SUBJECT: Stagecoach Subdivision
DATE: August 2, 1972
Per your inquiry regarding conditions which should be imposed as
conditions of utility service for this subdivision, I submit the following:
1) Overland Trail should be widened and improved to City standards
2) No access should be permitted to individual lots from Overland
Trail
3) Density and use should be restricted to one single-family detached
house per lot
4) The area between the New Mercer Ditch and the Larimer County #2
Ditch should be deeded to a home owners association composed of
the owners of all lots -in the subdivision in order to provide
for the maintenance of the area.
5) Utilities, street lights, curb, gutter and sidewalks should be
built to City standards.

Because this subdivision lies in Larimer Coant3 outside the corporate limits
Of Ft. Collins, and because it may later be annexed to the city, the Developer
is following the practice of satisfying the requirements of both the Larimer
County Subdivision regulations as well as those ons require 3,000 P,S�I�
Of the city. The two specificc-
tions for concrete to be used in sidewalk, curb and gutter are very similar but
differ in one detail. The county specifications minimum
compressive strength, making no mention of volume of portland, cement per cubic
yard of mix. The city specification specifies 6 sacks of

cubic yard alone. If the former is allowed to govern, theconttractormwill have
to use whatever proportion is necessary to produce a product of 3000 P.S.I.
minimum compressive.strength.

Enclosed herewith is an easement from Albert Wooster dated February 3,
1955, wherein Paragraph (4) states: "The City will install a 4 inch tap,
at City's expense, as shown on attached map."
The City is now considering a plat of the Stagecoach Subdivision,
which is a development by Ladco, Inc. the present owners. This plat
contains 147 building sites on an unknown acreage. In comparing the
ratio of the Plant Investment Fee of $185.00 for a 3/4 inch flat rate
water service with the $5,300.00 Plant Investment Fee for a 4 inch service
exclusive of meter, the ratio is 28.65 to 1. In comparing the cross
sectional area of a 3/4 inch pipe with that of a 4 inch pipe, which is
a ratio of the water carrying capacity for the two pipes, the ratio is
28.44 to 1.
Based on the above, I would recommend that the City notify Ladco,
Inc. at 1717 West Prospect that the City will honor the 4 inch tap to
the extent of furnishing 30-3/4 inch taps including Water Rights to this
developer. The 31st lot through the 147th lot will pay normal Plant
Investment Fee charges and Water Rights in effect at the time of the
permit.

Following your inquiry as to the availability of water
service from the City of Fort Collins on the proposed Stage-
coach Subdivision, kindly be advised that the City has two
water mains running across this property and the entire site
is capable of being served by the City's water system.
In that these will be out -of -city taps, a typical tap
would be a 3/4 inch metered service.

Gentlemen:
We have reviewed a Right of Way Agreement dated February 3, 1955,
between the City and Albert Wooster concerning the lands which you are pre-
sently developing as the Stagecoach Subdivision. This agreement provided for
a 4 inch tap from the City to these lands on the City's water line. It
appears that you are developing these lands for residential purposes and a
4 inch tap would not be appropriate for this use. I aa;i advised by the City
Engineers that the cross sectional area of a 3/4 inch pipe (normal residential
pipe) compares with the cross -sectional area of a 4 inch pipe at a ratio of
28.44 to 1. Also, the City's Plant Investment Fee of $185.00 for a 3/4 inch
water service compares with the Plant Investment Fee of $5,300.00 for a 4
inch service at a ratio of 28.65 to I.
III view of the above, it would appear that the City's obligation
in connection with this agreement would be satisfied by furnishing 30 normal
residential 3/4 inch taps to these lands without charging a Plant Investment
Fee in comiection with the same. The City will provide such taps without such
charge and will expect normal payment for all additional taps in accordance
with its policies as set forth in the City's Ordinances.

from it's system to the land.

In accordance with your recent request, we are writing herewith to
forward certain information to you regarding the development of the
Stagecoach Subdivision by your organization.
Per the attached agreement, the City is obligated to furnish without
cost to the developer a 4 inch water tap. Due to the type of development
you have in mind, the City has agreed to issue 30 residential type 3/4
inch taps to said lands by letter to Ladco, Inc. dated September 6, 1972.
This then required the payment of $250 per tap on an additional 150
requested services. Said payment was made on September 15, 1972.
The proposed development calls for 180 living units and on the date
the water permit was taken, the Park Land Fee was $40 per living unit and
$7,200 was paid to the City on that date.
The City of Fort Collins does not charge mill levy for the support
of either the sewer or water utility.
The service charge for sewer and water is per the attached schedule
with the quarterly minimum charge for water being $10 and the quarterly
minimum charge for sewer being $9.50.

I received your letter advising that Gurwell Construction
Company would be constructing the sewer and water system for the
Stagecoach subdivision.
I have advised you in the past that the City of Fort
Collins would review all plans and specifications for sewer and
water as a part of our system and in that we have not received
any plans and specifications to date I am unable to answer your
letter.

Dear Mr. Fitch:
Regarding pavement thickness design for Stagecoach Subdivision of
Larimer County, Colorado, we have reviewed the report of Empire Labs.
The Standard specifications for street design and construction has been
adopted by the City Council and this is the regulation we operate under.
For a group index of 7.2 we require a minimum of four inches of grave l
and two inches of asphalt. We are unable to waive this requirement,
except for an individual block as a test section.

Dear Mr. Liquin,
As the first phase of the development of this subdivision nears completion,
plans are being made for construction of the first residences. It is
possible that the first family may move in by July 31, 1973.
For some time thereafter, until the population reaches a certain level,
volume and continuity of flow of sewage will be inadequate to avoid settlement
of solids and probable blockage of the mains. The developer wishes to obtain
from the City of Fort Collins perhi.ssion to use hydrant water for the
purpose of regular periodic flushing of these mains for as long as necessary.
Would the City permit this, would such water be metered and at what rate
would it be charged? Would such flushing be regulated by Fort Collins,
performed by Fort Collins personnel or witnessed by a Fort Collins inspector?
