Fortunately for the applicant, there is a funded project for street improvements to North College Ave that will "foot the bill" for sidewalks south of Woodlawn Dr, including the crossing of the irrigation ditch. By allowing this project to a). build a sidewalk "to -standard" along the frontage of the parcel to the south, ending at Woodlawn, or b) build a temporary asphalt connection that ends at Woodlawn, it seems that an appropriate compromise can be met that will meet Ped LOS as required by the LUC and yet not cause an "out of balance" cost to this project. It should also be noted that if a "to - standard" sidewalk is built across the adjacent property to the south, this applicant would be eligible for a repay from whatever development took place on that parcel in the future. Construction of a temporary asphalt path, while cheaper to construct, will not be eligible for reimbursement from future development or the City. Please review section 3.2.2 C (7) of the LUC for further clarification. Need to have one lane above 4965. The as -built grading for the dryland access requirement will need to be certified as part of the grading certification. 2. The benchmark elevation on the plat and the plans need to be referenced to the City of Fort Collins benchmark system. Please list benchmark # and elevation. 3. Need to make sure that all floatable items are properly anchored to meet floatable materials requirement. These items include the dumpster, tables, bike rack, trash cans, etc. Please include notes on plans and drainage report about this requirement. 4. Please document on the plans and in the drainage report the floodproofing elevation for the structure. This floodproofing elevation also includes the elevation for all electrical, HVAC, and other mechanical. Please also make a note that the City's "Floodproofing Guidelines" will be followed as part of the floodproofing design. 5. Please show floodplain cross-section lines and BFE lines on the grading plan. 6. Martinez Park as well as the Poudre River multi -use trail qualify as "recreation sites" within a quarter mile of this project and as such need to be assessed for Ped LOS. Add these destinations to the analysis, revise appropriately, and re -submit the Ped LOS worksheet to Transportation Planning. Thank you. Number: 34 Created: 12/16/2004 [12/16/04] This property is responsible for the installation of sidewalk on SH287 along the property frontage as well as south to Woodlawn Dr. The portion south of the property line can be constructed as a temporary asphalt path in order to meet the relevant Ped LOS standards. In response to the applicant's belief (as stated in a letter dated 11.23.04) that this improvement is beyond the impact of such a small project, I offer the following. Technically speaking, in order to meet minimum Pedestrian LOS standards, this project's frontage improvements should tie into the nearest existing sidewalk, which happens to lie well south of Woodlawn Dr. Without doing so, or at least making a good faith effort to facilitate such an improvement, this project will have a tough time meeting the Pedestrian LOS standards as referenced in sections 3.6.4 (B) and 3.7.3 (D) of the LUC. Therefore, a basin fee does apply which is $5000 per acre subject to your run-off coefficient. If separate lots, no improvements would be required until the south lot develops.) The "light" and "heavy" duty sections can remain if intended for on -site use and "outside of public right-of-way" is added to both sections. They indicate concern that the building needs to be fully accessible including access to a common toilet room and curb cuts at the handicap parking and pedestrian crossing. The site plan should also include the entire site. If the shared access is to occur in the front along College Ave., the increased volume and complication involved would likely necessitate revisiting the modification granted for the connecting walkway across a drive aisle.
