Can we look at alternative locations or possibly doing a wall mounted fixture to throw light out rather than from above? Response: The wall will not allow a light fixture to be mounted at a height that would throw light out enough to adequately light the parking spaces. It would also produce a glair issue for vehicles pulling into the parking space. The pole mount fixture wattage has been reduced and the mounting height has been adjusted from 20' down to 16'. The fixture will also have a back light shield to address the concern. Comment Number: 9 Comment Originated: 08/03/2016 08/03/2016: Regarding site lighting and light fixtures, however, please note that The American Medical Association (AMA) and International Dark -Sky Association (IDA) both recommend using lighting that has a corrected color temperature (CCT) of no more than 3000 degrees Kelvin, in order to limit the amount of blue light in the night environment. Blue light brightens the night sky and creates more glare than any other color of light. Both LED and metal halide fixtures contain large amounts of blue light in their spectrum, and exposure to blue light at night has been shown to harm human health and endanger wildlife, in part through influence on circadian rhythms. Therefore, use of warmer color temperature (warm white, 3000K or less) for light fixtures is preferred in addition to fixtures with dimming capabilities. Comment Number: 6 Comment Originated: 08/03/2016 08/03/2016: Prior to Hearing and Final Plan provide full updated landscape plans. Note the City of Fort Collins Land Use Code requires that to the extent reasonably feasible, all plans be designed to incorporate water conservation materials and techniques (3.2.1 E(3)]. This includes use of low- water -use plants and grasses in landscaping or re -landscaping and reducing bluegrass lawns as much as possible. Native plants and wildlife -friendly (ex: pollinators; songbirds) landscaping and maintenance are highly encouraged; plantings should include appropriate native vegetation, species diversity and variety in vertical structure and mirror existing vegetation and habitat in adjacent areas. Refer to the Fort Collins Native Plants document available online and published by the City of Fort Collins Natural Areas Department for guidance on appropriate native plants for this area; the link is: hftp://www.fcgov.com/naturalareas/pdf/nativeplants20l3.pdf. Response: Noted. Landscape plans now show a complete plant schedule, quantities, species and water use of plant material. A diverse plant pallet has been provided which includes native and low water use plant material. It appears that the allowable drainage offsite across the walk is over the limit. Please provide spot elevations to verify. Response: High points have been called out in grading plan. Buffer standards range from fifty to one hundred feet (50 - 100 ft) for these features [LUC 3.4.1(E)]. Memo -based ECS received from Blue Mountain Consulting, LLC, and reviewed. Mitigation measures included in ECS: utilize both native deciduous and evergreen shrubs to improve pollinator, small bird and mammal cover, habitat and foraging resources; use of drought -tolerant grasses and forbs. Response: Noted. Comment Number: 2 Comment Originated: 08/03/2016 08/03/2016: Due to the low ecological value of the habitat associated with the Sherwood lateral and presence of road in-between the lateral and the project site, a formal, delineated "natural habitat buffer zone" of 50ft will not be applied along the ditch, however, landscape plans will be scrutinized for wildlife and habitat value associated with the suggested plantings in addition to water conservation measures. For example, on current plans, there is more opportunity along Arthur Dr to further reduce use of sod. Response: Sod area has been reduced and native Page 2 of 13 Fort Collins August 05, 2016 Cara Scohy CS DESIGN, INC. 2519 S SHIELDS ST #129 Fort Collins, CO 80526 RE: Elevations Credit Union, PDP160021, Round Number 1 Community Development and Neighborhood Services 281 North College Avenue PO Box 580 Fort Collins, CO 80522 970.221.6750 970.224,6134 - fax fcgov com/developmentreview Please see the following summary of comments from City staff and outside reviewing agencies for your submittal of the above referenced project. Comment Number: 2 08/02/2016 Comment Originated: 08/02/2016: The Hollywood curb/gutter/sidewalk needs to be replaced with vertical curb and gutter. The portion of sidewalk along Spring Court will need to meet the cross section for a commercial local street which have 6' parkways and 5' detached walks.
