HomeMy WebLinkAboutDISCOUNT TIRE AT FOSSIL CREEK - PDP/FDP - 26-02 - SUBMITTAL DOCUMENTS - ROUND 2 - TRAFFIC STUDYSUMMARY AND RECOMMENDATIONS Based upon the findings in the study, the following summary and recommendations are made: 1) The intersection of Fossil Creek and College Avenue will operate at acceptable levels of service in 2007 both with and without this project. 2) The driveway entrance into the development will also operate at acceptable levels of service in 2007 once this development is constructed. 3) The sight distance to the west provides for an 85`h percentile operating speed of 30 mph along Fossil Creek Parkway. 4) This development will construct an exclusive right turn deceleration lane along South College Avenue for access into Fossil Creek Parkway. 5) No auxiliary lanes are required at the driveway entrance into the development. 6) Adequate multimodal service is provided adjacent to the site. Commercial - None Industrial - These have been included with the office. Step 4 5 - Evaluate Actual LOS in Figure 6 Figure 6, included in Appendix C, has been filled out with the appropriate Level of Service evaluations based upon actual field determinations. Bicycle LOS Of the priority destinations, only Recreation Sites (The trailhead east of the property) is within the quarter mile range of the site. The Bicycle LOS worksheet for this site was produced and is included in Appendix C. Summary Based upon these analyses, this site provides adequate LOS for all three alternative modes of transportation, Bikes, Pedestrians and Transit. Discount Tire Traffic Impact Study Page 13 ALTERNATIVE MODES ANALYSIS This section addresses the alternative modes analysis for the site. The alternative modes analysis was performed based upon the criteria contained in the "City of Fort Collins Multimodal Transportation Level of Service Manaul", March 28, 1997. Public Transit LOS This store is adjacent to South College Road. There is currently transit service along this corridor from 6:15 AM to 7:03 PM (13 hours) with a frequency of 60 minutes. The existing service route is included in Appendix C. This corridor shows up on the City of Fort Collins 2015 Transit System as a High -Frequency Transit corridor. This site will has transit service within a quarter mile at the present time and will have very acceptable transit service in 2015. Pedestrian LOS Step one - Types of Locations The site has been evaluated based upon the following districts: Pedestrian District - No Activity Corridor - No Transit Corridor - Yes School Walking Area - No Other - No Step two - Determine Applicable LOS minimum Standards Based upon Figure 5, the pedestrian standards are as follows: Directness - B Continuity - B Street Crossing - B Visual Interest - C Security - B Step 3 - Identify Destination Areas Destination Areas have been determined as follows: Recreational Areas - There is a trailhead with parking directly east of this site. Residential Areas - The subdivision directly to the east of this development. ' Discount Tire Traffic Impact Study Page 12 Capacity Analysis Results The results of the capacity analysis show that all of the driveways will operate at an acceptable level of service in 2007 in both the AM and PM peak hours. The intersection of South College Avenue and Fossil Creek Parkway will operate at an overall Level of Service C in all three conditions. RIGHT TURN DECELERATION LANES The Colorado Department of Transportation has requested that a separate right turn deceleration lane be added to the northbound approach of South College Drive and Fossil Creek Parkway. This has been added to the design. The entrance to the Discount Tire store does not have sufficient volumes to warrant separate right turn deceleration lanes. SIGHT DISTANCE REQUIREMENTS The location of the driveway entrance to the tire store is approximately 400 feet east of South College Avenue. There are several design constraints with the layout of the building that have dictated the location of this driveway. Using a sight triangle to the west, the sight distance provided along Fossil Creek is approximately 345 feet. Equation 9-1, of the 2001 AASHTO publication states: ISD = 1.47*V*t ISD = Intersection Sight Distance V = Design Speed t = acceptable driver gap. (7.5 seconds for a two-lane roadway and 8.0 for a four lane roadway) Using an 8.0 second gap, the speed associated with this gap is 30 mph. The current posted speed along this stretch of Fossil Creek is 25 mph, so it would appear that this sight distance is adequate. Fossil Creek is going to be improved with bike lanes and curb and gutter in the near future. Since the basic alignment of the roadway is not changing, it is unclear how this will impact the 85 percentile speed, but it will likely not increase significantly. IDiscount Tire Traffic Impact Study Page I I CAPACITY ANALYSIS Capacity analysis was performed for