The materials used for the Blevins Junior High School will compliment the existing school. The fascia line on the existing school building will be carried over through the gymnasium addition and is proposed to be 10" fluted concrete block. The remainder of the addition is proposed to be 10" split face concrete block. The height of the addition is approximately 13-14' higher than the existing building. 5. Neighborhood Compatibility The existing schools and proposed gymnasium additions are compatible with the surrounding residential neighborhoods. Both proposed gymnasiums are designed to accommodate evening and weekend used by the public. No neighborhood meetings were held regarding the additions. FINDINGS OF FACT/CONCLUSION: 1. Colorado Revised Statutes provides for City review of school projects in an advisory capacity. 2. The proposed gymnasium additions to Webber Junior High School and Blevins Junior High School are consistent with the R-L, Low Density Residential zoning district. 3. The proposed additions are compatible with the existing junior high schools and surrounding residential land uses. RECOMMENDATION: It is recommended that the Planning and Zoning Board advised the Poudre School District that the design and location of the proposed gymnasium additions to Webber and Blevins Junior High Schools are appropriate. 11 • Poudre School District, Blevins Junior High and Webber Junior High Gymnasium Additions --Advisory Site Plan Review, #13-97 July 17, 1997, P & Z Meeting Page 3 B. Section 31-23-209, C.R.S., provides that no public building shall be constructed or authorized in a city until the location, character and extent thereof has been submitted for approval by the Planning and Zoning Board. In the case of disapproval by the Planning and Zoning Board, it shall communicate its findings to the School District. The disapproval of the Planning and Zoning Board may be overruled by the School Board by a vote of not less than two-thirds of its membership. Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a finding as to the location, character, and extent of the public buildings and structures relative to the adopted Master Plan of the city. Such findings help to ensure that the proposed site and structures conform to the adopted plan of the community. In addition, Section 22-32-124, C.R.S., calls for the Planning and Zoning Board to review and comment upon the site development plan for the proposed school site, and, if it desires, "...request a public hearing before the Board of Education relating to the proposed site location or site development plan" prior to any construction of structures or buildings. In addition, the Planning and Zoning Board may review the details of the site development plan itself. It should be noted that these two projects have already begun construction. While Board review may be less than ideal based on this timing, some comments regarding design/materials may remain viable. 3. Land Use: Public schools are a permitted use in the R-L, Low Density Residential zoning district. The proposed gymnasium additions are compatible with the existing junior high schools and with the existing residential land uses in the area. 4. Design: The proposed 9,342 square foot gymnasium addition to Webber Junior High School results in an 8.5% increase of building footprint (it is currently 110,378 square feet). The addition to Blevins Junior High School results in a 10% increase in building footprint (Blevins is currently 93,815 square feet). The gymnasium additions for both Webber and Blevins Junior High Schools will be consistent with the character of the existing buildings. On the Webber Junior High site, the masonry will match the existing brick on the school building itself. The height of the • Poudre School District, Blevins Junior High and Webber Junior High Gymnasium Additions --Advisory Site Plan Review, #13-97 July 17, 1997, P & Z Meeting Page 2 COMMENTS Background: The surrounding zoning and land uses are as follows: For Webber Junior High School: N: R-L; Johnson Elementary School S: R-L; existing single family residential (Regency Subdivision) and a portion of Arapahoe Farms townhomes E: R-L; existing single-family residential (Westbrooke 1st Filing), and proposed single-family residential (Westbrooke 2nd Filing) W: R-L; existing single-family residential (Gates at Woodridge -1st, 2nd, and 4th Filings) The existing Webber Junior High School was constructed in 1989. For Blevins Junior High School: N; R-L; existing single-family residential (Brown Farm, 1st Filing, 2nd Filing) S: R-L; existing single-family residential (Brown Farm, 3rd Filing) and First National Bank Plaza (formerly Drake Crossing) further south E: R-L; Taft Hill Road, existing single-family residential (village West, 3rd Filing, 9th Filing) W: R-L; existing single-family residential (Brown Farm, 2nd Filing) The existing Blevins Junior High School was constructed in 1967. 2. City's Right of Advisory Review: Colorado Revised Statutes provide two specific references to the City's right of review in the planning and location of school sites: A. Section 22-32-124, C.R.S., as amended, addresses the right of the school district to construct schools within a municipality and speaks to the extent to which the municipality may control the location or manner of construction of such schools. The statute specifically limits the municapilities' participation in the process to a limited right of review and appeal to the Board of Education. Both gymnasium additions are 9,342 square feet, with floor plans for both gyms essentially identical in design, differing only in the configuration of support services such as locker rooms. Webber Junior High School is currently 110,378 square feet and Blevins Junior High School is 93,815 square feet. Webber Junior High School is located at 4201 Seneca Drive and Blevins Junior High School is located at 2101 South Taft Hill Road. Both schools are located in the R-L, Low Density Residential zoning district. RECOMMENDATION: The Planning and Zoning Board should advise the Poudre School District that the location and design of the proposed gymnasiums to Webber and Blevins Junior High Schools are appropriate. EXECUTIVE SUMMARY: The Planning and Zoning Board review of a gymnasium addition is advisory/informational based upon current state statutes. The location and design of the addition is an appropriate use in the R-L zoning district. The gymnasium additions are consistent with the character of the existing building.
