There are presently no sidewalks connecting Timberwood to the school entrance. There should be at least two sidewalks providing such a direct connection. Wherever a sidewalk crosses a drive aisle, there should be ramps and crosswalks. Sidewalks should be a minimum of six feet in width. 7. The sidewalk along Timberwood Drive must be detached with a nine foot wide parkway strip. Street trees must be planted within the parkway at 40 foot intervals. 8. Public Service Company will install a gas line behind the sidewalk in a nine foot wide easement. This easement must be dedicated by plat or by separate instrument. 9. Easements for phone, cable t.v., water and sewer must also be provided by plat or by separate instrument. 10. Poudre Fire Authority will need at least two hydrants spaced along Timberwood Drive. 11. The site plan should provide more information on the surrounding land uses so we can see the site in its neighborhood context. 12. Please provide a landscape plan. 13. Please provide an architectural elevation sheet. This concludes Staff comments at this time. The project is scheduled for the October 2, 1997 Planning and Zoning Board meeting but only if transportation issues can be resolved with the City's Transportation and Engineering Departments. Otherwise, the next available Planning and Zoning Board meeting is October 16, 1997, two weeks later. We will need final documents for distribution to the Board prior to the meeting. Please note the following deadlines: Revised plans are due September 3, 1997. 10 prints, P.M.T.'s, and colored renderings are due September 16, 1997. Since there will no bussing, and the 550 students come from the District at -large, there will be significant traffic impacts on Timberwood Drive. District representatives must work closely with Kathleen Reavis, Transportation Planner, to discuss establishing the safest route to the school. 2. A traffic impact study was done in 1992 in conjunction with Preston Junior High. The assumption, however, was that the elementary school would be a traditional neighborhood school with a significant walk-in population, not an alternative school with absolutely no bussing. The traffic study also assumed that Timberwood Drive would extend to the west and tie into a collector street system that connects to both Harmony and Timberline Roads. Since both of these assumptions have not come to fruition, the traffic study is not helpful to addressing the impacts of the current proposal. Based on the current site plan, traffic circulation would be improved by providing greater separation between the bus loop curb cut and the easterly parking lot curb cut. These two driveways should be further separated by moving the parking lot curb cut further west to the middle of the parking lot to align with the existing curb cut into Wildwood Townhomes. The site plan should clearly show the extent of development across the street so the site is not seen in isolation. 4. Circulation could also be improved by providing direct access from the parking lot to the bus loop along the southerly parking lot drive aisle. Since there will be no bussing for the alternative school, there is no critical need to separate these areas. This would also give the 100 space parking lot a second outlet rather than just one. If bussing were to be provided in the future, then the connection could be closed. Please investigate a remote "drop-off - pick-up" zone for older students in order to reliever traffic off Timberwood. There appears to be a loop road between Preston and the football field that would work for this purpose. Sidewalks would have to be provided 281 North College Avenue • PO.
