This equipment will be screened by the roof's parapet walls. 18. What is your background, Mr. Sanders? A. I am an architect. 19. Who owns the property? A. The property is owned by Everitt Commercial Partners. 4 of the office building but it will then terminate at our property line. What you see now along our property will go away and instead be used as site improvements. 11. Will you be building a right turn lane on College? A. No, the traffic volumes projected for a small restaurant do not warrant a separate right turn lane. 12. Are u-turns allowed for southbound College at Rutgers? A. No, but College and Rutgers allows a full -turn movements. 13. The Remington — Dartmouth intersection needs some striping or stop sign control. Right now, southbound drivers on Remington turning left on Dartmouth cheat the turn by slicing off into oncoming traffic. There appears to be a sight distance problem, especially with the bridge for the irrigation ditch. If you are going to take access off Remington, something should be done to make this intersection safer. A. Thank you for these observations. We will forward these comments to the City's Traffic Engineer. 14. What about truck deliveries? Will trucks be using Remington? A. We take our truck delivery two, maybe three times per week. Trucks will have to use College Avenue and then circulate through the site and exit back onto College. 15. What age group do you hire? A. We hire all ages. Our work force is diverse. The manager of this store has been with our company since he was 20. He is now 26. We expect in a college town like Fort Collins that a number of our employees will be college students. We offer incentive programs that are attractive to young adults. 16. How many stores in the chain? A. We presently have 15 stores in Louisiana but the company is starting a major expansion into several other states. Fort Collins would be our first store in Colorado. 17. You say that the primary offering is deep fried. I am concerned about odor, venting, noise and visual screening of the venting equipment. 3. How much business do you handle at the drive -through window? A. We do about 55% to 60% of our business at the drive -through. 4. Will you keep the existing retaining walls? A. Yes, we will try to keep as much as we can. We are currently performing an engineering analysis that will indicate the condition of the retaining walls. If portions of the wall have to be replaced or shored up, we will improve the walls. 5. I didn't realize the site had access onto Remington. A. Yes, in fact, the property boundary includes a segment of the Arthur Ditch. Access to Remington will allow the neighborhood to get to the site without ever having to get on College Avenue. 6. What are your hours of operation? A. We will open at 10:30 a.m. Closing time will vary depending on demand. For example, we anticipate a closing time of 11:00 p.m. on Sunday through Wednesday. On Thursdays, Fridays and Saturdays, we expect to stay open later, perhaps as late as 1:00 a.m. or 1:30 a.m. Closing on the weekends will depend on the demand. The manager will have discretion on closing times. 7. Will you provide landscaping along the east property line? A. Yes, this area will be landscaped. In fact, we need this area for stormwater detention and water quality treatment. 8. Where exactly is the property line on the east? A. The block wall is built on the property line. 9. I have a home occupation in the neighborhood and I'm concerned about traffic, noise and hours of operation. At the same time, I look forward to the property getting cleaned up. Your proposal would be a welcomed change. A. Thank you. We don't expect there to be much noise associated with our restaurant. We keep our sites well -maintained. Traffic patterns are already established on College Avenue. 10. Will the frontage road close? A. It's not really a frontage road as it is not public right-of-way. It is really just a cross access driveway that looks like a frontage road. The property is the former Mister Money building at 2104 South College Avenue. The restaurant would be 3,533 square feet and feature a drive -through service. The site is slightly under one acre in size and located between Enterprise Rental Car and the Rutgers Office Building. The property has frontage along Remington Street as well as South College Avenue. As most of you know, the snowstorm of March of 2003 caused the roof to collapse on the Mister Money Building. The request would demolish the existing rear wall of the former building and construct a new restaurant and parking lot. Portions of the existing retaining wall would be shored up or rebuilt if necessary based on the results of an engineering analysis. All responses are from the applicant or consulting team. QUESTIONS, CONCERNS, COMMENTS 1. So it appears that the access to the site can only be gained from northbound College Avenue. Is this correct? A. Yes, from College Avenue, the only access is a right turn from the outside northbound lane. Neither the City nor the CDOT will allow a separate left turn lane for our property. But, there will be secondary access from Remington Street at the rear of the property. 2. Will you have enough parking? How much parking is provided? A. We will have between 48 and 52 parking spaces. We feel this will be adequate for the size of the dining area.
