March 24th - another Staff and developer team meeting. I came by the meeting just as it was breaking up and
Kathleen informed me the plat had not changed.
I felt it was time to become more pro -active and we were able to catch Ingrid and Paul for a quick meeting.
Since I felt I had Ron's agreement from our March 12th meeting I felt comfortable in taking this action. My
intent was to help the project in this area knowing Ron likely had several pressing items on his plate on a
project of this size. We met with Ingrid and Paul and basically drew a line along the fence line and the west side
of the trail as a proposed boundary.
We made copies of the boundary line and met with Ron and gave him a copy. We then visited with Steve, Sheri,
Marc, and Wally about the boundary and with a minor adjustment with back to Ron's office (he was not there)
and left him the final boundary line from staff.

Steve, I wasn't aware that the legal boundary would include the Howes Outfall. I agree with Craig that is
doesn't make sense to have a private party as the owner of the land with the outfall system. If fact I don't
know why they would even want the liability of such an large outfall.

I just wanted to summerize my involvement on the final legal boundary for the Discovery Museum Center. The
proposed lot/plat for the Center is defined by an old street line that is not relevant to the park. We do pay any
attention to these old street lines in the day to day operation of the park or in planning things for the park.
The proposed Center lot/plat line does include the Howes Outfall improvements that are under Stormwater
control and would be an example of a City improvement that does not need to be impacted by a private party
ownership; which would happen if the proposed lot/plat line remains. I believe the line would also include a
section of the Poudre River Trail.
I may not have all these dates exact:
February 18th - First staff meeting with project team. I was not able to attend but believe you and Kathleen
noted that the final lot/plat for the Center would need to be shaped closer to the land they actually need for the
project.
February 12th - City review team meeting with the development team. During this meeting I stated the lot/plat
has to be what the Center needs for the building, parking, fenced area, LEED, etc. as we had experienced with
the Aztlan Center and Old Fort Collins Heritage Park. And that the fence line on the north of the site seemed to
make a good boundary and the trail on the west also for a boundary line.
March, 12th - Another City review where Kathleen attended and again stated the lot/plat would have to be
adjusted to the more appropriate line.
March 12th - around 4:00 I visited with Ron and again discussed the lot/plat line and he was in agreement the
line would more to the fence line and along the trail. (He nodded his head in the affirmative and said "Yes sir"
several times.)
March 15th week - I remembered Ron had a nice 11 x 17 reduced map of the site that we had looked at on the
12th and I left him a voice mail that if he could get me the map I'd take it to Ingrid and Bill Whirty and start the
process of defining the legal.
