from adjacent roadways and adjacent properties.