the unsignalized driveway entrance to this development and the signalized intersection of South College Avenue and Fossil Creek Parkway. The capacity analysis was performed using the methodology contained in Special Report 209, Highway Capacity Analysis, Transportation Research Board, 2000 edition. The HICAP 2000 program, developed by Catalina Engineering, was used to implement the analysis. This program faithfully reproduces the methodology of the Highway Capacity Manual and was developed by Catalina Engineering, in Tucson, Arizona. For the 2007 analysis, it was assumed that the roadway geometry would remain the same as exists today at the intersection of Fossil Creek Parkway and South College Avenue. Table 4 shows the results of the capacity analysis for the unsignalized driveway. Table 5 shows the results for the capacity analysis at the intersection of Fossil Creek Parkway and South College Avenue. Detailed printouts of the capacity analysis are provided in Appendix B. Nationally established trip generation rates were used from Trip Generation, 6"' Edition, Institute of Transportation Engineers. In this publication, the relationship between average development size and trip generation are plotted. The resulting equations are typically non -linear or linear with a Y intercept, i.e., the trip rate various with the size of the development. By using the equations shown in Trip Generation, average trip rates for this development size were created and are shown in Table 2. Table 2. Using the trip rates shown in Table 2, an estimate of the total trips for the daily, AM and PM peak period was developed. The resulting trips is shown in Table 3. Table 3. Because of the location of this development, it was assumed that the I majority of trips (95%) would be to and from South College Avenue. Of these, 80% would be to and from the north and 15% would be to and from the south. Using these percentages, the generated trips from this development were assigned to the adjacent roadway network. The resulting trip assignment for the development is provided in Figure 5. EXISTING PLUS SITE GENERATED TRIPS The assigned trips for this development were then added.to the projected 2007 traffic volumes to predict the traffic volumes at the five year planning horizon. The adjacent roadways within the study area are described as follows: South College Boulevard is one of the major north - south arterials within the City of Fort Collins. At this location, there are two through lanes, left turn lanes and exclusive right turn lanes. Fossil Creek Parkway exists to the east of College Avenue. There is currently one lane in each direction, but the roadway will be improved shortly to add curb and gutter and sidewalks to the edge of pavement. The alignment of Fossil Creek is not expected to change. There is one driveway entrance to the project. The driveway entrance is along Fossil Creek Boulevard. Existing Traffic Volumes Existing traffic volumes were obtained from a recent study of College Boulevard. Excerpts from the study are included in Appendix A. As part of this study, recent traffic volumes were collected at the intersection of South College Avenue and Fossil Creek Parkway. These are shown in Figure 3. 2007 traffic volumes The South College Avenue Access Control Plan Update also provided projected 2020 traffic volumes at the intersection of Fossil Creek and South College Avenue. To obtain a projection of 2007 traffic volumes, average growth rates by approach were developed using the existing and the 2020 projected traffic volumes. These growth rates were then projected five years in the future and applied to the existing traffic volumes to estimate the base 2007 conditions. These volumes are provided in Figure 4. PROPOSED DEVELOPMENT The proposed development is shown in Table 1. Table I. The location of the development is shown in Figure 1. The new development will consist of 8,400 square foot retail tire and installation facility as shown on the proposed site plan, Figure 2. The study methodology is as recommended in Chapter 4 of the Larimer County Urban Area Street Standards, January 2, 2001. Specifically, the study has performed the following steps: • Existing and future 2020 base traffic volumes were obtained from the City of Fort Collins from their recent "South College Avenue Access Control Plan Update" • Proposed development site -generated trips were developed and assigned to the adjacent roadway system based upon predicted travel patterns. These were added to the projected 2007 volumes. • Capacity analyses were performed at the driveway entrance into the proposed development and the signalized intersection of Fossil Creek and S. College Avenue. • Evaluation of the entrance site distance was conducted. • Recommendations for roadway or site improvements were made so that the development conforms to the City of Fort Collins Standards.
