Dear Mr, Rice:
At the request of Mr. Ken Anderson of International Investments
Management Corp., I attended a meeting with he and several represen-
tatives of the homeowners in the Riffenburg School area.
They have requested some changes in the traffic pattern as related
to the Spring Creek Village, Second Filing. Several of the requests
were granted by Mr. Anderson as they pertained to internal traffic.
These were as follows:

3. 15 mile -per -hour speed limits on Stuart and Welch Sts.
4. No parking on both sides of Welch Street between 8:00
and 10:00 a. m. and 2:00 and 4:00 p.m. from Edora
Park south to Stuart St.
Crosswalk on Welch north of Stuart St.

and on the South side of Driveways No. 4 and 5 to
discourage traffic turning toward the school.

A recent visual inspection of the creek grading north of Santana Apartments
indicates that the north side of the creek is well graded and the south side
in the vacinity of the club house needs some fine grading so that it all
slopes toward the creek. You indicated that this finish grading will be
accomplished when the area dries up enough to allow equipment to be used.
The general cross section requirements for the Santana Apartments appear to
be satisfactory.

Mr. Anderson would like to cooperate with the homeowners, but
would also like to receive approval to his plat as soon as possible.

MEMORANDUM

SUBJECT: Spring Creek Village, Second Filing, Unit Development Plan
The Spring Creek Village Second Filing Unit Development Plan has
been approved by the City Council during the month of February. At
the time of approval, the Council stipulated that changes be made in
the plan to improve the traffic and child safety considerations near
the Riffenburg School.
The developer's engineer has discussed these with the City staff.
The changes on the plan include the following:
1. Having one-way drives through the parking areas (this
should make the entrances to the parking area less
hazardous without two-way traffic)
2. Driveways approach the street at 90° angle, rather than
skewed. This will improve visibility. The home owners
group suggested that the curbs be constructed with a
square corner to discourage turns. We felt, however,
that this was actually a more hazardous design than the
standard radius in that it would force cars farther out
into the street for turns. If turns are to be prohibited,
it should be signed to indicate this.
3. Two curb cuts on Stuart Street were combined into one,
which is farther away from the school.
In addition, the Traffic Engineer will do the following:
1. Install a stop sign and crosswalk at the intersection of
Welch and Stuart Streets.
2. Prohibit parking on Stuart Street 100 feet west from
Welch.
3. Prohibit daytime parking on Welch (both sides) adjacent
to the school.
The home owners group also recommended wider sidewalks on the east
side of Welch Street. The City recently installed four -foot sidewalks
from the school property north to Prospect Street. These are felt to

be adequate. Along the school, however, there is a narrow sidewalk. I
do not know if the City is in a position to require the Spring Creek
Village developer to widen this sidewalk or not. Perhaps we should
look into this.

In confirmation of a meeting with Dick Rutherford on February 28, 1973,
I will take the items listed in his letter of February 26, 1973, regarding
Spring Creek Village, 2nd Filing.
On the items pertaining to the internal flow, Items 1-4 are fine.
Items 5 & 6 we suggested that these two driveways be consolidated into
one driveway, that would be located at No. 2. This would keep the
driveways farther from the corner and eliminate No. 3.
Of the requests that were directed to the City, the following answers
are in numerical order:
1. In conferring with Mr. Bingman, Director of Community Development,
I find that there is insufficient room to install a pedestrian underpass
as requested.
2. The 5 foot walkway through Edora Park was rejected, on the basis
of adequate sidewalks along Welch Street.
3. The speed limit will be governed by the School Speed Reduction
Signs, as the need arises.
4. The No Parking request will also be governed by the needs of the
school, and the surrounding area.
5. On pre -investigation I feel that the crosswalk for the school
should be placed at the corner of Welch and Stuart, with Welch Street
being a "stop" street, making Stuart the through street.
6. The only time that a radius on a driveway is omitted, is in the
case of access onto a one-way street system.
This covers the items we discussed at our meeting.

Dear Mr. Steel:
Regarding the Spring Creek Village Subdivision, 2nd Filing,
within the City of Fort Collins, the City has passed an additional
one cent sales tax for a seven year capital improvement program.
Included in the capital program are funds'designated for
storm sewer improvements, including retention facilities on
Spring Creek. The amount of the funds included for storm drainage
improvements in the program is $2,000,000.
The first priority will be given to the construction of the
retention facilities, out of the storm drainage funds. A
reasonable time -table for the construction of the retention
facilities would be that construction would be complete by 1977.
If you have further questions concerning the Spring Creek
drainage improvements, please call.

A request for approval of Certificate of Occupancies was received by the
Engineering Services Department for buildings 8, 9, 10, 11, and 12 of Spring
Creek Village Apartments on August 21, 1975. The requested Certificate of Occu-
pancies were released by the City Engineer on August 22, 1975. However, being
the Developer of Spring Creek Apartments, you are to be aware of improvements
to be made prior to the release of any future Certificate of Occupancies for
this development. The improvements requested are in relation to the flood
plain channelization and are as follows:
1. File the description provided by James H. Stewart Consulting Engineers for the
Spring Creek Flood Plain and Greenbelt Easement. (copy enclosed)
2. Provide an as -built plan of the grading within the flood plain for approval
by the City Engineer.
3. Contend with drainage structures discharging into Spring Creek. That is,
extend all drainage pipe to the channel, provide a headwall for said pipe, and
rip -rap where necessary.
Also, once the bridge presently under construction at Lemay Avenue and Spring
Creek is completed it will be necessary for you to complete any grading within
the easement to make the creek channelization compatible with your development.
