The colors of the antennas will be painted to match the color of the existing hospital building/penthouse. Per the Land Use Code Section 3.8.13(C)(10) — Inteference. The standard requires that equipment operate in such a manner so as not to cause interference with other electronics. This type of interference will not occur with our facility as we are separately licensed by the FCC with our own separate band at the 1967 mhz level. The reliability and survivability of wireless communication systems also makes them an important asset to the community in the event of individual emergencies and wide- spread disasters. Public safety organizations have repeatedly found wireless communication systems an invaluable supplement to their existing communication resources. In this situation, particular concern is focused at Poudre Valley Hospital and the surrounding community. To sum up, we hope that the City of Fort Collins will agree that locating this facility at this particular site is both an appropriate use and a contribution to the welfare of the community. REQUEST AND JUSTIFICATION FOR ADMINISTRATIVE PUBLIC HEARING 1024 S. Lemay., Fort Collins, CO 80524 (US West Code FTC228) U S WEST.Wireless, a privately owned and operated wireless telephone utility company is proposing the construction and operation of an unmanned wireless communication facility on the property identified above. This proposal consists of 3 panel antennas mounted to the face of the hospital penthouse, flush with the top, painted to match and the equipment mounted on the roof behind an existing HVAC screening. This proposal will integrate well with the current land use, which is an employment use, specifically a hospital/business building. This proposal and design is compatible with the current land use and zoning. and a substantial improvement to the phone infrastructure for the businesses, residents and highway travelers in the area. U S WEST. Wireless' license from the Federal Communication Commission (F.C.C.) permits it to operate wireless telecommunication services and other services for the benefit of the public. This license requires U S WEST Wireless to provide adequate service to the area (1-25 North/Prospect Road area) . In order to meet the F.C.C.'s requirements, and to provide such telecommunications services for its customers living, working and traveling in this area through Ft Collins, and specifically Poudre Valley Hospital, it is essential that a communication site be located in this location. Without this site, our customers will experience increasing difficulty in accessing phone service in the area. There is no other available site or structure in the area that will provide the needed coverage and capacity needed for the Poudre Valley Hospital and surrounding community. There is no negative visual impact with this location, situated on the existing penthouse. Administrative Public Hearing approval is available in Fort Collins for mounting antennas on existing structures. Per the Land Use Code, Section 3.8.13(C)(3) — Height - the standard limits the height of the equipment to a maximum of 15 feet over the height of the building. Our equipment, will be mounted on the roof behind an existing HVAC screening wall and will not extend the existing height. Our antennas do not extend the existing height. Wireless telecommunications equipment is permitted in the E, Employment, zone district. C. The antennas will be painted to match the building. D. The base equipment will be roof -mounted and located behind a screen wall. There will be no ground -mounted equipment. E. The proposed equipment meets the applicable standards of Section 3.8.13 {C) of the Land Use Code. RECOMMENDATION: Staff finds that the request to co -locate six new antennas for cellular telephone is in compliance with the City's Land Use Code. Staff, therefore, recommends approval of Poudre Valley Hospital, 1024 South Lemay Avenue, Wireless Telecommunications Equipment, (U.S. West), Administrative Review, #16-99. Definition The Land Use Code defines "wireless telecommunications services equipment" as any equipment used to provide wireless telecommunication services, but which is not affixed to or contained within a wireless telecommunication services facility (monopole or tower), but is instead affixed to or mounted on an existing building or structure (or substantially similar replacement structure) that is used for some other purpose. Provided, however, such equipment shall also mean a ground- mounted (or roof -mounted) base station used as an accessory structure that is connected to an antenna mounted on or affixed to an existing building. B. Zoning The site is zoned E, Employment. Wireless Telecommunications equipment is permitted in this district subject to administrative review. Section 3.8.13 of the Land Use Code permits wireless telecommunications equipment to be attached to or mounted on any existing building or structure located in any zoning district in the City. Wireless telecommunications equipment shall not, however, be permitted to be attached to or mounted on any residential building containing four or fewer dwelling units. C. Standards The request meets the following applicable standards for wireless telecommunication equipment as found in the Land Use Code under Section 3.8.13: 3.8.13 (C) (8) - Color: The wall -mounted antennas will be painted a medium reddish -brown to match the predominant color of the building's exterior. All other standards are non -applicable. FINDINGS OF FACT: In review and consideration of this request, Staff makes the following findings of fact: A. The proposed six new antennas are defined as wireless telecommunications equipment. The penthouse is existing. Therefore, the request is considered to be a co -location on an existing structure. The equipment is considered to be a co -location on the penthouse structure. The antennas will be arrayed in three sectors, two antennas per sector. The site is located at 1024 South Lemay Avenue and zoned E, Employment. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The penthouse structure on top of Poudre Valley Hospital provides an unobstructed vantage point for the purposes of transmitting and receiving wireless telecommunication frequencies. Wireless telecommunications equipment is allowed in the Employment zone district. The antennas will be wall -mounted and painted to match the building's exterior.
