HomeMy WebLinkAboutPOUDRE SCHOOL DISTRICT, CENTENIAL HIGH SCHOOL EXPANSION & REMODEL - SITE PLAN ADVISORY REVIEW - 39-02 - CORRESPONDENCE -10. Any damaged or missing sidewalk, curb or gutter must be repaired. Any street cut must be patched in accordance with the newly adopted standards. Be sure that proposed improvements do not encroach onto any existing or proposed easements. A set of Utility Plans will be necessary at the time of submittal. For further information regarding civil engineering issues, please contact Susan Joy, 221-6750. 11. The new sidewalk handicap ramps at the intersections must be bi-directional. Be sure all sidewalk slopes are compliant with A.D.A. specifications. The alley/driveway cuts onto public streets must be designed with "low volume" radius. Any increase would require a variance to be granted administratively by the City Engineer. 12. The parking in the alley may be located too close to Peterson to meet the standard setback. A variance may be required from the City Engineer. 13. The portion of the alley that is no longer needed for public access may be vacated. The City would reserve, however, any necessary utility easements for the existing sewer line and electrical facilities, or any future utilities needed to serve the site. 14. The existing overhead poles in the north -south alley may be Qwest telephone lines. Be sure to verify with Qwest prior to construction. It would be desirable to place these lines underground. 15. A neighborhood information meeting will be required. You have already received the notification area map. Two sets of mailing labels should be provided, one for the neighborhood meeting and one for the Site Plan Advisory Review public hearing. Please provide $0.50 cents per name per set of labels. There are eight -inch diameter water mains in both Mathews and Laurel. There i; a 16-inch diameter water main in Peterson. There is a 12-inch diameter sewer main in Laurel. There is a 15-inch diameter sewer main in Peterson. There is an eight -inch diameter sewer main in the north -south alley. All mains are available to serve the site. Normal Plant Investment Fees will be charged but there will be a credit for existing services. For further information, please contact Roger Buffington, 221-6681. 5. Electrical power will be supplied by the City of Fort Collins. Power is in the north -south alley, the east -west alley and along Laurel Street. It seems likely that the new building and existing school could be served with one new transformer. 6. The standard comments apply. Any relocation of existing system will be at the District's expense. Building site charges will apply due to the increase in panel size. If there is a need for an increase in electrical power, than a Commercial One ("C-1") form must be completed by an electrical contractor. If there is to be a new transformer, then the location and size needs to be coordinated with Light and Power. Some fees may have already been paid. The location of transformer must be coordinated at the so that it is within ten feet of hard surface for emergency change out. The existing services to the two buildings being removed need to be taken out. For further information, please contact Rob Irish, 221-6750. 7. The area is located in the Old Town Drainage Basin where the new development fee is $4,150/acre which is subject to the runoff coefficient reduction. This fee applies only to new impervious surface. The standard drainage and erosion control reports are required and they must be prepared by a professional engineer registered in Colorado. Onsite extended detention with a 2 year historic release rate is required to treat the runoff. The existing imperviousness is grandfathered so documentation of that is important to determine the 2 year historic release rate. The new Locust Street Outfall, which was recently built by the City, could possibly have an effect on street flow depths such that the design engineer could possibly prove that this site has no negative downstream affects. If so, onsite detention for water quantity could be waived. The stormsewer adjacent to the site is at the corner of Peterson and Laurel. That system ties into the new system at Whedbee and Plum. The new line ran south of that intersection to Locust Street. Another possibility is to check the master planned imperviousness versus the proposed imperviousness and see if it is less than or equal to it. 8. The Department of Natural Resources advises that there should be sufficient area in the trash enclosure for recycling containers. Also a Fugitive Dust permit may be needed from Latimer County Health. 9. The school is designated as a historic structure. Please contact Karen McWilliams, 221-6376, for some ideas on how best to mitigate the mass of the new addition and reduce the impact on the existing building. ITEM: Centennial High School School Expansion and Remodel MEETING DATE: April 1, 2002 APPLICANT: Poudre School District c/o Mr. Greg McGaffin, Project Manager, Planning, Design and Construction, 2407 LaPorte Avenue, Fort Collins, CO. 80521. Consulting for P.S.D. is Adele Willson, Slater Paull Architects, One Park Central, Suite 400, 1515 Arapahoe Street, Denver, CO. 80202. LAND USE DATA: Request to expand and remodel Centennial High School at 330 East Laurel Street. Request includes removing the westerly building and the easterly building and to add a new one-story building immediately to the west of the original. The new building would feature space for a gymnasium, art, science and vocational trades. Total new construction would be 22,000 square feet. There would also be changes to the parking configuration along the east -west alley. On the east portion, there would either be a grass area or asphalt for parking/basketball. COMMENTS: The area is zoned N-C-M, Neighborhood Conservation Medium Density. Schools are a permitted use in this zone district. The plan will be processed as a Site Plan Advisory Review to be considered by the Planning and Zoning Board. 2. The school will be required to be equipped with an automatic fire extinguishing system capable of delivering a minimum of 1,500 gallons per minute. This sewer line must be within a 30-foot wide utility easement with no building encroachments. The proposal to construct a breezeway, with a removable roof, is an unusual request. The request will be considered but the future needs of Utility to preserve access for potential repair and/or replacement of this line is top priority.
