The proposed land uses are permitted in the Medium Density Mixed - Use Neighborhood district. 2. The Project Development Plan complies with all applicable district standards of Section 4.5 of the Land Use Code, Medium -Density Mixed -Use Neighborhood district. 3. The Project Development Plan complies with all applicable General Development Standards contained in Article 3 of the Land Use Code. RECOMMENDATION: Staff recommends approval of 833 Taft Hill Road, Bethel Baptist Church Wireless Telecommunication Equipment Project Development Plan, #15-04 833 Taft Hill Road, Bethel Baptist Church, Wireless Telecommunications Equipment, #15-04 Type II Planning and Zoning Board Review Page 3 designed to only accommodate one set of antenna, the owner of the equipment may not attempt to preclude other carriers from co - locating within the steeple. All parties involved must negotiate in good faith to achieve co -location of telecommunication equipment on existing structures. Wireless Telecommunication Equipment — There is an existing steeple on the church. This steeple will be raised, eight feet, and a higher base and cupola will be added to accommodate the antennas. The base and cupola will be the same style and color and use the same brick as the existing church. A coax cable chase enclosure will be added to the rear of the building to conceal the cable for the antenna. This will also be designed with similar building materials already used. Since the antenna are enclosed within the structure, it is not subject to the 15-foot maximum height limitation to equipment mounted on the roof of a building. Landscaping and Fencing — The equipment enclosure will be located in the rear of the church, surrounded on three sides by the existing building. The equipment will be enclosed within a chain link fence, however, it will not be visible from Taft Hill Road or Plum Street. Lighting — No additional lighting for the equipment is proposed with this application. Historic Sites and Structures — The wireless telecommunication equipment is not located on a historic structure, nor is the site located within a historic district. Stealth Technology — The wireless telecommunication equipment is included within a church steeple, specifically designed to accommodate the equipment. The steeple will match the architecture of the existing church, and is an excellent example of "stealth technology." 4. Neighborhood Information Meeting Based on the nature and the materials presented as part of the project submittal, and the limited impacts on adjacent property owners, a neighborhood meeting was not held for this application. 833 Taft Hill Road, Bethel Baptist Church, Wireless Telecommunications Equipment, #15-04 Type II Planning and Zoning Board Review Page 2 EXECUTIVE SUMMARY: The project development plan has been reviewed in accordance with the applicable requirements of the Land Use Code (LUC) and was found to be in substantial compliance with the following: The process located in Division 2.1 — General Procedural Requirements, Division 2.2 — Common Development Review Procedures for Development Applications, and Division 2.4 — Project Development Plan located within Article 2 — Administration; and the design standards located within Article 3 — General Development Standards; and the standards located in Section 4.5, Medium Density Mixed Use Neighborhood (MMN) of Article 4 — Districts. ANALYSIS: Background The surrounding zoning and land uses are as follows: N: MMN — Undeveloped S: MMN — Multi -Family Residential E. MMN — Multi -Family Residential W: MMN — Multi -Family Residential The property was annexed in July, 1965 as part of the West Elizabeth Annexation. 2. Division 4.5 of the Land Use Code, Medium Density Mixed Use Residential District The proposed use of wireless telecommunication equipment is permitted in the Medium Density Mixed -Use Residential zone district subject to Planning and Zoning Board review. 3. Division 3.8, Supplemental Regulations A. Section 3.8.13, Wireless Telecommunication Location — The wireless telecommunication equipment is proposed to be located on an existing non-residential structure within the Medium Density Mixed -Use Neighborhood zone district. Co -location — There are no other wireless facilities within the area upon which a co -location may be possible. The development plan includes an addition to the existing steeple, which will be increased in height to accommodate a set of wireless antennas. The steeple would have a total height of 75' 3". The existing steeple currently has a height of 67 feet. The church building has a height of 33 feet. The steeple design is complimentary to the existing building. The associated ground equipment will be concealed within a 15 feet by 15 feet fenced area located behind the church. The property is zoned MMN — Medium Density Mixed Use Neighborhood.
