Being a daily observer of the use by wildlife, humans, dogs, and horses, this seems to be one of the last local or in -city areas which allows for an "in the country" feeling. In future discussions for this area, I hope the planners remember that the unique draw to this area comes from the fact that it is not a groomed park. In its natural state this area offers a unique sense of "country" while still being within the city boundaries. Therefore, I hope the 179 acres adjacent to the existing Pine Ridge open space will be annexed to enhance the present value of this area and to accommodate future usage by a growing Fort Collins population. The City participates ir_ any required "oversizing" of infrastructure and finances such requirements from the City's Oversizing Fee structure. The developer has several optional methods to finance infrastructure extensions including the use of Special Improvement Districts (SIDs). The City also collects fees for the extension and upgrading of storm drainage systems and the purchase and construction of parks and recreational facilities. Other municipal services, such as police protection, are financed from the City's General Fund. (h) Districts providing service in the area to be annexed which must be notified by the City Clerk by certified mail of the annexation request no later than 25 days before the Public Hearing on the annexation. Poudre R-1 School District ANNEXATION IMPACT REPORT NAME OF ANNEXATION: Pine Ridge Fourth Annexation.. DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL: March 3, 1998 and March 17, 1998 The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a municipality shall prepare an annexation impact report and file a copy of -the report with the Board of County Commissioners governing the area proposed to be annexed. Attached to this report are the following: (aI) P_ map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. (See Exhibit A). (all) A map showing present streets, major water trunk lines, sewer interceptors and outfalls, other utility lines and ditches, and the proposed extension of such streets and utility lines in the vicinity of the above referenced annexation. The annexation of this area is consistent with the policies and agreements between Larimer County and the City of Fort Collins, as contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. 2. The area meets all criteria included in State law to qualify for annexation by the City of Fort Collins. 3. The requested POL, Public Open Lands District is in conformance with the policies of the City's Comprehensive Plan, and is consistent with the City Structure Plan. RECOMMENDATION: Staff recommends that the Planning and Zoning Board forward a recommendation to the City Council to approve the Pine Ridge 4th Annexation with a zoning of POL, Public Open Lands. Background: The Pine Ridge 4th Annexation is approximately 179 acres in size, located on the west side of South Overland Trail and south of Drake Road and north of Horsetooth Road. The City of Fort Collins Natural Resources Department acquired the site in 1993. This property includes the site of the proposed Southwest Community Park/Youth Sports Complex. Other parts of the site will remain as open space and will provide a scenic backdrop for the City as well as preserve native landscape and wildlife habitat close to the urban core. The property is located outside the Fort Collins Urban Growth Area (UGA). According to policies and agreements between the City of Fort Collins and Larimer County, contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA, the City may annex property outside the UGA provided that notification along with an annexation impact report is sent to the Board of County Commissioners by certified mail 35 days prior to the public hearing. The property is eligible for annexation according to State law, gaining the required 1/6 contiguity to existing city limits from a common boundary with the Pine Ridge 4th Annexation to the south and partially to the east. The surrounding zoning and land uses are as follows: N: RL and RF; E: RL and R; S: POL and RL; W: POL; 2. Zoning: single family residential single family residential single family residential vacant This property is currently zoned FA-1, Farming in Larimer County. The proposed zoning for this annexation is the POL, Public Open Lands Zoning District. The POL, Public Open Lands District is for large, publicly -owned parks and open lands which have a community -wide emphasis or other characteristics which warrant inclusion under this separate designation rather than inclusion in an adjoining neighborhood or other District designation. The City Structure Plan designation for the area is Rural/Open Lands and Stream Corridors, and the proposed zoning is consistent with the City Structure Plan.
