RCG April 1, 2008 ti3 south meum Am Street 970.48R,3146 www.Cvrtcolllasckamber.com Fort COMAS, Cola 1 970-48t 3jj4 Fort Collins City Council 300 LaPorte Fort Collins, CO 80521 Dear Mayor Hutchinson and Council members Manvel, Poppaw, Brown, Troxell, Ohlson and Roy: The Fort Collins Area Chamber of Commerce encourages the Fort Collins City Council to amend the I-25 Subarea Plan and the City Plan Structure Plan map and to rezone 105 acres located at the northeast comer of 1-25 and East Prospect Road. This interchange is a key community gateway and this rezoning provides an important economic development opportunity for Fort Collins. Rezoning will allow for not only an increased number of employment acres within our Growth Management Area, but will also allow for a regional retail center. The value of such a center is two -fold: it provides the opportunity for the City of Fort Collins to capture vital sales tax revenue that funds our quality of life, but also re-establishes Fort Collins as the retail and economic leader of northern Colorado. As has been noted in the materials provided by staff, the area will see an additional 1.5 million square feet of retail in the next 10 to 15 years. Downtown, Foothills Mall, Harmony Road and south College cannot accommodate larger format regional retail centers because they are largely built out. This site provides one of the few opportunities for Fort Collins to capitalize on the increase in retail in the area. We can either be prepared for this development and see that it is done correctly or watch others capitalize on the opportunity and in a way not befitting our community. This interchange faces the same challenges that other gateways to our community do: there are no state or federal dollars available to improve this important transportation infrastructure for our residents. We must be creative in holding on to our vision for this area while capitalizing on the opportunity to fund improvements. This rezoning allows us to do just that.
