Pine Ridge 4th Annexation, situate in the County of Larimer, State of Colorado, is more particularly
described as:
A TRACT OF LAND SITUATE IN THE SOUTH'/2 OF SECTION 28, TOWNSHIP 7 NORTH, RANGE 69
WEST OF THE 6TH P.M., COUNTY OF LARIMER, STATE OF COLORADO; CONSIDERING THE WEST
LINE OF THE SOUTHWEST 1/4 OF SECTION 28 AS BEARING N00°29104"W WITH ALL BEARINGS

RESOLUTION 98-13
OF THE COUNCIL OF THE CITY OF FORT COLLINS
SETTING FORTH FINDINGS OF FACT AND DETERMINATIONS
REGARDING THE PINE RIDGE 4TH ANNEXATION
WHEREAS, the City is the owner of approximately 179 acres of real property located on the
west side of Overland Trail, south of Drake Road and north of Horsetooth Road; and
WHEREAS, the above -described real property, referred to below as the Pine Ridge 4th
Annexation, is eligible for annexation to the City under the relevant provisions of the Colorado
Revised Statutes; and
WHEREAS, the City Council believes that the annexation of said property is in the best
interests of the City.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council of the City of Fort Collins hereby finds that the area
proposed to be annexed as the Pine Ridge 4th Annexation, which Annexation is more particularly
described on Exhibit A, attached hereto, is solely owned by the City and is not solely a public street
or right-of-way.
Section 2. That the Council concludes that the area proposed to be annexed is eligible
for annexation to the City in accordance with the provisions of Section 31-12-104(1)(a) and 31-12-
105, C.R.S., and should be so annexed.
Section 3. That the Council hereby finds that said area may be annexed by ordinance
without notice and hearing.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
20th day of January, A.D. 1998.

This property is currently zoned FA-1, Farming in Larimer County. The proposed zoning for this
annexation is the POL, Public Open Lands Zoning District. The POL, Public Open Lands District
is for large publicly owned parks and open lands which have a community -wide emphasis or other
characteristic which warrant inclusion under this separate designation rather than inclusion in an
adjoining neighborhood or other District designation.
The Supplemental Regulations of the Intergovernmental Agreement for the Fort Collins Urban
Growth Area, states,
"When a voluntary annexation is approved by a municipality for an area which is located
outside the current UGA district, the annexed area shall be considered within the UGA."
The approval of this annexation, therefore, will automatically amend the Urban Growth Area
boundary.
Planning_and Zoning Board Hearing
The Planning and Zoning Board will conduct a public hearing on the annexation and zoning request
at its meeting on February 19, 1998.

Resolution 98-13 Stating the Intent of the City of Fort Collins to Annex Certain Property and
Initiating Annexation Proceedings for Such Property to Be Known as the Pine Ridge 4th Annexation.
RECOMMENDATION:
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Pine Ridge 4th Annexation is approximately 179 acres in size, located on the west side of South
Overland Trail and south of Drake Road and north of Horsetooth Road. The City of Fort Collins
acquired the site in 1993. The proposed zoning for this annexation is POL-Public Open Lands zone
district.
The proposed Resolution states that it is the City's intent to annex this property and directs that the
published notice required by State law be given of the Council's hearing to consider the needed
annexation ordinance. The hearing will be held at the time of First Reading of the annexation and
zoning ordinances on March 3, 1998. Not less than thirty days prior published notice is required
by State law.
BACKGROUND:
The Pine Ridge 4th Annexation is approximately 179 acres in size, located on the west side of South
Overland Trail and south of Drake Road and north of Horsetooth Road. The City of Fort Collins
acquired the site in 1993. The purpose of the site is to provide a space for future development of the
Southwest Community Park/Youth Sports Complex, to provide a scenic backdrop for the City, and
preserve native landscape and wildlife habitat close to the urban core.
The property is located outside the Fort Collins Urban Growth Area (UGA). According to policies
and agreements between the City of Fort Collins and Larimer County, contained in the
Intergovernmental Agreement for the Fort Collins Urban Growth Area, the City may annex property
outside the UGA provided that notification along with an annexation impact report is sent to the
Board of County Commissioners by certified mail 35 days prior to the public hearing. The property
is eligible for annexation according to State law, gaining the required 1/6 contiguity to existing city
limits from a common boundary with the Pine Ridge 4th Annexation to the south and partially to
the east.
