3. The Board of Education should coordinate with the City's.Transportation
Department, Traffic Operations Division, on monitoring the traffic patterns and
volumes on Timberwood Drive and Corbett Drive. If necessary, such monitoring
may lead to installation of additional traffic control devices to mitigate traffic
impacts on the neighborhood. Such control devices could take the form of a
traffic rotary at the intersection of Corbett Drive and Timberwood Drive.The staff

4. The Board of Education should schedule the starting and ending times for the
new 1999 Elementary School so that times are sufficiently staggered in relation
to Preston Junior High's starting and ending times in order to mitigate traffic
volumes on surrounding neighborhood streets.
5. The Board of Education should plant trees and shrubs on the south side of the
school.
6. The Board of Education should continue to work closely with the City's Current
Planning Department on the design of the street network for the Poudre Valley
Hospital property located west of the.school property. Such street network will
provide access for the school to the Timber Creek neighborhood, Timberline
Road and Harmony Road. The staff contact person is Ted Shepard, 221-6750.
In conclusion, the Planning and Zoning Board was pleased with the level of cooperation
between the District and the City as demonstrated at the board's worksession on
October 10, 1997. The worksession format allowed all parties to ask questions and
make comments in an informal setting. The District is offered an open invitation to
address the Planning and Zoning Board in a similar manner on future projects.

RE: 1999 Elementary School
Dear Mr. Spearnak:
On October 16, 1997, at the regular meeting of the City of Fort Collins Planning and
Zoning Board, the.Board voted 7 - 0 to advise the Board of Education of the Poudre
School District that the location, character and extent of the 1999 Elementary School is
appropriate and the site development plan conforms to the Comprehensive Plan of the
City of Fort Collins, subject to the following condition:
The Poudre School District is advised that a separate, detached, loop drive be provided
east of the parking lot to help mitigate the expected amount of parent and drop-off and
pick-up traffic.
(Although this loop drive was not shown on the plans, its inclusion was agreed to
verbally at the public hearing. PSD should provide an updated site development plan
illustrating the loop drive.)
In addition, based on further discussion at the public hearing, the Planning and Zoning
Board advises the Poudre School District of the following:
1. The Board of Education should work closely with the City's Transportation
Department, Transportation Planning Division in conjunction with satisfying the
requirements of the "Safe Route to School" program in order to establish safe
and logical pedestrian patterns which connect the site to the surrounding existing
and future neighborhoods. The staff contact person is Kathleen Reavis, 221-
6140.
2. The Board of Education should work closely with the City Parks and Recreation
Department, Parks Planning Division, on the location of the bicycle/pedestrian
path within the future park to the south that will connect the.school with the
Timber Creek neighborhood. The staff contact person is Janet Meisel, 221-
6640.
