Each building will provide different combinations of architectural elements while maintaining an overall neo-traditional theme. The character of the town homes will convey several characteristics of traditional single—family homes with individual front porches and main entries facing a sidewalk. PRINCIPLE AN-5: All new residential buildings should be designed to emphasize the visually interesting features of the building, as seen from the public streets and sidewalk. The visual impact of garage doors, driveways, and other off-street parking will be minimized and mitigated. Policy AN-5.1 Garages and Driveways Policy AN-5.2 Alleys and Shared Driveways The buildings are oriented so that all front doors face a public sidewalk or direct connecting walkway. The garages are accessed from the rear of the buildings along the private drives, thus eliminating street -facing garage doors. Thanks for your time and consideration development review process. Sincerely, C" `1'► wha Cathy Mathis VF Ripley Associates, Inc. I look forward to working with you during the Page 4 of 4 pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T-5.1 Land Use Policy T-5.2 Connections The site is located in close proximity to Timberline Road, which is proposed to be an enhanced travel corridor. The proposed development will connect with existing street bicycle lanes as well as provide pedestrian connectivity to transit stops, nearby shopping, schools, churches and employment. PRINCIPLE CAD-1: Each addition to the street system will be designed with consideration to the visual character and the experience of the citizens who will use that street system and the adjacent property. Together, the layout of the street network and the streets themselves will contribute to the character, form and scale of the city. Policy CAD-1.1 Street Design Standards Policy CAD-1.3 Streetscape Design Policy CAD-1.4 Street Tree Design The Kansas Drive street connection will be built to City standards and will be lined with canopy shade trees to provide for a functional, safe and visually appealing layout. The majority of the tree plantings will be canopy trees with a diversity of species represented. PRINCIPLE CAD-4: Security and crime prevention will continue to be important factors in urban design. Policy CAD-4.2 Lighting and Landscaping Lighting and landscaping will be designed to promote security and comfortable area -wide visibility. PRINCIPLE HSG —1: A variety of housing types and densities will be available throughout the urban area for all income levels. Policy HSG-1.1 Land Use Patterns Policy HSG-1.2 Housing Supply Policy HSG-1.4 Land for Residential Development PRINCIPLE AN-4: Design policies for residential buildings are intended to emphasize creativity, diversity, and individually. The following design policies are based on the premise that truly creative design is responsive to its context and the expressed references of citizens, and contributes to a comfortable, interesting community. Policy AN-4.1 Multiple -Family Housing Characteristics Policy AN-4.2 Multiple -Family Building Variation 2 different types of units are proposed in several combinations and building sizes. The buildings range in size from 2 units in a building to a larger 8-unit building, lending a variety in the scale Page 3 of 4 Rear garage entrances are accessed along this driveway. Each unit will have it's own 2-car garage and 9 guest spaces are provided, along with ample on -street parking on Kansas Drive. The design objectives of the landscape plan are to screen parking and service areas, to provide an attractive streetscape and also to enhance the pedestrian and vehicular experience within the site. Street trees are proposed along Kansas Drive. Deciduous trees, coniferous trees and foundation plantings will be used to enhance architectural character, provide shade, spring color and winter interest. These landscaped areas will create a series of small open spaces throughout the project. Open grassy areas will provide children with space to play and run. The proposed Posto Bella development exemplifies many of the Principles and Policies of the City Plan including: PRINCIPLE LU-1: Growth within the city will promote a compact development pattern within a well-defined boundary. Policy LU-1.1 Compact Urban Form Rigden Farm is a master -planned, mixed -use community that encompasses single and multi- family residential, commercial, retail and recreational uses held together by walkways, bike paths, and tree -lined streets. PRINCIPLE LU-2: The city will maintain and enhance its character and sense of places as defined by its neighborhoods, districts, corridors, and edges. Policy LU-2.2 Urban Design This neighborhood will compliment the surrounding land uses and promote a compact development with a unique identity. PRINCIPLE T-1: The physical organization of the city will be supported by a framework of transportation alternatives that maximizes access and mobility throughout the city, while reducing dependence upon the private automobile Policy T-1.1 Land Use Patterns Policy T-1.2 Multi -Modal Streets Policy T-1.3 Street Design Criteria Policy T-1.4 Adequate Facilities PRINCIPLE T-2: Mass transit will be an integral part of the city's overall transportation system. Policy T-2.1 Transit System Policy T-2.2 Transit Stops Policy T-2.3 Transit Route Design PRINCIPLE T-5: The City will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with all other modes. CO FUiI-_6(U PHONE w-Ch FAX 9-) - _ _4- l ao_ The Posto Bella (meaning "beautiful place") project is comprised of 35 town homes on approximately 2.6 acres located in the Rigden Farm Development. This infill site is situated south of Custer Drive, at the intersection of Kansas Drive and Custer. The extension of Kansas Drive north to Custer bisects this site into two Tracts, with units on either side of the public street. Undeveloped land lies to the west and north and The Willow multi family development is currently under construction south of the site. The applicant is -proposing a multi -family residential development of 35 single-family attached three-story town homes. 25 units will consist of 2 bedroom/2 baths and 10 units will have 3 bedroom/3.5 baths. The developer's mission is to provide for -sale homes on fee -simple lots, priced in the low -mid $200,000s. Each town home will have both ten -foot and vaulted ceilings on the main living floor, hardwood floors, crown molding, double vanities in the master baths, open living and dining areas, breakfast bars, and over -sized garages. The exterior of the buildings will feature stucco and stone for durability and appearance and thoughtfully planned to complement the surrounding community through clean lines, dramatic elevations and a neo- traditional design. The site is zoned MMN (Medium Density Mixed Use Neighborhood District). The gross residential density is 13.37 dwelling units per acre, which exceeds the minimum required in Section 4.5(D)(1) of the LUC. A small neighborhood gathering space is located at the east side of Building E. Amenities include a lawn area, paved plaza and a low seat wall. A network of pedestrian sidewalks is provided throughout the site, with connections to the public sidewalks in Kansas and Custer Drives. Utilizing the 8' sidewalk in the Willow development will provide additional pedestrian connections. The site is within an easy walk to the planned grocery -anchored retail center to the northeast. In addition, a neighborhood center lies within 1/4-mile to the southeast. Vehicular circulation will be by means of two 24' wide private drive loops on either side of Kansas Drive. Page 1 of 4
