HomeMy WebLinkAbout215 E. PROSPECT BOARDING HOUSE - PDP - 39-05 - CORRESPONDENCE - (3)Engineering: 1. Street Oversizing Fee for Fort Collins for additional boarding rooms will apply. The applicant may contact Matt Baker at (970) 224-6108 for an estimate of the fees. 2. Larimer County Street oversizing fees will apply as well. 3. Additional right-of-way for Prospect Road may need to be dedicated if this right- of-way is deficient. 4. The applicant will need to repair or replace any damaged or missing curb, gutter and sidewalk. Storm Drainage: 1. This site is in the Spring Creek drainage basin where the new development fee is $2,175/acre which is subject to the runoff coefficient reduction. This is charged only if there is an increase in imperviousness more than 350 square feet. 2. The applicant needs to document in the 'Planning Objects" that no new imperviousness is proposed with this change of use. A drainage and erosion control report may be required in the future if there is an increase in imperviousness great than 1000 square feet and a grading plan is required if there is an increase in imperviousness greater than 350 square feet. The report and plans must be prepared by a professional engineer registered in Colorado. 3. The site is on Stormwater inventory map #8H. A copy of the map can be obtained from the Utility Service Center at 700 Wood Street. Transportation Planning: 1. Parking should be accessed off of Mathews Street. 2. A Transportation Impact Study will not be required for this project. 3. Sidewalks already exists adjacent to the property. Natural Resources: 1. Any existing trees that are proposed to be removed will need to be reviewed by the City Forester (Tim Buchanan — (970) 221-6361). Significant trees that must be removed will need to mitigated. 2. The City requests that the applicant provide adequate room within the trash enclosure for recycling and use a single trash hauler to minimize trips. 3. The Natural Resources Department requests that the applicant pursues and uses native plants and grasses as much as possible within the project. Current Planning: 1. A neighborhood meeting will need to be held for this application. Neighborhood meetings are typically held prior to submitting the project to the City for review. Please contact the Current Planning Department to coordinate this meeting. Box 516 Estes Park, CO 80517 LAND USE DATA: A request for a boarding house within an existing residence. The property is within the City of Fort Collins and is currently zoned LMN — Low Density Residential Mixed Use Neighborhood. District. The following departmental agencies have offered comments for this proposal. COMMENTS: Zoning: 1. The land uses within the project are permitted in the zoning district as a Type II (Planning and Zoning Board) Review. 2. The number of off-street parking spaces will be subject to the uses proposed within the project. A Boarding House will have a minimum of 3 spaces, based on a ratio of one space for every two beds in the facility. All parking lots will be subject to the design standards in Section 3.2.2(C) of the Land Use Code. 3. Additional building codes may apply to this change of use. Light and Power: 1. If there is no upgrade in service, there will not be any development charges. The existing 125-amp service could be upgraded with minimal impact or cost. Poudre Fire Authority: 1. Fire hydrants must be located within 300 feet of all buildings capable of delivering water flows of 1,500 gal/min at 20 psi. 2. Address for the buildings will need to visible from the street, with a minimum of 6 inch letters on a contrasting background Water/Wastewater: 1. If there is no change in the existing service, no additional fees will be incurred.
