Box 580 Fort Collins, CO 80522-0580 970.221.6750 www. fcgov. corn/developmentreview July 17, 2013 Dear Neighbor: On Thursday, August 8, 2013, beginning at 6:00 p.m., in City Council Chambers, City Hall, 300 LaPorte Avenue, the Planning and Zoning Board of the City of Fort Collins will hold a public hearing regarding the proposed Integrated Recycling Facility Project Development Plan (PDP), and an Overall Development for the City -owned parcel upon which the proposed recycling facility is located. The overall parcel is located at the intersection of East Prospect Road and South Timberline Road, and the Integrated Recycling Facility is located on the south portion of the overall parcel (see attached vicinity map). The overall parcel is 30.57 acres in size, and the recycling facility is proposed on 3.7 acres of the parcel. The Overall Development Plan establishes a general land use pattern for the 30.57 acre parcel, including the existing substation, Natural Area, and the proposed recycling facility. The Integrated Recycling Facility Project Development Plan proposes to replace and expand upon the Rivendell recycling facility by providing two drop-off areas: one for free and one for a fee. The free -drop off area will accept cardboard, paper, newspapers glass, commingled containers, and clothing. The fee -drop off area will accept concrete/asphalt/aggregate, lumber materials, metal, yard waste, e-waste, batteries, paints, oil and antifreeze. A special materials area is also proposed, which will provide free landscape mulch to the public, and a glass collection (for shipment to glass bottle -making plants) area. A Hazardous Materials Impact Analysis has been submitted for the project and reviewed by the Poudre Fire Authority. At the hearing, the Overall Development Plan and the Project Development Plan will be heard as two separate items. During the hearing for each item, you will be given the opportunity to state your views about the project. Finally, the notification mailing list is derived from official records of the Larimer County Assessor. Because of the lag time between occupancy and record keeping, or because of rental situations, a few property owners in the notification area may have been missed.
