The purpose of this exercise is to aid the City of Fort Collins in calculating the transportation/street fees for the proposed redevelopment. It is expected that the street fees could be adjusted, since the new trips are replacing trips that were related the former land uses. The site was occupied by a movie theater and convenience/gas store. The movie theater had a floor area of 14,700 square feet. The convenience/gas store had eight fueling positions. Table 1 shows the calculated daily and peak hour trip generation for these land uses. The reference document is Trip Generation, 7th Edition, ITE. The calculated trip generation is: 2449 daily trip ends, 83 morning peak hour trip ends, and 198 afternoon peak hour trip ends. As reported in the "Campus West Redevelopment Transportation Impact Study," (TIS) December 2005, the calculated trip generation is: 2300 daily trip ends, 140 morning peak hour trip ends, and 109 afternoon peak hour trip ends. The trip generation table is provided in Appendix A- A comparison indicates that there will be less daily and afternoon trip generation with the Campus West Redevelopment. In the morning peak hour the Campus West Redevelopment will have higher trip generation. It has come to my attention that a new site plan has been proposed that will cause less traffic than that calculated in the cited TIS. Therefore, the reduction in trips would be more than that shown above. It is concluded that the proposed Campus West Redevelopment will generate less traffic than the former land uses. It is respectfully requested that the City of Fort Collins make appropriate adjustments in calculating the transportation/street fees for this project.
