We agree with your summary of this situation. Several years ago, the existing two cell box culvert was replaced with a four cell culvert. Two of these cells were plugged, keeping the capacity of the culvert the same -until such time downstream improvements could be made. The City has recently remapped the floodplains and is revising the stormwater master plan, but the downstream improvements envisioned when the two extra culverts were installed and plugged have not been made. The capital improvements needed to allow the safe removal of the plugs are not in the City current five year plan. For these reasons, the City of Fort Collins would not recommend the plugs be removed.
