PRINCIPLE CAD-4 Security and crime prevention will continue to be important factors in urban design. Policy CAD-4.1 Crime Prevention and Security. Policy CAD-4.2 Lighting and Landscaping. 1st Community Bank Plaza will be designed and landscaped to provide a safe environment for customers and employees by providing appropriate lighting around buildings and parking areas and avoiding the creation of hidden areas within the landscaping. PRINCIPLE ENV-3: Drinking water provided by the City's Water Utility will meet or exceed customer expectations for quality, quantity and reliability. Water Conservation will be strongly encouraged. Policy ENV-3.3: Water Demand Management The landscape plan for the project will utilize the following xeriscape principles: Plant material with low to moderate water requirements Limited turf areas Effective use of soil amendments An efficient irrigation system Appropriate maintenance PRINCIPLE CD-1: The size and scale of businesses within Commercial Districts will vary. New development and redevelopment will include a mix of uses — avoiding .large, single -use buildings and dominating parking areas. Policy CD-1.2: Infill/Redevelopment Land Uses. 1st Community Bank Plaza will be an infill project surrounded by existing development. PRINCIPLE CD-3: Commercial Districts will be accessible by all modes of travel, including transit, bicycle, pedestrian, and automobiles. Policy CD-3.1: Transit. Facilities Policy CD-3.2: Arterial Crossings 1st Community Bank Plaza is located within one-fourth of a mile from the corner of Horsetooth Road and JFK Parkway. This intersection is provided with a traffic signal, crosswalks and pedestrian crossing indicators. Located directly across JFK Parkway is a covered transit stop. Sidewalks and a striped bike lane will be provided along both sides of JFK Parkway. PRINCIPLE T-1: The physical organization of the city will be supported by a framework of transportation alternatives that maximizes access and mobility throughout the city, while reducing dependence upon the private automobile. Policy T-1.1 Land Use Patterns The nearest transit stop is located directly across JFK Parkway. 1st Community Bank Plaza's close proximity to a transit stop permits public transit to become a viable alternative to the automobile. PRINCIPLE T-4: Bicycling will serve as a viable alternative to automobile use for all trip purposes. Policy T-4.1 Bicycle Facilities 1st Community Bank Plaza is located on a four lane arterial with a striped bike lane making bicycling a viable alternative to automobile use. PRINCIPLE T-5: The City will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with.all other modes. Direct pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T-5.1 Land Use Policy T-5.2 Connections 1st Community Bank Plaza development will be adding a detached sidewalk along JFK parkway connecting to the existing sidewalk to the north and south. This connection Will allow pedestrian access to transit stops, Foothills Mall, restaurants and other businesses in the area. Sidewalks are designed within the development to allow easy pedestrian access from the parking areas to the building. The building entrance will be easily viewed from the road and have a direct pedestrian connection to the new public sidewalk. PRINCIPLE CAD-3: Commercial developments create a powerful impression of the city, both individually and taken together as a whole. While corporate franchises and chain stores will remain vital and recognizable, commercial developments will be designed to contribute to Fort Collins' distinct visual quality and uniqueness. Policy CAD-3.1 Modification of Standardized Commercial Architecture. Policy CAD-3.2 Compatibility with Surrounding Development. The 1st Community Bank Plaza building will be a well -designed commercial office building with it's own unique character able to fit in and complement the existing surrounding commercial development. up to the third floor taking advantage of the beautiful views of the front range and the plains. The building will have a curvilinear feature wall extending up past the roof that will appear to bisect the building. A portion of the feature wall has been extended into the site and landscape on the north side of the building. This will help accentuate the primary pedestrian entry and define the edge of the north detention pond. An Ecological Characterization Study, prepared by Cedar Creek Associates, and a letter from the Department of Wildlife (DOW) is included with this submittal. The study evaluates the habitat conditions on the site. The site is vegetated entirely by non-native and weedy grass species with no woody vegetation. The canal is the only habitat feature of value to wildlife in the area. Waterfowl, songbirds and small mammals are occasionally present and there is a red fox den located along the canal. The 1st Community Bank Plaza design team has been coordinating with the City's Natural Resource Department in regard to the fox den and the habitat value of the site in general. It has been determined that the best approach is to not encourage the fox to rear its young in this highly urban location (see letter from the DOW), but to encourage use of the site by waterfowl and songbirds. The landscape plan utilizes a mix of native trees and shrubs along with non-native species to create structural diversity and food sources for birds on the site where possible. The two detention areas are being planned as wet ponds to establish wetland vegetation to further encourage use of the site by urban adapted species. We believe 1st Community Bank Plaza will be a valuable asset to the entire community. This project will be built on a great infill site, be centrally located within the community, and provide an exciting new landmark office building in one of the fastest growing areas of the city. City Plan Principles and Policies achieved by the proposed Timberline Center Project Development Plan PRINCIPLE LU-1: Growth within the city will promote a compact development pattern within a well-defined boundary. Policy LU-1.1 Compact Urban Form 1st Community Bank Plaza is located in an area that is rapidly growing. This project is surrounded by development and will be an infill development. PRINCIPLE LU-2: The city will maintain and enhance its character and sense of place as defined by its neighborhoods, districts, corridors, and edges. Policy LU-2.1 City -Wide Structure 1st Community Bank Plaza will compliment the surrounding land uses and promote a compact development with a unique identity. v r 1iPI,Gy.aSCCIATEB INC Landscape Architecture Urban Design Piznniri rl November 23, 2005 Ted Shepard City of Fort Collins Planning Department 281 North College Avenue Fort Collins, CO 80522 RE: Planning Objectives for 1" Community Bank Plaza Dear Ted: 1s' Community Bank Plaza, previously called JFK Plaza, is located on 3 acres of land on the west side JFK Parkway south of Horsetooth Road and north of Bockman Drive. The property is currently undeveloped but is surrounded on three sides by existing development. Larimer No. 2 Canal borders the site on the west and south sides with Palmer properties located on the west side of the canal and Toys-R-Us on the south side. Continental Plaza borders the site to the north and undeveloped property is located on the east side across JFK Parkway. The property is currently zoned C- Commercial District. The site will have two entrances accessible from JFK Parkway. An existing curb cut is located on the Continental Plaza property north of the building and a new curb cut will be located approximately 515 feet away on the south side of the building. The north entrance will be a shared entranced with Continental Plaza. 1st Community Bank Plaza will be a 4-story, 45,600 square foot office building. Each floor will consist of 12,000 square feet except for the fourth floor, which will be 9,600 square feet. A bank and mortgage company will primarily occupy the first floor and general office space will occupy the remainder of the building. The bank will have five drive-thru lanes and an ATM lane. The site plan proposes 136 on -site parking spaces with an additional 22 spaces on the adjacent Continental Plaza property. Palmer Properties, owners of 1st Community Bank Plaza, are in the process of working on an agreement with the owners of the Continental Plaza property for the additional offsite improvements and easements. The building will be constructed with pre -cast concrete panels and have a glass atrium located at the entry which extends up to the fourth floor. The building will also have overhanging entry canopies on the north and south sides. The fourth floor will step back on the north and south sides creating outdoor patio spaces.
